CON STITUTIOIST ALTST.
AUGUSTA, Q-A.
J WEDNESDAY MORNING, MAY 2t>, 1807.
NO FINALITY.
Journals favoring the Sherman bill disconrsc
with much unction concerning Its being afiunl
ity. Their arguments in support of this pro
position are neither strong nor wise And gen
erally have no more warrant than can be gath
ered from the Delphic utterances of certain
Radical leaders. Mr. Sciirin.Bß Colfax
makes a speech and contrives to say some
thing about the Sherman bill being a tinality.
Whereupon, the patient and expectant public
are gravely informed that the Reconstruction
programme will be the last demand, if accent
ed. Senator Wilson alludes to the same meas
ure in a similar strain, and although he decides
nothing as certain and is proven a man of lin
gual obscurity and the possessor of a double
tongue, we are called upon to receive his dictum
as authoritative and divine.
It must not be forgotten that Henry Warp
Beecher and other shining lights of the rule
or ruin party have prattled most beautifully on
one side of political questions, and very soon
afterward eaten their words in phrases quite as
dulcet on the other side. Witness his rousing
letter in favor of President Johnson’s policy
and his subsequent letter of recantation, lie
kept “an open rear” throughout and now is suf
ficiently vile to suggest that the negro ambition
be stimulated by “ baiting with white women.”
He did not blush to utter that detestable senti
ment recently, and in the presence of, so-called,
respectable females.
if the Radical parsons liave no or
honesty, no love of consistency or truth, how
shall we expect Spartan virtues in politicians
whose training in diplomacy teaches the sinis
ter gospel of Talleyrand, that “ language was
invented to conceal ideas’?”
For our part, we have no faith in the sin
eeriiy of Congress,'and believe that those who
are so willing io swallow (lie last peek of dirt
will be compelled to gulp down several bushels
more of tilth than they now itpaguv possible.
Let it in; observed that just a.? tin- mhjtli seem:
least averse to reconstruction under (lit* odious
terms proscribed, fresh exactions are uiore
than hinted at by men whose power and in
fluence greatly surpass in prestige the windy
oradcs called Colfax and Wilson. Mr. Toad
decs Stevens wants a “ lit tle hanging and
mild confiscation;” Wendell J’Hii.i.irs in
sists upou “ forty acres of land to every freed
man Sumner proclaims •' compulsory edu
ertion of the blacks.” It may be objected that
tiiese men do not correctly represent tin’
dominant element at the Federal Capitol.
3; cannot be denied by the opposition
1 lat, however temporarily thwarted, these
srien force their measures at last. But,
granting even that they do not mean what
l qy say, or have not the power to make good
t ieir suggestions, it is worth white u» remark
l ow cleverly their antagonism to any honorable,
•f irm of reconstruction tallies with the latest
i lani/esto of the “ Union Congressional Kenuli
-1 an Committee.” Tbl6 committee, pending
t ho recess of Congress, was organized as ngiaml
'repository of party plans, scheme* and piinci
■les. Anything emanating from such a source
i inst take the form of authority, and be so rc
< oived at ttie South. The Now York World
ays of it:
“This manifesto, which is commended by the
Tribune ns ‘ admirable,’ deehu’ce, with in.wlenl
Iraukness, that f lic requirements of flte Blier
man law are not tlie ultimatum ; that CoHgivpfi
reserves the right to make any additional de
mands it pleases ; and the uddrcssthliniute.fi, in
anguago whidh is scarcely equivocal, that no
‘Htrxlc Wilt He TPStOtnl until it hnn nurli n iron

lenn.Vnent aKe'endi'iiey of that party in its gov
■ rnineul. ‘Hy (lie aels herewith prcaunlori,’
••ays (lie address, 1 it will he seen that Oongress
reserves to itself the full anti unrestricted tiltht
of judgment whenever a State presents itself
tor admission into tin* Union.’ After alluding
to tiie conditions laid down in the rcoonstrue
;ion acts, and declaring that t hese must he met,
"he address goes on to say: ‘But beyond
hese tauditions, Congress must lie satisfied also
that the people of the proposed Stales respect
ively are, and are likely to he, loyal to the
Union ’ (that is to say, adherents of the. lle
pu hi lean party) “by decisive and trustworthy
majorities."
