One quart of soot to seven gal lons of water is quite sufficien. It renders the foliage more vivid, as well as stimulating' growth.—Detroit Free Press. MARRIAGE AND DIVORCE. Lust September the house of com mons expressed, by means of an ad dress, a desire to be furnished with a return giving details of the mar riage and d.vorce laws prevailing in the most important colonies and foreigns countries. Circulars asking for information were, therefore, sent by Lord Rose bery to the queen’s representatives aboard while the colonial office made similar requests to our dependcies, the result of wtucn has been already em bodied in a return presented to par -1 lament. The report from foreign countries have now been issued in the blue Book, which contains some curious and novel facts relating to this subject One of the questions es pecially asked was as to the age at which marriage can be contract ed. It seems that in Aus'ria the ability to marry commences with the fourteenth year, but up to the age of twenty-four the consent of rhe father or gardian has to be ob tained, Ju Russia the bridegroom nuj not be younger than eighteen nor the bride younger than six teen. Persons over eighty are pro hibited from marrying at all, while no person is permitted to con >ract a fourth marriage. Hence it comes that in Montana and Washington twenty-one is the earliest marrying age for a man and eighteen for a woman, while pi New Jersey or the ages are respectively fourteen and twelve. All that a schoolboy in Wash ington, therefore, has to do in or der to wed a schoolgirl friend, is to induce her to lay her skipping rope aside for a time and fly with him over the border into a mere complaisant state. In the matter of charges and fees there is a de lightful lack of unamity among civilized nations. In Sweden and Norway, for ex ample, time and place are quite optional, weddings in church be ing exceptional, and you are not bound to give the officiating cler gyman any fee whatever. In Switzerland the only fee is one to cover the expense of publi cation of notice of marriage in a local newspaper and registration, and you can marry at any hour you please. In Greeoe a bishop’s license costs three drachmas, or half a crown, and the registration five drachmas, Iu Belgium they make a little charge for a “marriage pamphlet’’ presented to the par ties, and for stamps, but even these are dispensed with if the parties make declaration of poverty. There are other remarkable reg ulations disclosed in the reports furnished to ur governin'nt.Thus in PoKugal, “it is the duly of a married woman to accompany her husband everywhere, except to a foreign country.” and in France the civil c de has the same law without the exception.
