some hot games of baseball in the

What The President May Do As
To Cuba-
Washington, Aug 13 —Plans 'or
the temporary government of Cu
ba and the territory which will be
acquired from Spain as a result of
the war are now under serious
consideration by the President and
the members of the Cabinet.
Porto Rico as an actual acquisi
tion io the territory of I'nitec
States will be placed in charge of
a military Government, who will
exercise a supervisory control of
all the functions of government
unier the direction of the Presi
dent until Congress shall deter
mine upon a permanent from ol

The President, uiid«r ths Cons
titution and laws has no authority
to go bsyond the preliminary or
.emporary stage in the establish
ment of any system of government
control, and although it is al
together probable that in his
message to Congress on the sub
ject he will exircise his consti
tutional privilege cf making rec
ommendations, upon Congress
done will devolve the responsi
bility and duty of determining
the character of the political re
lations which Porto Rico shall
permanently bear to the United
States.
There are reasons for the be
lief that the President himself
favors a colonial form of govern
ment, and that this view is
shared by members of the Cabi
net. Canada is cited as having a
model colonial government
which is satisfactory alike to a
majority of its people and to the
mother country.
This system, however, it is
believed, can be put into opera
tion only after a lapse of a con
siderable period of time and
after the people have demon
strated satisfactorily their abili
ty to govern themselves intelli
gently in all local matters.
Upon the evacuation of Cuba
it is believed to be the intention
of the president to establish for
the whole island a temporary
military government similar to
that now in operation at Santi
ago.
When order lias been fully
restored and the people have
settled down to their Ipeaceful
occupations it is belieued to be
the view of the president that a
convention of representatives of
the people shall be called to
vote upon the question of a form
of government for the island.
The presence of the army of the
United States would be a guaran
tee that every citizon who would
subscribe to an oath binding him
self to support whatever form of
government should be agreed upon
should have the the unquestioned
right to vote far whom«soever be
pleased to represent him at this
convention. The action of this
body, however, would have to be
submitted to 'he United States for
approval of disapproval.
Il is pointed out that this con
vention of representatives of the
whole people in she free exercise
of their chc ice might wish to be
come a colonial dependency of
the United States or might favor
a republican form of government
or possibly a mnjoritv might ask
lobe annexed to the United States
In any of these eontingencies, it is
believed tnat their wishes wou'd
meet the approval of the Pres
ident ai d his advisers.

ONE AMERICAN KILLED.
Enemy’s Loss Heavy-Gallantry
of United States Sailors.
Key West, Fla., nug 12—The
Bancroft arrived today from the
Isle of Pines, bringing news that
10 miles from the south coast of
rhe Isle of Pines, near Santo
Dominge, a schooner was sight
ed.
When the Bancroft’s launch,
with a one pounder on board,
was sent to reconnoiter, manned
by 14 men, Lieut. Wilson, see
ing the launch, sailed for Puerto
Cortes, beaching her, and, with
the aid of a rope ashore, ran her
aground.
Soldiers on shore fired at the
Bancroft’s launch, which held
her own, firing her one pounder,
eventually compelling the Span
iards to Hee.
Apprentice James Munroe, by
swimming, reache 1 the schooner
and tied a rope to her. At the
same time Seaman Holmgren
also swam to another small boat
which was made fast to the
rope.
Stoker Noulouris was killed
by a bullet through his left arm
and chest.
The launch soon afterward
towed the sthouner away. She
was loaded with firewood. The
Spanish loss must have been
heavy, judging by the launch’s
effective fire.
The lieutenant in charge and
her crew were cheered when re
turning to the Bancroft. The
prisoners captured i ave valuable
information, and were then re
leased. They said the Soaniards
were fortifying Bailen Port, near
Coloma, Pinardel Rio Province.
Bailen has a garrison of 40 men
There are several warehouses
there.
The Brancroft’s launch and
the Maple went to Neuva Gerona
afteward, and report having
captured several small crafts
which were released. Seaman
Lacoz, of the Bancroft, lost his
eyesight, owing to the intensity
of the lightning off the Isle of
Pines.

Splendid Body of Men,
Atlanta, Ga., Aug. 13 —The
Third Georgia regiment may be
ordered to Porto Rico in a short
time. It is reported on good au
thority that the officers in com
mand h ive reeeived an intirui
tion that they will be given or
ders to move very soon now,and
great enthusiasm has been
aroused. It is stated that the
men who have seen service will
be the first mustered out. and
those who have been held in
camp here will be given a show
No better regiment could be
chosen than the Third Georgia.
It is well drilled and mustered
up to the required number of
men and will be fully competent
to relieve the men at Porto Ri
co, who are to be ordered home
to be mustered oilt.
The Third Georgia regiment
has now 1,108 men, which lacks
90 of being the largest number
ever enlisted in a regiment in
this country.

largest Georgia regiment on
record had 960 men.
The companies of the Third
regiment are all mustered in
except two, and they will pass
examination next week. The
men are all in canp at Griffin
and in good condition. They
seem to be enj lying camp life
and the number of cases in the
hospital are sm ill.
