War Has a Healthy Effect on Evjl Doers. Many theories have been ad vanced to explain the wave of crime which has visited the city, butthat of Capt. Miller, of the detective bureau, is entirely the most peculiar, says the Cincin nati Post. "There has never been a time in the history of the city,” he said yesterday, “when so many • crimes followed each other in Quick succession as within the past few weeks. Very much of this increase of cri me can be credited to the fact that the war between this country and Spain has ended. The man who entertained a hatred of his wife and the over-jealous lovei read of Dewey’s victory at Ma nila Bay and of Cervora’s defea (, at Santiago, and for the time being suppressed their pent-up feelings of acrimony. NOW CRIME BREAKS OUT AGAIN. “The war neaches a conclusion and the topic which absorded the minds of the people to the extent of preveniing crime has been eliminated. There is no longer a subect cn which the quarrelsome can unite their dif ferences and a disagreement and probably the shedding of blood occurs. There have been abund ant incidents showing that this deduction is a proper one, on account of the conditions which existed. Jealous lovers and jeal ous husbands come to the fore and commit murder and people with suicidal intent, who no longer find the war a subject to occupy their minds, end their mental sufferings by throwing bodies In rivers and reservoirs. “Crime of this sort is some thing the department of public safety cannot provide against. In a conversation with Mr. Henry Lanham this morning, that up-to-date business man stated to the Hustler-Commer cial that the entire big stock which Lanham & Sons will open in the Broad street store will be new and right out from market. He says that not one dollars’ worth of shop worn or bankrupt stock will be offered. This being the case, the peop’e of Rome and the territory out lying, have a treat in—the Lan ham A Son—store.
