PRESENTMENTS.

Commissioners of Roads and Re
venue. •
We examined the books of the
clerk of commissioners of roads
and revenue and find that they are
very nicely and correctly kept. We
find his books and vouchers all
right. We believe the board to be
diligent in protecting the financial
interests of the county vnd have
faithfully discharged their duties.
COUNTY SC IDOL COMMISSIONER
We have made a very thorough
examination of the books and
vouchors of the county ‘school
commissioner and find them all
correct. He exhibited to us his
. bank pass book, showing the
balance to his credit of $1,655.-

We have examined the books of
the county treasurer from January
Ist to July 25th, 1898, and fine
them correct and very neatly kept.

TAX COLLECTOR.
Upon examination we find
the books of tax collector V. T.
Sanford kept as tbe law requires.
We approve tbe systematic ap
pearance and neatness of his
books and find the amounts
shown to be received and the

amounts paid over to the treas
urer to correspond with the
monthly reports made to the
board of commissioners.
TAX RECEIVER.
We find that the books of tho
tax received of this county are
in excellent condition and neatly
kept. We find the following
named persons hold county war
rants in the amounts set oppo
site their names and drawing
interest as’ hereafter stated.
These amounts are not upon the
tax digest and we learn that no
tax was paid thereon. The names

We find that there are 2G5
names not upon the tax digest
for the present year represent

465.00.
In some instances these prop
erties may be returned in othei
names on account of change of
ow in r.*hip. In smiie instances

the names of all tax pay- rs of

failure of the tax collector to
give to the tax receiver the

tax >s on last, years’s digest.
There is no compens ition al
allowed justices of the peace,nor
no penalty for neglect of this
duty; but while it is tire law we
believe that it should be enforc
ed.
We recommend that an act be
passed by tho legislature allow
ing the justice of the peace rea
sonable compensation for doing
this work, and a penalty be at
tached for neglecting it. We es
pecially call the attention of our
representatives to the import
ance of this matter, and trust
they will give theirr best efforts
to-tho passage of this law.
We have raised the returns al
ready on digest $287,825,09.
The 265 naineb.ofitux payers not
on digest have been listed and will
be turned over to she tax receiver
to be placed upon the digest.
We recommend that the tax col
lector keepa Rirall digest on which
he shall make entries of all taxes
paid to him not on digest, and
turn same ewer to tax * receiver
when he begin- 1 his work* on new
books.
Ordinary. ’
We have made a earful examina
tion of the or lihary and find that
he keeps all the books required by
law, including t«o bon<k files of
news papers in which the advertise
ments of the county officers appear
hisjio >ks are wri'ten up nicely
and plain, so that they can be read
with ease. His papers are careful
ly filed away . W e found his office
m first class condition.
CLERk Superior Court.
We also made a careful exami
nation of the books in the clerk’s
office and find that he k*eps all
the books required by law, and
they are all neatly written up. His
papeis are carefully filed away and
so arrang'd that any papers desir
ed can be easily found. He also
keeps a file of p pers in which his
advertisements appear as per para
graph 4383. code 1895, page 1070,
hut they are not bound as the law
requires.
SHERIFF.
We examined the books of the
sheriff and find that he keeps all
the books required by law. He
submitted a sworn statement of
all money collected on tax fi fas
since Jhe January term of su
perior court. He exhibited re
ceipts for same from the tax
collector. We found his office in
condition, papers properly filed
for reference and books nicely
written up. :i
Paragraph 4383, code 1895,
page 1082 says: “All books the
sheriffs are required to keep,
after becoming full, must be de
posited in the office of the clerk
of,the superior court to be kept
as other books of record.” Upon
examination we 'find that this
la\v has never been complied
with. Our sheriffs have construed
the law to mean when all the
executions on the execution
dockets have been settled then
the books should go into the
clerk’s office, but as a large
number of the executions are
insolvent it follows that they
never will be settled and the
books never leave the sheriff’s
office. We think the intention of
the law is, whenever the book
becomes full that it cannot hold
more ami a new one has to be
obtiine', then it should be de
posited with th.* clerk for safe
keeping and we recommend
that thj sheriff be instructed to
deposit all booksnot inconstant
use in tiie clerk’s offic).
