Reese is the man, and the states man who beats him will have to hustle early and late- The little town of Antrim, N. 11., whose population is only 1.000, decided a few years ago to enliven itself with a village improvement society, and now it has a full sup ply of water from a mountain lake four miles distant, electric lights, concrete sidewalks, sewers, lawns around schools and churches, a town hall, a soldiers’ monument, handsome drives and a brass band. The town is ’way behind in one respect, for its total police expend itures last year were only $11.50. There are towns a great deal bigger than Antrim that can learn from its example. Englih officers In Madgasca Lonaon, October 3, —The Cen tr<il News adhen s to ils assertion that the summoning of the cabinet council is due to the f:ct that France has in id-; rep - es"nlatious the British goverment concerning England's alleged responsibility for the attitude of Huva goverment in continuing their strenuous op position to the treaty rights of France in Madagascar. Il is also claimed that France has protested against the shipment of munitions of war from England to Madagascar and the enrollment of Britisn subjects in the military services of the Hovas, It is known that an ex-cavalry officer in the British' army has gone out to Madagasca to act as conmiander-in-chief of the Hova forces, he having taken part in the Hova campaign against the French in Madagasca in 1885. Another British office! has engaged tosser e as adjutant general in the Hova army and hundreds of settlers in South Africa, of all nationalities, are prepared to jo.n the Hovas in the event of war, they having been ottered five shillings a day and a plot of land if the Hovas are suc cessful . The Hova army now consists of two divisions of infantry well armed and drilled, and Hova au thorities claim that tiiey will be able before January Ist. to take the field with 100,000 men. Later advice says there is no foundation for the report that the Madagascar ports have been block aded. Anantarivo, Madagascar, Oct, 3. —A blockade of the ports of the island of Madagascar has been proclaimed by France.
