Management by a Resigning
Kansas Superintendent.
Topeka, Kan ,Oct. 10— Dr. Wet*
more has tendered his resignation
as superintendent of the insane
asylum of Topeka to Governor
Leedy and the state board of char
ities. •
In his letter of resignation Dr.
Wetmore tells an astounding story
of alleged cruelty, inhumanity and
debauchery at that institution
under the present management.
The doctor cites the death of pa
tients from neglect, speaks of al
leged instance* of ‘‘drnnkards and
incompetents placed < ver the tin
fortunate inmates,’’ charges that a
stale “joint’’ exists at the asylum,
accuses Chairman H. G. Jumper
of the state board of charities, with
being on a continual debauch for
the past fifteen months, and open
ly charges subordinate officials
with attempting to ruin pure wo
men.

sational charges made in the let
ter, which is published in full .
Dr. Wetmore declares he stands
ready to prove tvery charge, and
says he can prove even more.

the present populist administra

progress for the release of all the
captive priests upon the payment

The archbishop of Manila

men in the smallpox hospitals.