To quote the language of the World again,
the following points are made liy this treacher
ous manifesto: “Ist. That the Keptildicavif.
tear that, contrary to their expectation when
they passed the bill, the South will re?orgnnissc
under it ; and, 2d, that they are determined
that the Union shall never he restored until
the fkmthern States give sure pledges that they
will act with the Tleptihliean party. The reepri
etruetion acts are a solemn farce to delude and
amuse the country with a false appearance of
progress while the whole business of restora
tion is kept stationary. Republican 4 r<«on
ct,ruction’ merely marks time; it was never in
tended to march."
Ret, the people ponder those declarations
•well, and never forget that they emanate from
the highest authority in the Radical pirty du
ring the reecss of Congress.
There is a further declaration in tins mani
festo not mentioned by the World, viz: “That
there is land enough at the South, and nil who
desire should he permitted to obtain lands.”
The meaning of that, phrase is very plain to
those who have read Wendell, Phillips’ im
perative letters, and found them potent for
evil. Really, we feci the tenderest commisera
tion for the “finality” dreamers, and recom
mend that the manifesto of the Congressional
Committee he pondered deeply, and, if found
lavorablc, reported in that loyal journal which
tortures the unqualified brethren and grimly
satirizes certain tricky journals when boasting
that it is “one of the very few outspoken Radi
cal papers in the South.
THE MASK OFF.
The Atlanta. Daily Opinion having passed the
ehrysnlia of Hrmmism ins come forth a full
fledged butterfly o( Radicalism. Reconstruc
tion Scruggs, the late editor, takes pleasure in
recommending ids successors tn the good will
aud patronage of the people of Georgia. The
aforesaid successors thus orale :
“Our present civil aud political chaos can 1
only he removed by returning t.o first principles
by accepting, as the corner stone of the new
political fabric, the sublime declaration that
ALL MEN ARE CHEATED FREE AND SQUAT.. To
advocate Action that is forced upon people,
only because it is politic, is cowardly ; to ad
vocate action as the sequence of the adoption
of a principle, is the true mission of an honest
journal."
Much as we object to the platform <>* jfi/i
iresent Radical conductors of the Opinion ,
their candid avowal deserves credit. There arc
several papers in Georgia washing the dirty
inen of Wilson and Kelley, and yet ashamed
or afraid to come out boldly and honestly iu
- oufession of faith. The extract quoted above
, a terrible sarcasm directed at them, and
. I though running their heads into the sand,
ostrich-like, they may deceive themselves,
- tobody is deceived by their copious and depre
atory disclaimers. Already the slang of the
ulc or ruin party comes patly to them and to
llude to Southern men as “ rebels ” a matter
nt' daily occurrence. The mask has been
brown off by the Opinion. If others do not
bus reject it, the people may easily understand
that policy is the cowardly pretext aud princi
ple a lost attribute.
Sublime Candor. —The Notional Intelli
gencer says “ the negroes may be ignorant, but
there are many of them of'suflicicnt intelli
gence to know, as General Garfield frankly ad
mitted in a speech made last February, that the
Radicals have befriended the negro, not from
lympatby for him or from love of justice, but
from interest.”
THE ATTORNEY GENERAL’S OPINION. |
The Opinion of Attorney Genciwl Standeuy
relative to the Reconstruction Art is, to •great
•xtent, a labored effort at olitcuring what it
proposed to simplify; We await the official
•eport, trusting that many passages now in
volved and unintelligible will be made plain and
■omprehensible. If the published opinion lias
not Imen mutilated or garbled, it bears st|ong
resemblance to the rhapsodies of Coleridge—
“ Explaining metaphysics to the nation,
Wc wish he would explain liis explanation."

