How far these nego tiations, if they can be , called that, have proceeded, it is not e asy to ascertain, for, naturally, strict secrecy is maintained, but my information is that the pre liminary suggestions hr ve been made and that the subject of such an alliance is practically before the two governments in some shape. “The recent visits paid by Sir Julian Pauncefote to the state department have not, it seems, had reference altogether to the Canadian negotiations. features of the alliance. “According to my authority the features of the proposed alli ance now bein/ considered are these: “Great Britian is to recognize the Monroe doctrine ; to attempt no increase of her territorial possessions in the western hem isphere, and to endorse, the American construction of that doctrine. “The United States is to build the Nicaragua canal and Great Britian is to have the use of it in time of war. “The United States is to have all the territory taken from Spain in the present war and Great Britain is to protect the United States in this should pos session be threatened. •‘The United States is to HAND BY ENGLAND •Nz in her policy in China and the east and all the British ports in th« east are] to be opened to the Uni'ed States under the most favored nation clause. ”1 he main features of an arbi tralion treaty are to be incorpo rated.
