Park Camp.
CRIMINAL IN DEGREE
Higocous Investigation. Camp
Reeking With Filth
Chattanooga, Tenn., Aug. 16.
The division of General Sanger
will go to Lexington sure It is
not so certain that General Me*-
Kee’s division will go to Knox
ville, on account of the water
supply.
All preparations for the grand
review to tomorrow have
been completed. The condition of
the camp hospitals is occupying
almost the entire attention of Gen
eral Breckinridge.One of the chief
medical officers in talking of the
hospitals this morning said.
“People can have no idea what
these poor fellows have had to un
dergo, Hud in my opinion one half
ofthedea’hs that have occurred
at the park have been caused by
absolute, and in some cases crim
inal, neglect on the part of some
one. I know the difficulties iu th
way ot providing against such
things. But there was no reason
in the world why a rich Govern
ment like that of the Unit'd
States should not have provided
for the sick ; n i s army. The neg
lect and incompetency of officers
is no excuse The Government has
co right to subject its citizens to
the dangers of being controlled by
incompetents, aid the Govern
ment is directly responsible for
nine-tenths of th j sickness and
deaths at Chickamauga Park.
“Everybody who has made a
tair and impartial investigation of I
the park decl ires its absolute »al-I
uhnty naturally. Its water is pure |
its grounds high and r illing, and I
easily drained, and yet this beau
tiful spot was allowed to reek with
filth and poison and- pollute the
fresh meuntain air with the ef
fluvia from uncovered sinks and
reeking piles of rotting garbage
thrown in heaps on the open
groupd. It was shameful, and
when the time for official invess
tigation shall come, as come it
will, somebody is going to be hit
hard. One regiment can’t complain
that the park is unhealthy, when
another regiment not a mile awav
has only half dozan or so men in
the hospitals, and there ard a
number of such regiments in the
camp.
“Men haye to be neglected be
cause there are not enough physi
cians and nurses and many die be
cause they had not been properly
treated at the beginning of their
illnessw”
These defects have been very
much worse than they are now,
and Gen. Breckinridge is making
every endeavor to provide the
necessary assistance tor the pro
per cure i f the men.
