WITH GOVERNOR RUSSELL
The Lie Passed, and the Gov

R t'eigh, N. C , June 28—There
wa« an exciting e?ene at the gov

Bagley, of The Times-Visitor,were
participants Bagley is a brother
of Ensign Wurth Bagley, who was
the first officer killed in the war.
Th® affair is town talk Bagby

“As soon as I entered the room
Governor Russell stepped fr >m hi*
desk, saying loudly and cursing:
“You are the man who published
b n article slandering a white lady
at my bouse. I order you out ol
my office. ”
“I rup'ied that I had never
slandered any lady or any one in '
his house. He became furious,
stepped back to his desk, put his
baud in a drawer, and su'd : “It’s

and no matter how big the man,
governor or no', he could not bully
me and what he said was a lie.
When I said this he was stand

see he was fingering a pistol. IL
almost shouted; You can’t insult
me in my oflice. In repiy, 1 said I
know I can’t insult you in ycur
oflice. You can’t be insulted. Noth

be an insult to me.
“I returned tc the ?fhce of the
private sectetary. The latter at
tempted to persuad' me that the
governor was angry and would re
gret, and 1 shoult let the matter
drop. He acknowledged that the
governor, besides keeping the pis
tol in his drawer, kept a double
harreled shotgun loaded in his
office, and said the governor was
liable to be attacked at any time.
Lieutenant Harlow® was able to
see in the desk drawer, and staUd
to me that lie saw the governor
finger the pistol. '1 he aitide which
the governor referred to was about
the arrest of a thief at the execu

few days after the publication the
governor bought a number of
copies of the paper containing the
report. I never heard that the
governor took excepti* ns to any*

publication.”

UJSYETTK COURT.
Trial Jilry Dismissed for a
few Days.
MANY INDICTMENTS
Have Been Returned and the
Grand Jury StU' Grinding.
LaFayette, Ga., June 23
The proceedings of the day here
are rather slow. Several dozen
true bills were returned by the
grandjury, but the jury refused
to make them public.
The trial jury was dismissed
today until the grandjury has
finished its work. The grand ju
ry did not return bills as fast as
was expected, and it was thought
best to wait until the prisoners
were caught before trying them
A committee of the grandju
ry, headed by Senator McFar
land, in this district, paid a vis
it to Camp Thomas last night.
Tne committee was appointed
to confer with Gen. Brooke and
arrange to bring certain soldiers
to justice, Jie result of the
conference could not be learned.
The grand jury has attempted
to indict some parties which, if
made public, would cause im
mense sensation. The jury made
the attempt, but failed, and un
less certain evidence is brought
out tomorrow there will be but
little done.
The prospects are that cou t
will last several days longer and
will prove quite interesting.
Another sensation is brewing.
It is rumored that the boird of
county commissioners and the
grand jury have clashed. The
former held a meeting this af
ternoon and decided to ask the
grandjury to indict a man of
high station whom they charged
with criminal libel.
It is understood that the grand
jury will refuse to find a bill.
The court officials are very reti
cent regarding the name of the
oerson who has offended the
county board, but he is said to
be a prominent officer of the
volunteer army.

ROUSH RIDERS
Get Into a Disgraceful Affair
At Tampa.
WOMAN WAS WOUNDED.
Four Volunteers Seriously In
jure Negro Hackman.
Tampa, Fla., June 23.—A
party of mule packers and rough
riders went early this morning
to the house of Alice May and
raised a row. A general fight
followed and Alice May was
shot several times by the men,
and one of the men was shot by
on? of the inmates of the house.
The woman was shot three
times. One of the wounds is
dangerous and the men are held
to await developments. Three
mule packers and two rough
riders were arrested a few min
utes after the shooting. The man
who was shot is i.-ut seriously in
jured.
This evening Maj. Percy, who
is in charge of the rough riders
remaining here, called at police
headquarters. He was told that
there was no doubt about the
identification of the men, and it
would probably go very hard
with them.
The major expressed the hop*
that this would be the case, be
lieving that the punishment ol
the culprits would have a godd
ffect upon the troops generally,
He spoke of having reduced the
guard to be easy on the men and
-aid that the bad conduct of
hese few would bring the entire
camp again under the strictest
liscipline. H® r gretted the re
flection cast upon the regiment.
. Late yesterday afternoon a
narty of four volunteers attack
ed a negro driver with bricks,
beating him so badly that he
fainted from loss of blood. They
were not arrested.

May Save The Life of Mor
tar Flanagan
PRISON COMMISSIONERS
To Pass Upon Flanagan’s Case
at OnSo-
Atlanta, June 23.—Edward
Flanagan, whp has been three
times convicted of murder of
Mn. Nancy Alien, has brighter
prospect for life just now than
he lias had at any lime since the
double murder on the night of
December 21, 1896.
An applicatipn has been filed
with the prison commission for
a commutation.of his sentence
to imprisonment for life.
The application derives its
special strength' from letter
written by Judge Jonn S. Can
dler, who presided at all time
of Flanagan’s trials.:
judge candler’s letter.
Judge Candler’s letter will no
doubt save Flanagan’s life for
the present at least. It is as fol
lows :
“Atlanta, Ga., June 18, 1898.
—To the Hone rable Prison Com
mission State of Georgia: Gen
tiemen: In obedience tc your,
request in the matter of applica
tion for Commutation od sen
tence of Edward C. Flanagan,
sentenced to death for murder
of Mrs. Nancy C. Allen, in De-
Kalb county, I beg to say:
“I had hoped on the trial of
the case in the superior court
that the jury would see fit to
recommend life imprisonment.
On the special defense qf para
noia 1 believe him to be technic*
ally responsible, but that his
mind is afflicted by some dis
ease I have no doubt, and I think
all the physicians who have ex
amined him agree with me in
this view. He is undei indict
ment for another murder, and
fter a year-or two in the .peni
tentiary, under the care of com
petent physicians, it will be
settled with absolute 'certainty
as to whether this view is cor
rect ; and if he is shown then to
be of sound mind he can be tried
>n the other indictment, with a
certainty of being convicted. If
he should not improve, then his
condition’would be established.
If he is not of sound mind be
ought not to hang. There is now.
some doubt in my m nd as to his
sanity, and, pending his motion ■
for a new trial, I think it would -
be proper to commute his sen
tence. Mostrespectfully,
John S. Candler,
“JudgeS. C. Stone Mountain
