Reported lor the Constitutionalist A Republic LATER FROM EUROPE. ARRIVAL HERMANN. New-York, Oct. 23. The steamship Hermann has arrived with three days later intelligence from Europe. Liverpool Market. — Cotton —The sales are 19,000 bales, of which speculators took 4,000 ,and exporters 9,000 bales. The market has re covered the decline. The lower grades have in creased the most. The demand is good, and prices stiller, but the quotations are unaltered. Flour has advance 6d. Corn quiet. Rice ac tive but unchanged. Consols have advanced. In the Manufacturing districts trade is un changed. France. —La Patria abuses Kossuth, and calls him a disorganizing spirit of revolution —says he ts’planning a triumphant entree into England. He was still at Marseilles on board the Missis sippi. The merchants of Pesth were about to sue Kossuth on revolutionary bonds. Austria. —The Emperor of Austria had been summoned mysteriosly from Italy to Vienna in great haste, which has caused great excitement. There has been a democratic movement in Hungary. English luuds are lirm and closed on the 6th at 97 i, but subsequently declined a quarter. * Further per Steamer Hermann' Charleston, Oct. 23—10,25 p. m. The Hermann left Liverpool on the 7th, and brings 150 passengers. The Niagara arrived out on the Cth and the Pacific on the 7th. The Cotton market has improved. Lower qualities American rather dearer. Sales on Sat urday 1000, on Monday 7000 and on Tuesday 8000 bales. Prices are dull. In the Cofn market there are symptoms of a revival from the recent depression. Wheat and Flour are in good demand, both for consumption and speculation, and has advanced 2 to fid per barrel. Com demands a better attention; and is easier to buyers. New York, Oct. 23. Cotton is held firm under the news. Sales 500 bales. Flour—sales of Southern at $ 1 j.— Corn has advanced one cent under the news. Senator Douglass will deliver the Agricultural address to-morrow, in place of Mr. Webster de clined.! Col. Mumford, U. S. Army, died at Boston. Jacob Little & Co., extensive brokers at New York, failed in certain obligations for the delive ry of Stock, but pay all drafts for money on de mand. Washington, Oct. 33. The papers in this city this morning, curtain the Proclamation of President Fillmore, founded on reliable information from the Consul at Mata moros, that a company of Texans and other-', had unlawfully marched into Mexican territory. — The proclamation warns all persons front engag ing in said expedition ; declaring they will be punished, and if captured out of the United States will not be entitled to the protection of the Ame rican government. The proclamation is similar to the proclamation regarding the Cuba inva sion. Charleston, Oct. 23—P. M. Cotton. —The marrket to-day closes with an upward tendency. Middling F air to Fair is worth Bto 8 j cents. The sales of the week are 7100 bales ranging from 5J to 8 5-16 cents. The receipts for same time are 8730 bales. Stock on hand, exclusive of that on shipboard is 10,078 bales. Commercial. Augusta Market, Oct. 23—P. M. COTTON’. —We have no change to notice in our mar ket. The sales to-day were at yesterday's prices—7j to 7J for Middling Fair to Fair. NEW ORLEANS, Oct. IS.— Cotton. —Oar last semi weekly report closed upon an active demand, the sales of the three days therein reviewed having amounted to 21.200 bales, though we had occasion to notice a further decline of an j a j cent, owing to the continued pressure in the money market, & further decline in Exchanges and advancing freights. This large business ran ahead of the receipts, and left the market on YVednesday with a comparatively light supply, which enabled factors to obtain rather more full prices, as the demand still con tinued very fair, and the sales were 4800 hales. On Thursday the America’s accounts were received, report ing a decline of fd. in the Liverpool Cotton market, with sales for the week ended on the 3d inst. of 84,000 bales. This intelligence, together with large arrivals, had a tendency to check ope rations, though the sales reached about 4200 bales, the supply immediately on sale being still moderate, but prices less firm than on the dav previous. Yesterday, also, the market present ed rather a quiet appearance, as the demand was not feneral, a further advance in freights, and extreme dif cultv in Exchange negotiations, even at constantly de cling rates, being obstacles to the progress of purchas ers. Tire sales were about 4000 hales; making a total for the pa-t three days of 1.3.000 bales, and for the week of 34.800 bales, taken principally for Great Britain and France, and partly for the Continent, Mexico and the North. In respect to prices, the purchases of yes- j terday warrant our retaining the figures of Tuesday last, j though in the mean time some sales have been made at a fraction highcr, particularly on YVednesday. There is still a good deal of irregularity in the market, and it is difficult to quote with strict accuracy. New Orleans Classification, (assimilating to that of Liverpool.)—Louisiana and Mississippi, Inferior, —a —: Ordinary to Good Ordinary. 6ata; Low Middling to Middling, 61 a 7 ; Good Middling, "j a 7j ; Middling Fair 7j a 7]; Fair, 8j a 8}; Good Fair, nominal; Good and .Fine, nominal. Sugar, Louisiana. —None of the new crop has yet come to market, though several planters have com menced grinding. The Cane crops generally, however, are said not to be well matured, though the weather for a week past has been of a favorable character to pro mote their ripening. The transactions in old crop are extremely limited, being merely of a retail character, at rates within the range of the following quotations— say for Ordinary to Common 5 a sj, Fair to Fully Fair 53 a 6j. Prime to Choice 6j a cents per lb. Molasses.— Of the 22 barrels neto crop, received on Tuesday, a portion was sold at 28, and the remainder at 26 cents per gallon. A further lot of 40 bbls. was re ceived on Thursday, for which 25 cents was offered and refused. There were also 64 bbls. received yesterday, but none was sold. ..... Gram.—The demand for Corn has been very limited, and notwithstanding rather more moderate 'receipts, prices have not recovered from the decline noted in the early part of the week. During the three days about 7.000 sacks have found purchasers at a range generally of 374 a 40c. for heated, inferior and mixed; 42 a 45c. for yellow, and 49 a 50c. per bushel for some few par cels of white. Yesterday the market closed dull, though with only a moderate supply on the Levee. Bacon. —The absence of all demand for shipment still confines operations within very narrow limits, and the transactions in Sides and Shoulders are merely at retail at about 11c. for the former, and Bjc. per lb, for the Whisky. —So very limited has been the demand that holders have generally been able to dispose of only small parcels, at about 193 a2O cents per gallon. For large lots, however, 19 cents could scarcely be obtained in the present stagnation of the market.
