The general has concluded that the proposed schedule needs re vision before it can bn consistently applied to the small section of the Philippine Islands now occupied by the American forces. In the meantime, the existing duties will be applied, with the exception of merchandise pur chased in the Spanish dominions since April 2*), which w ill receive treatment similar to that applied to the goods of neutral nations.
