OONSTITUTIONALIST. WEDNESDAY MORNING, MAY 15, 18(57. ..leading Matter on Every Page. [From the Richmond Enquirer. . STAND BY THE CONSTITUTION. The qoi'slion which the country is now de ciding, and in the decision of which the South is called on to take a part, Is of an importance beyond calculation or comparison. Ccvnstitu 'itonal Government is in issue. Constitu tional government is now suspended ; and the question is, Shall the sleep be death ? The will of the majority in Congress this day, is reared above all other authorities and all op posing prescriptions; and it is attempted to establish it permanently as the supreme and only Jaw of lhe land. This usurpation is tolerated because its im mediate aim and object are in harmony with the passions o» a majority of the Northern people. Bot against nothing does history sound a more emphatic warning, thau pursuing a temporary purpose through a fundamental change. The expedient contrived for tbc oppression of the South to-day will hereafter be turned in full force against other quarters. In all popular governments majorities are fluctuating. The triumphant party or faction of yesterday is the vanquished party of to-day; and the expedients of persecution which it had employed, when in power, pass from she oppressor to the op pressed, for a reverse application. The only safety for him who sits on the summit of power, is to improve his opportunity to hedge authority within strict limits and guards, so that he may be able to resign it without unea siness or peril. The. people of this country are not acting on this .rule now. The party in power are sacri ficing i.hc future to the present. They are in venting engines ngainst their opponents which will, in turn, be their own destroyers. They ara breaking down all barriers and restraints ou the power of a Congressional majority, and re ducing all other authorities, State and Federal, to its absolute sway. They are reducing the Government from a constitutional Republic to a despotic oligarchy, all the worse for being elective, because, therefore, ever changing and ever hungry. They are doing lor the Uuited States what Nero could only wish for as to Rome: They are making one. neck of all the people, and putting the sword in the hands of Congress. While the majority in Congress are thus eul-- ployed, they have numerous revolutionary co workers among those otherwise opposed to them. “We have no Constitution now,” is the cry on every hand. l * It is vain to oppose Con gress any longer. Better pay no honor to the Presidential office or its incumbent; for Con gress will persecute those who treat the execu te authority with the least respect. Make no appeal to the courts for the protection they were ordained to afford—for it will irritate Congress, and draw from it fresh violences.”- Thus, from-lawless ambition on the one band, smd timorous compliance on the other, the . r.- —— 7 7 — / / \ £ri-uUccklii * 1 " Constitutionalist multitude of all parties are uniting to recog nize and enthrone a revolution in our system of government more fatal than the despotism ofßultanor Czar, and more disastrous than the combined horrors of war, pestilence and famine. Suppose the overthrow of the Constitution and the despotic sway of Congress be recog nized and established—what then ? Alas and alas for the country thenceforth ! The issue on which the party at present in [lower has maddened and misled the country, cannot be made available forever or much longer. Some new question will divide the people, and the present outs will become the ins. And they will come to the rule smarting under the wrongs and indignities they have suffered, and burning with the spirit of retaliation. These, in their turn, will finally give place to their ri vals, with their wrongs to redress and fresh cruelties t.o indulge. In short, the country will be torn by com peting tactions, alternately triumphant, and de veloping fresh feuds and growing bitternesses by their retaliations and revenges. The coun try, under such a rule, would be like a boat locking under the rush of the crew from side to sido alternateljq soon to dip, and finally to founder! Suppose the opponents of the Radicals were to come into power to-morrow. It would be a marvel of public virtue and disinterestedness were they to proceed at once to repair the bul warks and defenses of the Constitution, and restore the rule of the law. Mr. Seward has tinkled his little bell in many ears that have not forgotten it, and long to treat him to similar music. Stanton has sent many men to prison who are burning to revenge it. The leaders in Congress have expelled too many men for their opinions, and have abused the forms of the Constitution to personal ambitions and perse cutions, too often and too long, not to provoke retaliations. The representatives of Radical States liavu maria too free with States whose political complexions did uot suit them, not to have taught their adversaries a similar mode of pursuing party advantage. “ New England will suffer for all this, some day!”—is the* cry alreadi'. The plea of popular government will he sufficient to justify the running of the six New England States into one, when the Constitution shall cease to guard them ; for if the States arc hut as counties, they should be represented in th'e Senate as in the House, ac cording to numbers. Cau any one calmly contemplate the result of this revolution, which the ambitious and persecuting on the one baud, and the cowardly and compliant on the other, are assisting to consummate V Shall we be continually torn by the periodical contest of parties, when the suc cess of either brings in afresh and anew the horrors of a restoration V Shall such factions as for long years bathed Koine in the blood of her chief citizens, tear and distract aud deso late this country, by their struggles and their, revenges V For ourselves, we tremble at the thought, and the prospect! And we conjure all who agree with us in dreading an evil so enormous, a destruction so dreadful, to unite in the only means of preventing it- -the maintenance of the Constitution. It will not do to abandon it in despair of ils vindication, or iu pursuit of un manly repose, (kiss uttered an exhortation no less applicable now than formerly, and none the less so because he himself eeAsed to honor it, when he said, “ l.et us cling to the Constitu tion as the shipwrecked mariner Mings to his plank, when night and the tqmpcst close around.” No good citizen, no I rue man, can consent to give up the Constitution, or join in treating it as a nullity. It is a crime to do so—a crime against law, against liberty, and against heaven. It is our duty to respect and to support it; to concede to others the rights it secures to thc-m, and to demand those it secures to ourselves. VVe have no right to abnegate our obligations or abdicate our rights. It may be that our ef foi ts to sustain the Constitution may be una vailing. II may be that, the torrent of revolu tion now sweeping away all that is valuable and sacred, may not be arrested. But let the Constitution be lost through no concurrence of ours. Let us put forth efforts such as oppor tunity may allow, and save, if we can, for our selves and for our children, the priceless in heritance of constitutional government , the no ble fabric of liberty regulated and protected by law, which our fathers found. Let us, at least, lend no hand in tearing it down. Let this, if it must lie doue, be the work of others. Then ours will be, at worst, the consolation, “If Rome fall, I am innocent!” Fine Residence For Rent.
