But the truth la, Mr. McOullcoh’s straight forward course has uot been satisfactory to tin great capitalists in this city, and elsewhere, Who have desired to speculate upon the public orodit. The same sort of patriots, who have such intense feur that the ‘fccdmon*' of the South may not vole, are anxious lost their op portunities to prey upon the ligiiivnate indus try aud commerce of the country shall be re* etrained. The various iudignitios that have been put upon Mr. McCulloch by the radical coin raitlee have led to the rumor that he would resign, arid the cone- queoco was, that gold ad vanced two percent. If the Democrats go Into the canvass for the next Congress, undir similar circunutuices, they will be hopelessly crushed. The administration mast be judged Joy its acs and not by lie professions. Mr. Senator Nye, now of Nevada, f .rmerly a po».’ceman of this city, is prt paring a bill p'rovidtofc that ail men who Btrved in the Con federate army, or held any official position in Hie Confederate service, shall be forever ex cluded from holding any office of honor or profit under the go miaent of the Doited * £3later, and I am told he will support the meas ure by au extreme speech. Now, tho administration cauuot tolerate those men and claim the sympathy of conser vatives; and if the Democrats do not strike out bodly for the light, they vjjll be betrayed. The cod; ee pursued by Mr. Seward towards the Democrats is similar lo that adopted towards theßouth Carolina Commissioners in 1860-’6l; and men who do pot went to become a laugh ing stock will not allow themselves to be twice cheated by the same gamo. THE HERALD AND THE MANAGERS Toe difficulty between Mr. Bennett, of tie Herald, and the opera and theatre managers.' has already assumed a new form. Tbe " ould anon ’’ is eating humble pie with tbe beat face pjjMible. He is just now devoting himself to winning back Mare'zek to bis kind embrace. He has sent a (riend to the’ tonpretMtrio, and made tho most pucitlc overtures. Bennett ac knowledges that he was wrong in this particu lar, but complains that the theatrical managers have treated him badly, and he is burning to get his revenge. Maretzek has thus far refused all overtures ; and indeed it is donbtful if be daro abandon his present position. The course of tbe Herald, In this matter, has become so thoroughly unp ipular, and Maretzek has been so prominent in the struggle, that he would suffer severe pecuniary loss if he should renew his old affiliations. BUBINBSS MATTERS. Financial affairs are in a very preoarious con dition, notwithstanding the continued ease of money, and the recent rise in gold. There was something of a panicky feeling apparent to-day ; sterling exchange was very much de pressed, and bankers’ bills wore sold at 107Jk. gold, a rat* that, if continued, will draw gold from England. Tbe dry goods importer* can not sell their goods, and other merchants oan not sell their wares; so there are no remit tances, and no demand for exchange. In the meantime, the exports are increasing The freight engagements for cotton, last evening \ *nd today, amount to 7,600 bales, valued at over a million dollars in gold; and a circular from one‘of our leading house* demonstrates that the exports from tbe United States ports eiacs Ist October last exceed the imports by £1?,000,000 in gold. I have seen a private letter from a London house, which says tha imeb ia the'demand for five , twenties, that on 4iie regular calls at the stock exchange they overthrow all others. If a panic should come, it will doubtless commence at the West, where the farmers are holding back their products, not paying their debts, and where a'l the principal houses are supported by Now York credits. • The cotton market is now waiting later foreign advices. During the absence of tho General, which is supposed will not er ceed a fortnight, Brigadier General Charles Howard will haveohargoof the Bureau Tho Third Auditor yesterday decided that, in tho case of the steamer R. R Hamilton, seized by the United States authorities in 138-1. for the transportation of troops from Si. Louis to Mobi e, und wtnch was blown up by torpedoes placed in the caul bin by rebel emis saries, the owners are entitled to the full value of the vessel destroyed. As establialiing a precedent, this fact is of considerable Import sued, its a largo number of United States ves sels wore similaily destroyed during the war. Tho total number oi claims received at the office of the Second Comptroller, during the month of January lash was 9.073, involving the large amount of $68,589,091. It may interest perspns intending to present claims to tho Treasury Department for caps lured or abandoned pioperty, to know that the Secretary Is not considering any cases of the kind, in const quenoe of the pressure of ..other -titties.
