Washington, Dec. 29.—There
is talk in army circles of the
probable temporary abandon
ment of a number of the interi
or army posts, or what amounts
to the same thing, the reduction
of the garrisons to the mini
mum.
While no definite steps toward
this end have been taken, it is
recognized that this will prob
ably come in the natural order
der of things, while s© large a
portion of the army is needed
in the islands, whieh are tem
porarily er permanently, as the
case may be, under the control
of this government.
The plan under consideration
contemplates the reduction of
the forces at all interior posts,
save a few in the Indian ceun
try, t® the minimum, and in
some cases this will result in
the practical abandonment of
the pos's, but so far as the prin
cipal forts are concerned, this
will be only temporary.
Fort McPhereon is in the lat
ter class It has not been con
templated tc abandon the At
lanta post permanently, though
it is probable that the force there
will for some time be pretty
small.
Things are in a somewhat un
certain state about the war de
parlment these days. Just what
army bill will pass congress is
not known and until that is
known the department is neces
sarily more or less at sea as to
future plans.
On the one side is this uncer
tainly, and on the other the de'
nartment is met by the impor
tunities of politicians trying to
get volunteer regiments mus
tered out of service.
Until it is determined what
size army is to be retained, the
department officials are necessa
rily somewhat at sea.
The Savannah people are
making strong efforts to secure
other troops to take the place of
the Seventh corps. Congress
man Lester saw the president
and secretary of war about the
matter today, but it is not pro b
able that any other troops will
be sent there for the present.
Troops to be emb irked for
Cuban ports will go there or to
Charleston, but none will be
sent to either point to stay for
any length of time.
The Third Georgia remains
at Savannah, because in the
chaotic state of aff.irs at Ha
vana it has been deemed best to
hurry forward the troops under
orders for that pei»t before
sending additional troops to
Nuevitas, where all is Q u,et -

houses on that occasion, tear down

the commission that the Cuban
army is not to be recognized, and

into a day of glooin, and that the

statement:

that Mr. Roberts, owing to the

Tucker act, which disfranchised
all polygamists, is legally barr
ed from taking his seat in con
gress. In regard to this Mr.
Roberts says h© has had the
best legal advice obtainable,
which convinces him that there
are no legal obstacles in the way
of his taking the seat.
