[Renewed applause.] The movement of our international transac tions baa not sickened ; and the general com merce which, lagt year, was more than 7,000,- 000,000 has been increased by 700,000,000. In the midst of still increasing prosperity, some restless spirits, under the pretext tor hastening the liberal march of the government, would prevent it from advancing, by depriving it of all power and all initiative. Thev fasten upon an expression borrowed by me from the Emperor Napoleon 1., and confound iasiability wim progress. Jhe Emperor, in deelariog the necessity of the gradual improvement of hn man institutions, meant to sa? that the only durable changes were those which operate, in the course of time, by the amelioration of the public morals. The constitution of 1852, submitted to the acceptation of the people, has undertaken to found a rational system wisely balanced on h just equilibrium betwesn the different powers of the State. It stands at an equal distance from the two extreme positions.' Oar it bm Rps»ibl«.— A Captain John T, Hill, of the .regular army of tbe United States, has be»D tried in San Francisco by a court martial, and sentenced to be dismissed tbe service, upon the charge of having ordert-d an Indian child to be taken from the breast of its daad mother and killed. The monster has had the effrontery to publish in the California papers what ho calls n “vindication” of bis cocdue', which giveu, if true, a most shocking view of the nature of tho warfare, or rather butchery, waged against the poor Indiana in the far West. For the honor of onr officers and soldiers, and tho sake of common humani ty, we will hope that this murderer of women and children rosy be proved to be en atrocioui liar and slanderer. After virtually admitting that ho ordered his men to shoot the helpless infant, the ox-captain coolly adds: ‘ from the appearance of the chiitf, if it was alive at all, its life would only be prolongs'! for a few hours. This is all there was in the ease; and had T been a favorito with the cfficore in command in Nevada, nothing more would evsr have been beard of it. I assert, as a matter of history, that it has been the custom of Indian warfare for our troops to kill indisvn children under such circumstances. Maj. Updegraff, now at the Presidio, informed ray counsel that Gens. On by and Sibley, of the Untied State' Army, had been in tho habit of allowing their men to kill Indian prisoners, and evau children, when their parents had been killed and there was no convenient way of providing for them ; and as the President of the very court martial, which has juat gone through tbr farco of trying ms, admitted to my counsel that, while in com mand in Arizona last winter, h" ordered his men to '*il! «m Indian child, which they did by shooting it four times, alleging as a reaaon therefor that ho had no moans of either feeding tho child or taking it with him, and to leave it on tbe plain was certain death. This is a matter for official investigation, and stantiated, either the State’s prison or banish ment will be the result.
