JvVLES OF GOVERNMENT FOR THE YEAR, 1895. Ist—The Public Schools of the county may begin on Monday, Jan uary 7th, and continue for five consecutive months, or the term may be divided into 'A imer and Summer sessions at the option of the Teacher and Patrons. 2nd—No school shall he estab lished within a d stance of two miles from another school and no teacher will be employed by the County Botrd in any school, as principal or assistant, without the written recommendation of a ma jority of the local Board of Trustees in each sub-district. 3rd—No school will be allowed to participate in the Public Fund that does not average twenty pu pils for the full period of five months; and no school shall be allowed an assistant teacher that does not average fifty pupils during the time said assistant is employ ed ; and no second assistant ihtll be employed until the school reaches an average of one hundred pupils. 4th—There will not be an ap propriation made to any school house for repairs, or the building- 1 of any school house, during th* the year 1895, as the Board cf Ed ucation d«es not deem it wise T take any part of the Teach *rs Sal ary for that purpose. Sth—No Teacher can participate in the Public School Fun ! of tie county, who doe not hold a li cense from the I’oar of Eduo: tion, and does not a >pear in per aon, and sign a contract with tin county Board, held in the office of the County School Commissioner 6th—Every teacher shall be fur nished with a Public School Reg ister—he shall keep a daily record according to instructions, and re turn said register to the commis sioner’s office at the expiration of the Public school term. 7th—Every teacher shall render six hours of actual service in the sehool room and will not be allow ed to leave the school ground du ring the long recesses. Bth Every teacher employed by] the Board of Education, or hold- ' ing license therefrom, will be re quired to attend the County In stitute, held during vacation, or pay into the school Treasury the sum of one dollar for each failure. 9th Each teacher will be paid during the year 1895 a salary per month according to grade of license held by each teacher. The Third will receive S2O per month; the Second grade $22 per month ; and the First grade $24 per month. This amount will be divided into four equal parts and paid quarter ly. 10th—All claims from other counties, will be paid by the Board of Floyd county a certain per diem and not on the salary plan; and said claims must be certified to by the County School Com nissioner where service is rendered. Loudon, December 20. —A dis patch from Tokio to the Central News says the Japanese cruiser off Wei-Hai-Wei has captured a sail ing vessel loaded with arms, am munition and provisioas to Admir al Ting, of the Chinese ‘het.
