With The Democrats in The
Eab Elections.

John Addison Porter, sectetary to'
the president, is authority for the
statement that the democrats have;
an excellent chance to carry Con
necticut in the coming elections,
not only for the state ticket, but
for two of the four members of
congress.
Apparently, Mr. Porter is not
talaing from pique. He was de
feated for the governorship nom
ination, it is true, but those with
whom he has talked freely all say
there is nothing like the baby act
in his talk, no evidence of soreneNS
and no tendency to sulk. He does
not hesitate, however to describe
the conditions up there as they
seem to him, though it is fair to
him to say that he does not do
this talking for publication.
The system under which the re
publican party conventions . are
held is, he thinks, the basis for
the great apathy and dissatisfac
tion which exists among the re
publicans of Connecticut and he
sees r.o likelihood of a change
until the democrats secure control
of the legislature and remake the
constitution of the state. He be
lieves that the time has come for
such a revolution, and that this
dissatisfaction, coupled with other
conditions favorable to democracy,
will bring such a revolution this
year.
Under the system in vogue in
Connecticut, a minority of the
republican voters can easily dic
tate the nominations for the party.
This was exactly what happened
in the recent state convention
where Porter , with the indorse**
ment of a large majority of the
people in the county conventions,
found himself with a representa
tion of not one-third that of the
man who had a minority of the
people at hi* baik , The machine
man, Louisburg, had but little
more than one-half as many votes
in the county conventions which
sent delegates to the state conven
tion as Porter had, and yet the
machine was able to land its man.
Each of the towns of Connecti
cut stands on the same plane as
each of the others, sn far as rep
resentation in the legislature is
concerned. The same system pre
vails in the republican state con
ventions, and the result is that
small towns that are almost ob
solete have just as much to say in
party affairs as the large cities,
The republican machine is able
to prevent a change in this condi
tion of affairs because it is to the
machine’s interests to let the
present system, easy of manipula
tion as it is, remain. Connecticut
|s a state where the machine has
had absolute sway, but the people
are getting tired of it.
In the presidential election the
republicans were able to poll a big
mijority by raising the cry that
democratic victory meant com
mercial ruin, but the people, from
all accounts, are not being scared
by that bugaboo thia year On the
•ontrary, they are more strongly
disposed than they have been in
years to take the reins in their own
hands and smash the machine.
The country at large cares little
about the purely local phases of
Connecticut politics, but the pos
sibility of a democratic state vic
tory of two democratic congress
men does interest - The control of
the state would undoubtedly be a
strong influence in shaping the re
sults in Conneticut in the presi
dential election of 1900, giving as
it would, the democrats a chance
for the electoral votes from that
I slate.

—Old man Mays and his son
and daughters are completely
. exlionorated from the charge of
having murdered the two Mul
lins children on Baker’s Fork.
The culmination came near
costing Detective Mull, the un
known, his life. Mull took upon
himself the duty of making

down. There was no good feel
ing for him, because ths popu
lace believed he sought to send
innocent people to the gallows
for the SSOO reward offered
Mull went so far that the at
torneys for the defense appealed
to Justice Bond to substitute
another officer.

him !” “Kill him !” In a second
a dozen persons were on top of
Mull, and he was thrown to the
lioor. Excitement ran high, and
suddenly the gleam of a dagger
flashed in the crowd, and a
man’s arm came down with the
weapon directed at Mull's heart.

behind a table. The crowd was
restrained with great difficulty,
and when the prisoners were
set free Mull slunk away and
has not been seen since.

have not been counted in the esti
mates at democratic headquar ers,
but they form part of the basis
upon which shrewd politicans
