There is not the slightest doubt
,hat the Government needs to
s Lengthen its gold reserve and there
is little doubt of the Secretary’s au
thority under the law, though this
has been and will be questioned.
In any event, the bonds will be
issued, and in the hands of third
parties ttay willb e an obligation
which the Government will recog
nize and pay . There are several res
olutions before Congress reciting
that the Secretary has not the au
thority to issue the bonds, but it is
inconceivable that either House will
take such dangerous action
The passage of such a resolution
in either House would presumably
stop the issue, and would no doubt
create widespread trouble, as it
would remove the only safeguard to
the body of the currency; but Mr.
Carlisle himself will endevor to quiet
the Congressmen who would make
trouble, in ids speech before the
Judiciary Committee as the House
next week. It has been held ever

When I’resident Hai’isou reassur
ed the country on this subject in his
speech in Albany iu 1890 he had in
mind this law. Since the resumption
act the law of July, 1890, has made
it mandatory on the Secretary of the
Treasury to preserve the parity b«-
twoon gold and silver at the rati» o'
16 to 1,
The law of July gives the secre
tary uo additional powers, but it
is known that former secretaries
• of the treasury have held that in
case of emergency eo urgeut as the
suspension of specie payments
they would not hesitate to use the
powers given by the resumption
act to preserve the whole body of
the currency.
It is evidently on this theory
that Mr. Carlisle has acted. His
position is weak for two reas »ns.
In the first place, ho should have
taken action last April, and, in
second place, it is without parallel
that the dominant party in con
gress should be legislating a fur
ther deficiency in the revenues
while the executive branch of the
government is increasing the per
manent debt to fill up the gap in
♦he revenues.
There is no doubt that Mr. Car- '
Lele will use the proceeds of the 1
bond sales to pay current obliga- c
tions though as a matter of form f
the gold will first be placed to tho f
credit of the late $100,000,000 re- f
serve fund, and there is also no
doubt Hist he will proceed when
it is necessary to reduce the re
serve, as be has during his whole
term of oflice.

propositions will somewhat ndiev®

A FLORIDA INVENTION.
Dr. R. R. Snowden, of Ocala, ha P
invented au appliance which is
without doubt one of the most
valuable of modern times. It is
described by the Ocala New Capi
tol as follows:

roads to prevent collisions and
other accidents, To illustrate, two
trains may be meeting each other
on th« same track at anj' rate of
speed, each being ignorant of the
approach of the other, the engin
eers and firemen (and for that
matter every living being) on one
or both trains in: y be dead or
asleep, find yet as soon as tbrsg
trains get within a mile of each
othwr they will both stop auto
matically. When other trains
come along iu either direction
they are stopped L ore renefiieg
the first, and soon, as many trains
as come along will stop without
colliding The same principle is
applied to the severing of trains,
and cars standing ou tracks or
running away from the seven d
train are also protected from trains
arriving from either direction.
A train approaching a crossing
will run on through at full speed if
no other traia is near, but if other
trains are in dangerous proximity
to the crossing in any direction,
both will be stopped automatically
If a switch is prepared for an ap
proaching train to ruu in and the
othsr end of the switch is also
prepared for the train to re-euter)
the main track, it will run through I
the switch, but if either end of the
switch is open, or if another train
stands ou the switch, the train
will be stopped before reaching it. I
If the train is wrecked and the en
gine and all the cars bat one de
railed, the one remaining will he
protected from trains in either di
rection. Application is beiugmadel
