THE FIRST VICTIM.
(Governor Tillman Sets 111 Motion the
Law’s Machinery.
Proceedings were begun against the
violators of the Evans dispensary law
in Charleston at a very early hour
Saturday morning, and a sensation
only exceeded by the earthquake of
’86 and the hoisting of the secession
ting in ’60, was created thereby.
The first victim of the law was
very humble Italian citizen named i
Vincent Chieeo, who kept a posada in
Market street. It was shortly after 12
o’clock in the morning when six of the
governor’s constabulary appeared in
front of Chieeo’s. posada. They were
armed with a warrant for Chieeo’s ar
rest issued by a trial justice und an
injunction issued by Circuit Judge lz
lur, which latter gave them the power
to seize and confiscate everything on
the premises, which they proceeded to
do. Wagons were brought up and
loaded with Chieeo’s goods. The con
stables then proceeded to search the
promises fur contraband goods, Tho
goods wi re hurried off to the sheriff - ’*
office, but subsequently a part of them
were returned to the house of which
the Oonstahillury still luid possession.
Iu the meantime crowd* of citizens
lmd gathered around the scene of hos
tilities. The air was filled with de
nunciation* and threats of lynching
were heard on all sides. A lieutenant
mul squad of policemen soon came up,
(iaillard, the chief of the constabulary,
ordered the lieutenant to clear the
mob. The police were evidently the lieu- in
sympathy with the crowd and

his business and would conduct it it)
his own way.
In the meantime, Chieeo had been
taken to the trial justice’s office,
where he was followed by a dozen
prominent business men who offered
bail at any amount. A preliminary
hearing was entered upon and Chieeo
was bailed. His goods ure still in thu

Reichstag by Chancellor Von Caprivi
provides for an increase in the army
of 50,000 men at once, und of 75,000
within three years, arid ultimately for
a trained army of 4,400,000 men,which
is fully ten times as many as the young
war lord could handle effectively. The
cost of the present increase will be
about $16,000,000.
Superstition of the Thirteen.
When King Arthur founded the fa
mous round table, he requested Mer
lin, the enchanter, to arrange the
seats. Merlin arranged one set of
seats to represent the apostles; 12
were for the fuithful adherents of Jesus
Christ and the thirteenth for the trait
or Judas. The first were never oceu
pied save by knights distinguished for
their achievements, and when a death
occurred among them the seat remain
ed vacant until a knight attainments surpassing
him in heroic and warlike
should be- considered worthy to till the
place. If an unworthy knight sought
the chair, bo was repelled by some
magic power. thirteenth
The seat, was never occu
pied but once. The story goes that a
haughty and insolent Saracen kniglit
sat down upon it and was immediately
swallowed up by the earth. Ever after
it was known as the “perilous seat,"
and brave as the celebrated knights of
the round table are said to have been,
not one ever bad the courage to sit on
the thirteenth chair, and the supersti
tion against it still survives.— 1‘itla

A Remedy for Spider Bites.
Having read of the man in Jersey
City bitten by a spider, I would sug
gest. a remedy that has never failed in
my treatment for that trouble, It is
liquid ammonia and whisky. Rub a
few drops of the liquid ammonia ou
tho bitten part, unil drop 8 to lit drops
in a good whisky dram, and repeat two
or three times if necessary every 25 or
30 minutes. Repeat also, rubbing the
part bitten several times if the pain
lingers. remedy for snake
This is a very safe
bite, the moccasin's especially, if the
treatment is used in 10 or 15 minutes
after the bite of the snake. It will re
lieve the pain, and usually family prevents
the swelling. Every where
there are children should keep the
liquid ammonia, and tho whisky, too,
if tho uso of the latter be not abused.
