ALMS HOUSE.
We have, through committee
visited and examined our Con i’’
.Farm and Alum House. W<? fin ]
that during this year the number
of inmates ha\e averaged about
twenty. The expenseß for ten
m lithe, beginnin g January 1 and
ending October 31 of this year
have been for provisions, clothing,
etc , $698.78; for labor, $606 /4,
making $1,300.12. This d< >es not
pielude the salary paid the cold
ty physician, which we are inform
ed is S6OO per annum.
Nor does it include fuel, which
must be a considerable item as
they burn coal in all the houses.
We estimate that it costs the coun
ty about SIOO per annum for each
inmate. We think the farm should
be more self-sustaining, and to
this end we reccommend that our
County Commissioners buy a good
pair of mules and put there, and
all necessary tools, implements,
etc.
Many of the inmates are physi
cally able to do some work, which
they should be required to do un
der the supervision and oversight
of the keeper. And situated as
tlu-y are we think it would be much
more economical for them to burn
wood than coal, and we recom
mend that wood be used.
We think that the keeper of the
Alms House should give that busi
ness his entire undivided time and
attention.
WORK OF CHAINGAN*.
We understand that the chain
gang will be worked during the
coming winter on the principal
streets of the city. This we endorse
and approve. Every Citizen of the
county travels these streets and
we are all interested in having
them in good condition.
And we recognize that the city
pays her full portion of the ex
pense of maintaining this chain
gang, and she is entitled to some
of the benefits to be derived from
their work. But before they are
brought here we recommend that
they go back tc the road where it
crosses the O’Bryan gap at Laven
der’s mountain, and repair the
washouts and put in culverts or
provide such drains as may be nec
essary to protect the roads from
washing.
Just as soi'S as the bad winter
i weather is over, we recommend
i oar btf:.rd to confine the chaingang
!to the leading thoroughfares of
'oar city, some of which have been
long neglected and work done on
i other roads of less importance.
It has been about eleven years

improvement. y
The Robinson gap road leadH
I through Lavenders mountain iX
N’erth Carolina district, is a very
dangerous road. It runs close to
the railroad and the curve and
mountain make it iiispossible to
see or hear an approaching train
any considerable distance.
It can very easily l» run around
a hill another way and all danger
be avoided. Previous guand juries
have recommended that this
change he mad*,;and we urge our
county .commissioners to give it
immediate attention.
We find that the road from Dr.
Reese’s residence in Barker 1 ® dis
trict to the Polk county lliitte has
not been woriked for a year,'and we
recommend that it be worked.
In fact, there are many com
plaints of bad roads in our conn,
ty. In some places they are too
narrow, and many of our most im
portant roads are in bad condition
for want of work and drainage.
We think our coanty board should
hold the district commissioners to
a more strict aecount for tlie con
dition of their roads.
We find the bridge over Waters
oreek in Watters district has dan
gerous holee in it and it should be
repaired at once. (
JUSTICE OF PEACE AND NOTARIES PUB-
LIC.
We recommend that all justices
of peace and notaries public be re
qi.i ’ed to enter on their dockets all
summons and warrants tha t they
may issue, whether civil or crimi
nal.
EXAMINATION OF DOC X ETS.
The grmid jury for past spring
term appointed a committee to ex
amined minutely and carefully the 1
books and records of certain of our
Ointy efficials. We fiud that Mr I
J. C. Qarjingtop seived on this!
committee, giving much time and
a.teaiion to the Wvi’k.
No provision has been made fol’
paying him for same, and we .rec
ammend that the county commis
sioners pay him SSO far said ser
vices.
ISSUING BONDS.
We regret that there were not
sufficient votes for bonds at the re
cent election to authorize the issu
ing of bonds, and we are glad to
note that our commissioners cen
template calling another election
in January. We are heartily in fa
vor of issuing $40,000 or $50,000
of bonds as our commissioners may
think best.
In this connection we deem it
I not improper to say that we en
! dorse the building of our new court
house. It was almost an absolute
necessity that it be built, and • e
fore it was done Numerous grand
! juries had recommended it.
It is a building that all of our
people should be proud »f, and we
doubt if such a building was ever
before erected in Georgia for $50.-
000. Os course when the commis
sioners begun this they did not an
tic pate the financial panic thi t
has ome upon us.
Previous grand juriee have re
commended that the judge of our
superior court direct proceedings
against our county commissioners
to recover money paid out for hire
of convicts, eti.
We have investigated this mat
ter and have obtained the written
teu opinions of as good talent as
our city affor s and. we fiud that
it ia not within the power or juris
diction of the judge of the superior
