The Anti-Scalping Bill Passes
Congress.
Washington, Dec. 1. —Th'
house today passed the anti-tick
et scalping bill by a vote of 119
to 101. This action is the culmi
nation of a ten years’ struggle
on the part of the railroads to
put an end business ot
ticket scalping.
The inter-state commerce
commission first called attention
to the subject in its report of
1898 and it has been before con
gress ever since in one form or
another. During the last session
extensive hearings weie given
both to the represeatatives of
railroads and the scalpers and
174 pledges win secur d fur the
measure.
It was, however, deemed in
advisable to bring the measure
forward until the present ses
sion*. The debate today lasted
four hours and was spirited up
on both sides. Nno of the
amendments were adopted and
the bill passed ss reported by
the committee.

Proctor introduced in the senate
today a bill to amend the stat
utes relatiag te naval officers,
which paves the way fee pro
moting those who showed con
spicuous bravery in the war
with Spain. The main object is
to enable the president to ap
point an admiral and vice ad
miral.
The senate passed a resolution
offered by Hoar, providing for
the appointment of a committee
of seven senators to specially
consider that portion of the
president’s message relating to
the proposed celebration in the
city of Washington in 1900, that
year being the centennial of the
founding of the government
here.
The senate went into executive
session nt 12:18 p. m.
The senate, at 2:15 p. m.,
went into open session again.
Mr. Elkins offered bills extend
ng customs and navigation
laws of the United States to
Porto Rico, Cuba and Hawaii.
At 2 :20 the senate adjourned as
