Tiflis, Russian Transcaucasia,
December 18.—A letter which ap
pears in a paper here states that
for 19 days the residents of Armen
ian villages, where the outrages
were perpetrated, fought against
the Kurds. The Armenians lost on
ly 10 warriors while the Kurds
lost 569. When the regular troops,
under Zekki Pasha, appeared the
Armenians were compelled to suc
cumb.
A iter Zekki Pasha’s treachery in
offering peace, 60 young Armenian
men were seized and tortured hor
ribly for three days. Then all were
murdered and their bodies buried
in a ditch. Among the Armenian
heroes who lost their lives, the
writer mentions Derbodros, who,
with his own hand, killed seven
Kurds in fair fight. He was captur
ed and fleyed to the waist. Pieces
of his flesh were cut off and broiled
and eaten by the savage Turks
whiSe he was still alive.

The Insurgents in Brezil-Moraes
Very Easily.
New York, December 18. — A
special cable from Buenos Ayres,
Argentine, says: Admiral de Mel
lo says he will leave here after
January Ist, to assume command of
the Brazilian revolutionary forces.
A cablegram form Montevideo
says that the grand council of the
Brazilian revolutionary junta has
decided to forward arms and am
munition as fast as possible to the
rebel forces and push the war vig
orously against President Moraes,
because his peace propositions are
not considered to have been made
in good faith, and he is pursuing
the same policy as ex-Presidant
Peixoto adopted. Amnesty, if of
ferd, will come too late. No con
fidence wiil be felt in any
meat in which Peixoto has influ
ence.
Governor Castilho, of,Rio Grande
do Sul, ’was nearly captured by
the rebels at Rio Pardo. Fourteen
of his escorts were killed. Castilho’s
escape was due to the fleetness of
his horse.
President Moraes is very tm easy,
a Rio Janeiro telegram reports.
■Since he discovered a plot to place
Peixoto again in power. Several
persons arrested at Rio Janeiro aie
said to have confessed to partici
pation. Peixoto, several of his
former ministers and one member
of the present cabinet are impli
cated in the conspiracy. The reb
els expect to capture Port Alegre
soon and then the rebel fleet will
appear, having its base of opera
tions there, a-»d active naval oper
ations will begin.
Advices from Kio Grand® do Sul
state that four prisoners caught by
Governor Castilho’s escort were
horribly butchered, and, it is as
serted, by his orders, though this
is disputed. Tfee rebels also are
committing ateocities on prison

Japanese Charge That Prsoners
Were Pat to Death.
Washington, D®c. 18.—Fuller
formation concerning th® reported
massacre of Chimese by Ja; ane e
troops after the fall of Port Arthur
was recieved by th® Japanese Min
ister, Mr. Koriag, this morning
from Mr. Mutsu, minister of for
eign affairs at Tokio.
Mr. Mutsu says in his dispatch
that the government is not yet in
possession of all the facts ab >ut the
alledged atrocities, but that many
details have been ascertaind. What
is known to Mutsu* as stated in
the cable message, is as follows:
“Many of the Chinese soldiers at
Port Arthur, and from outlying,
fortifications, taken by the Japan- j
ese discarded their uniforms and it
is now known to acertainty to be!
the case that almost all of those
Chinese in plain clothes who were
killed there were soldiers in dis
guise. The inhabitants of Port Ar
thur left before the engagement.
A few remained, however, under
one’s to resist the Japanese by
firing upon them. This they did
and in the confusion of the fight it
was impossible to distinguish them
from Chinese soldiers.
The Japanese army entering Pori
Arthur was greatly excited by the
sight of the fearfully mutilated
bodies of the Japanese prisoners,
some of whom had been burned
alive and some cruoified. Never
theless, the discipline of the army

In the Atlanta Constitution of
last Sunday, there is a very inter
esting resume of the most impor
tant work accomplished by the
last legislature.
One paragraph occurs concerning
the holding of state elections, and
this law as it stands has an impor
tant hearing on the coming county
elections.
Below is the clause as it appears
in full:
“The legislature has decided
that hereafter aM state elections
shall be held in O it flier. This pro
videsthat the c un ry elections
heretofore h'*!d in J *nuarv shall
be held in October, sod <lo j s away
with the mu’tifud ■ of elections,
leaving only the naimial elections
separate from the others. ’

A very prominent lawyer said
this morning upon this line:
“1 do not understand why this
matter has not received more at
tention from the public. If that is
the bill as it appears in full, then
tha January elections will amount
to nothing- Bud lam of the opin
on that there his to be a consti
tutional amendment to change
the law. Any way it won’t do
harm to get tlhe people thinking
about.”
Others have expressed opinions
almost similar to the above. The
general idea is that the law does
not bear up on the January elec
tion.
