Under the old tar iff law we are not getting very much revenue, because we are exN porting instead of importing, and something must ba done to meet these new conditions. We must have a new measure. So far as 1 am concerned I favor putting a duty on tea and coffee. The reve nues for the support of the gov ernment must be raised in soaee way and the indirect is the best ' way, according to my idea. When the people do not realize that they are paying a tax there is no com plaint. Still, it will be necessary to retain some ot thp features of the war revenue measure. The , tax is now on the people, and in some instances it ie the proper method of taxation.” EXTRA SESSION PROBABLB. « Too Much Work Fur a Short Session, Sayb Dingley. Washington, D. C. , Nov. 14. Congressman Dingiey said last night an extra session of congress was almost certain. “In my opin ion,” he said, “cengress will not be able to dispose of all the im portant legislation which will come before it in the short ses sion.” If an extra session should be necessary, it will be called for a date almcst immediately follewing March 4, thus making** practical ly-continuous session. The republicans will then have a large enough majority in the seoate to ißsore the carrying out of the policy of the administration, in spite of the possibility of two or three republican senators not be ing in sympathy with it, and the republican majority in the house is strong enough te enable the enact ment of legislation desired. If a treaty of peace with Spain is presented tn the senata during its coming avsaion it will be with confidence on the part of the ad ministration of its ratification, but it is by no means certain that the treaty will be prepared in time for action by the present senate. The belief is that the ratification of the treaty and practically all the legislation rendered neoessary in consequenee ot the acquisition of territory by the United States will go over to the extra session of the Fifty-sixth congress, moot of the time of the coming session of this congress being taken up with I the appropriations and routine I matters. THE SURIfiUORS PRO’EST Declare Incompetent Spaniards Cause The Mortality. New York, Nov. 14.—A spe cial to the Herald from Havana says Americans there are indig nant over the deaths of Col, C. W. Williams and F. T. Stuart, of yellow fever. They are asking how long the United States will leave them to incompetent for eign physicians, and Spanish speaking nurses. It is said if American physi cians and nurses had attended Williams and Stuart the result would have l>een different. Both patients were hurried away from the hotel here and carted to a Cuban hospital, where they saw no more Ameri cans nor heard their native tongue again before death. The proprietor of the hotel was will ing for them to remain. Out of 11 Americans stricken in the last few weeks only two have re covered. Col. Williams’ body will be sent north this week.
