KATE FIELDS OPINION I don’t see why Southern Gov ernors and other people of less of ficial importance should get so overheated about the advent of that English Vigilance Committee sent here to investigate lynchings, j The whole matter is an excellent joke, and we should preserve our national reputation as a humor loving people by receiving these emissaries of the London philan thropists with all possible cordiali ty. The investigators have probably come over with the idea that they can make a leisurely tour of the Southern States, stopping off here and there to witness specially striking exhibitions of our lawless ness; and they will be greatly dis appointed to find that in order to assist at an informal execution they may have to request a private performance for their personal benefit. If they think to learn any thing by a.king questions, they will find the situation still more hopeless. The only two people who ever know anything about a lynching are the newspaper reporter who did n >t see it, and the gentleman in whose honor the entertainment was given. The testimony of the former being highly inaccurate, and that of the other very difficult to come by, the compilation of a report on lynchings presents insur mountable obstacles. The society ladies of Paris have discovered a new method of mak ing them selves attractive and for adding to their natural charms. They have adopted a luminous face powder. The blue and yellow rays of light falling upon the face and shoulders of ladies in full dress give them in the case of electric light often a ghastly appearance, a.id in the case of gas a sallow look. The separating of these rays, and thus lessening their effect, is easily done in chemistry by a solution of bichloride of potash. THE HUSTLER OF ROME. FRIDAY SEPTEMBER 28 1894 The electric light is especially rich in rays of violet, and these have a most unpleasant optical effect up on the human face. And to the avoidance of this ef fect a certain French student has recently been giving his attention, with the result that he has pro duced a face powder that is as del icate and fine as the popular arti cle made from rice. The foundation of this luminous powder is sulphate of quinine, which has been dissolved in alco hol and is mixed with sulphate of zinc. It is called phosphorescent, or fluorescent, because it retains its brilliancy for several hours in the hottest sun. In addition to being an adjunct of womankind to heighten beauty, it has been found to protect its user from the de pressing effect of the sun. The face is first dampened by the so lution made from the quinine and alcohol, and is then powdered with the sulphate of zinc. The only objection to the pow der is the taint of selfishness that attends it. When the lady has completed her toilet e, she plung es’her powder puff into the box of luminous powce.’ and passes it sparingly over her face and neck. From that moment she takes a brilliant color that is as delicate and as conspicuous as the pure white of Parian marble, and which has the effect of giving to all oth er faces in the immediate vicinity a citron yellow tint that is destruc tive of beauty. The powder wards off from the complexion the damaging colored rays that are in the spectrum, and thereby purifies the tint of the skin s<> that it is freed from all blemishes of nature or the artifi cial blemishes brought by the light, and becomes so pure as to almost be transparent.
