Washington, Nov 22.—Tn ac cordance with the suggestion of Japan the state department has notified Minister Dun, at Tokio, aid Minister Denby, at Peking, to transmit such direct offer as China may wish to make Japan. As the cable directions were sent Tuesday, sufficient time has not yet elapsed to determine whether China will consent to make the offer direct and definite, as Ja pan insists must be done. The navy department has an offi cial cablegram announcing (hat J he Chinese battleship, Chen Yuen, the most formidable vessel in the Chinese navy, was damaged by a torpedo on leaving Wei-Hai-Wci, on the 18th. instant, and was beached, and i« now useless, Com modore Lin, in command of the Chen Yuen, committed suicide al ter the disaster. It is l reported that China has intimated that she will offer to pay a war in demnity of 1,000,000,000 taels 1 and, in addition, pay all the wi r expenses incurred by Japan. SHELLED THE JAPANESE. Yosohoma, November 23.—The Chinese Pie Yang squadron is re ported to have shelled the Jap anese troops marching on Port Ar thur.