The Fidelity of Mr. Davis’ Servants.
Married, oji Tugxdiy night, May 7th, at Fort
ress Monroe, Carroll Hall, by the Rev. O. S.
Barteii. Rector of Christ Church, Noyfojk,
Frederick McGinnis to'Ellen Barnes.
The above deserves more than a passing no
tice. It is not often, in these days, that we
witness such faithfulness and devotion on the
part of servants. Both parties belonged to
Mr. payis’ household, and have shared with
him and iiu> fapiilystheir long protracted im
prisonment. They ycre his servants in Rich
mood, and have remained true ipid devoted to
him through good and evil report. When, af
ter the evacuation of Richmond, the family
were compelled to move southward, Ellen
could not. lie persuaded to leave them, hut
failhtully shared with them the toil and spher
ing ol those fearful days.
When, after Mr. Davis’ capture and Ins re
moval Lo the Fortress, his anxious, almost dis
; ITy.elcil wife was waiting for tidings from him
who, by the chances of war, had been thus
cruelly torn t,'•>)!) ber side, Frederick, ever
faithful and true, sought fley, offering his ser
vices to go to him and help in ministering to
his wants. When told that the slender means
of tin; fallen family would never permit sneh
an expenditure, his services were offered freely
and gladly, without reward or remuneration.
When, at last, arrangements were made and
means provided for him, and he found himself
witfdii the Fortress, a part of bis wages Were
carefully iaiff aside, and have been regularly
sent home to 8ouU« Carolina to bis old oiis
truss {like many ojtycys, impoverished by the
war), w ho, iu his own words, had beep as good
to him. and whom be loved as a mother. A
like faithfulness and libeialjty uitjst be record
ed of Ellen.
Surely such an instance speaks for itself 1
Who does not feel that the unobtrusive faith
fulness and devotion of those good people are
a noble tribute to one who will ever b« regard
ed, by all who know him, with peculiar affec
tion, whom-his friends admire and cherish for
Ins high integrity and noble bearing in pahlic
and quiet gentleness and refined sympathy in
private.
God bleßs the happy pair! May hbavtn
smile upon them, and give them all the good
things of life which they so richly deserve.
A kiss, says a French lady, costs less aud
gratifies more than anything else in existence.

THE GREAT FEMALE REMEDY FOR
IRREGI7LA RETIES.
I Ipivo tfciHed tfipse props in fciy ov*u practice, oyer ten
years, and do not hesitate to nay, that nothing has yet
Ihk*u devidoped by medical research that acts so power
fully, positively, and harmlessly, in cases of female irre
gularity, as does this medicine. In all recent cases It
never fails, while thousands who have been long sufferers
are indebted to it for boon of health to-day.
Although so powerful and positive, they are perfectly
harmless, and may bo used at tin,es, ercept whep
specialty lorbiuden in directions.
They have been extensively employed by eminent pliy- |
sicums in France and England, as well as in my own i
practice, ever ten years, and I have yet to hear ol the |
first instance of failure. I could give you testimonials of j
the efficacy (torn ladies ail over the Northern and West- i
ern States, were they not in their nature private. Over j
liMMMi) bottles have been sold the past year, and I hope j
and trust as many sufferers have been benefited. I am I
well aware that a remedy so potent to remove all obstruc- •
tions msy be used for a bad purpose, hut trust that where i
one bottle is thus used, ten may fall the hands of ;
really ueetjy sufferer*.
To all who suffer from any irregularity ; painful, difficult,
excessive, offensive or obstructed Menstruation, Lucot- '
rhea, ortho train of diseases that follow', I would sav, <
try a bottle of Dr. Lyon’s Frrnoh Periodical Drops.
Ifeing a tluid preparation, their action is more direct ami
positive than any pills or powders. Explicit directions,
hearing my facsimile, accompauy each bottle.
