from direct taxes and bond issues

These two may be said to be the
natural mathods of raising money
for any form of public imgrovment,
There are many who prefer a di
rect tax to a bond issue. The di
rect tax should undoubtlly be adop
tod in all cases for the maintance
of roads, bnt for the original con
struction. Ido not believe it is
most to be preferred, except in
‘those counties having taxable val
ver sufficicntly large for a smalil tax
levy to yield enough revenue to
carry forward the work as rappidly
as it shouid be, or as much each
year as can wisely be expended.
