Speaking of hard times, Mr.
Depew announced on Wednesday
last that we had “crossed the
Rubicon.” But as he was taking a
steamer tor Europe when be made
the remark it is apparent that the
Rubicon passage hadn’t fully satis
fied his outing inclinations.

It was almost time for the an
nual prediction of a “year with
out a summer;” but summer
usually happens*along—we had a
foretaste of ityesterda y—and
sometimes the cbange-of-climate
theorists are the first to suffer
from sunstroke.
The new United States gunboat
Princeton was launched from the
Dialogue yard, Camden, yesterday,
with the honors due the naval
namesake of a famous battlefield,
a great University and a flourish
ing town. Her name is one that
recalls heroic memories. The gun
boat herself is of a minor type,
however, one of the class of six
composite vessels which includes
the Annapolis, Vicksburg, New
port, Wheeling and Marietta. The
Annapolis is , being built at the
Elisabetbport yard, in New Jer
sey. The Delaware River is still
adding to its reputation as the
cradle of American war ships.
The contract between Sheng,
Chinese Director General of Rail
ways, and a Belgian syndicate for
the construction of a railway from
Paotin Fu,> near Peking, to Han
kow was signed on May 80 last, af
ter it had been shorn of its mono
polistic provisions by the Tsunglt
Yemen at the instance of; the
British, German and American
Ministers. The fact that the con
trol over the scheme is vested in
Chinese officials, however, may
prove an insurmountable obstacle
io the obtaining cf foreign capital
for the enterprise. No Chinese
capitalist would subscribe a cent
to any undertaking managed by
Mandarins, and it seems unlikely
that foreigners could be inveigled
into reposing confidence in a con
trolling body mistrusted by the
Chinese themselves.

EFFICACY OF SAND FILTRA
TION.
A few days ago “The Record”
printed an elaborate article on the
water question, written by a man
who does not believe in said filtra
tion, and who quoted London,
which, as he said, “had always
been held up as a great example of
that syatem, but was now pushing
for an appropriation of $500,000,-
000 to bring water from the rivers
of Wales. Something has been
said of such a scheme, and the in
ference is tbat the city finds filtra
tion a failure; but the report of
Messrs. Crookes and Dewar to the
water examiner, just published,
does not bear out that theory.
During April these chemists tested
168 samples of Loudon water, and
found them “clear, bright and
well filtered. ” It is added that
“very careful bacteriological ex
aminations of 284 samples of
water yielded sufficient proof of
the efficiency of the filtering beds
and the excellent quality of the
water which is being suppl : ed to
the English metropolis.” It would
be hard to find a more conclusive
case of fact versus theory.— Pub

Yea, the actor’s vacation is all a
delightful farce-comody. The
palatial homes “ouilt out of the
proceeds of last season’s success,”
generally turn out to be $6 per
week boarding-houses, where the
butter is rancid and the flies posi
tively melodramatic. The princely
yachts are tugboats hired for the
occasion, and the crowd of guests
a > legally entertained are fellow
victims in boarding-house misery.
It all sounds like a whirl of un
, mitigated luxury, with everything
so carefully arranged that there is
no loophole for ennui or doubt or
discomfiture. The object is, of
course, to saturate the public with
the idea tbat theaters can get
along very well without them (du
ring the oummer), and when the
next season opens to appear as
though fresh and invigorated by
months of delightful inertia.
When actors and actresses can
summer as they say they do, the
golden'age will be with us.—New

George S. Deakins, of Rowles

compass and the instruments
which belonged to his grandfather
when, with Washington, he sur
veyed the road from Washington
to the Ohio River.
• Great Britain’s second oldest
ship in commission, the Grampus,
built in 1784, has been sold to be
broken up. It has been used for
many years as a powder hulk at
Portsmith. Nelson’s Victory is
the only older ship in the service.
