War Has a Healthy Effect on
Evil Doers.
Many theories have been ad
vanced to explain the wave of
crime which has visited the city,
but that of Capt. Miller, of the
detective bureau, is entirely the
most peculiar, says the Cincin
nati Post.
“There has never been a time
in the history of the city,” he
said yesterday, “when so many
crimes followed each other in
quick succession as within the
past few weeks. Veiy much of
this increase of cri me can be
credited to the fact that the war
between this country and Spain
has ended. This may seem
strange, but the records of the
department will show that im
mediately following the blowing
up of the Maine there was a de
crease in crime in this city.
There was a still further decrease
when war was declared, and
the offenses recorded dropped off
about forty per cent.
THE QUESTION STUEIED.
“The decrease attracted at
tention, and a careful study
show that there was not only a
decrease in shooting, stabbing
and general assault causes, but
®lso in murder, self-inflicted
•death and really in larceny and
burglary cases. It may seem odd
to to tne war, but
when it i 6 recollected that the
war provided a subject on which
people who differed could agree,
it is not strange.
“Neighbors who were disposed
to quarrel with each other could
meet and agree that Spain ought
to be whipped by the United
States. The convivial fellow dis
cussed the war with his compan
ion, and over the glass there
was no disputing the fact that
American valor and manhood
ou<’ht to be successful. The man
who entertained a hatred of his
wife and the over-jealous lover
read of Dewey’s victory at Ma
nila Bay and of Cervcra’s defeat
at Santiago, and for the time
being suppressed their pent-up
feelings of acrimony.
NOW CRIME BREAKS OUT AGAIN.
“The war reaches a conclusion
and the topic which absorded
the minds of the people to the
extent of preveniing crime has
been eliminated. There is no
longer a siibect on which the
quarrelsome can unite their dif
ferences andadisagreement and
probably the shedding of blood
occurs. There have been abund
ant incittents showing that this
deduction is a proper one, on
account of the conditions which
existed. Jealous lovers and jeal
ous husbands come to the fore
and commit murder and people
with suicidal intent, who no
longer find the war a subject to
occupy their minds, end their
mental sufferings by* throwing
bodies In rivers and reservoirs.
“Crime of this sort is some
thing the department of public
safety cannot provide against.
The killing of one man by an
other and self destruction cannot
be prevented by human agency,
but theft, burglary and similar
crimes can be decreased, if .not
entirely suppressed.”

force of artists at work on the
big building on Broad street re'
cently vacated by Bass Bros. &
Co , and as a result every floor
has been put in appla-pie order.
The elevator has been over
hauled and is now as good as
new. The old cash system of
Bass Bros. & Co has been taken
out and replaced by the most
modern cash and bundle systems
—the same kind as are now in
use in the right-up-to-date me
tropolitan department stores.
The truth is, the big building
has been handsomely furnished
from top to bottom with elegant
lixtures and modern convenienc
es .
And alreaey the advance car
loads of the magnificent stock
which Lanham & Sons have
bought to go into this Broad St,
store have begun to arrive, and
are being opened. From now on
until the stock is in condition
for the doors to be Hung wide
for the trade, a big force of em
ployees will be kept busy day
and night.
In a few more days the firm
will be able to state just what
day they will have Uieir grand
opening.
In a conversation with Mr.
Henry Lanham this morning,
that up-to-date business man
stated to the Hustler-Commer
cial that the entire big stock
which Lanham & Sons will open
in the Broad street store will be
new and right out from market.
He says that not one dollars’
worth of shop worn or bankrupt
stock will be offered.
This being the case, the peop'e
of Rome and the territory out
lying, have a treat in—the Lan
ham & Son—store.
