pressed with the idea that the Fil
ippiuos are very much in earnest
about self-government, arid thinks
this country has the biggest job it
ever undertook on hand.
“There are but two ways in
which we can govern the islands,”
says Major Bacon. “They are ei
ther absolute military rule on the
one hand or such liberal govern
ment as will satisfy the people on
the other; there can be no half
nay business. As for the Filipi
no people themselves, *1 found
them distinctly superior to what
I had expected. The Filippinos
feel that they are entitled to na
tionality and they desire beyond
all things a brown man’s govern
ment.”

rebellious people, hundreds of
