San Francesco, Sept, 17. — Mrs, Cordelia Botkin won the first round in the Dover (Del ) candy poising case. Governor Budd de clared the application to extradite the accussed to Delaware, owing to legal technical defects, was practically v Th®n began a long argument on the legal points in the case, the prosecution seeking to show that the complaint was due from under the Delaware laws, and so was valid in the present case. The des fensH took a contrary view. The precise form of the proceed ings was an application by Detec tive McVey for the extradition of Mis Botkin, accused of prisoning Mrs. J. P. Dunning and Mrs. Jos- Lua Deane, of Dover Del Chief of Police Loes outlined in brief the case of the prosecution. WAR CLOUDS Are Hanging Closely Over Four Nations. The army is being in creased to 100,000 men as a re sponse to Argentina’s position on the the boundary dispute. It is reported here that Bolivia and Argentina have entered into a secret alliance against Chile. Seoul, Korea, Sept. 17.—A high official of the palace named Ko is reported to have confessed that he ordered the cook of the palace to poison food for the King and Crown Prince, both of whom were taken seriously ill Sunday. The plot, he said, was instigated by a former court favorite. WRECKED IN MIDOCEAN Crew of The Ship America Res cued by a British Steamer. Boston, Sept. 17.—The Nor wegian ship America, Captain Dahl, from Quebec for Greenock, Scotland, with a large cargo of lumber, was wrecked in mid ocean by a hurricane on Sept. 4, her crew of eighteen men being rescued by the British steamer Marengo and landed here this afternoon. The America was abandoned as a derelict in latitude 48.51 north, longitude 34.32 west. She was a full rigged ship, 1,- 359 tons net register and was 29 years old. Otis, the Fili pinos are concentraring at San tana, and it is reported that Aguinaldo has ordered that this place be held at any cost. Isabalo Artacho, who was condemned to death by Aguin aldo for treachery, but escaped, is said to be leading 15,000 men against him. All Spaniards in the northern provinces are pris oners. The rebel steamer Bulus an has been sunk by a Spanish gunboat. Aguinaldo’s parliament open ed with great ceremony at Mal oslos, which has been made the temporary capital of the revolu tionary government. lie moved in state to the assembly and addressed it in a flowery non committal speech. The absence of several influential natives was observed. A strong party favors opposition to any foreign pratectorate. Unanimity exists in the determination to rid the islands of Spanish rule.
