(8. C.) Mountaineer of the 20th inst. says: The
recent heavy rains in Hie past, week have caused
some damage to the growing crops, the uplands ,
being washed badly in many places, and the i

bridges on Saluda arc reported to have been
carried away. The sire.iins have since fallen,
and the apprehensions of further damage arc
allayed. <

Fine Fruit. —Mr. Cuthbcrt presented,us yes
terday samples of apples and tomatoes grown
on his place near this city. The apples were 1
full size an excellent, in flavor, being perfectly
ripe. One of Hie tomatoes measured three
inches in diameter.

recently returned to the vestry of St. Michael’s
Church, Charleston, 8. (!., an ancient commu
nion tankard which came into his possession,
ami which disappeared from Columbia, S. C.,

that city. We have yet to hear of the return to
their rightful owners of the numerous articles
of furniture, plate, and rertu which disappeared

invaded by Butler, Neal Dow, and certain other

Wouldn’t Stand It.—A good joke is told
us by a friend who was .present at the freedmen’s
celebration in Clayton last week. It was pro
posed, before the’procession was formed, to
head thccolumnwith the stars and stripes proud
ly whipping Hie breeze, and tail it with the stars
and bars ignobly trailing in the dust. The
proposition was submitted to one of the most
prominent and influential ot the mar
shals, who, when lie heard it, suffered hisiudig
liatiou to get the upper hand of him. He re

Washington, June 22.
Tlie proceedings in Surratt’s case were most
ly conlliied to the details of the attack on Mr.
Seward’s family. Nothing presented show any
new bearing on the case.
The defense again insisted upon recalling the
prosecution’s witnesses for cross-examination,
asserting that two were corrupt and two were
‘ indicted as felons. The Court again took the
matter under advisement, and then adjourned.
There is a thorough lull in politics since the
departure of the President.
Several members of Congress have arrived,
but they are non-committal.

Washington, June 20, 1867.—Whereas, Several
commanders of military districts, created by
the acts of Congress know n as the reconstruc
tion acts, have expressed doubts as to the pro
per construction thereof, and in respect to
some of the powers and duties under said ants,
and have applied to the Executive for informa
tion in relation thereto; and whereas, the said
acts of Congress have been referred to tlie At
torney General for his opinion thereon, and
Uie said acts and tlie opinion of. the Attorney
General have been fully and caret ally conpici
ered by the President, in conference with the
heads of the r vpeclive departments, the Presi
dent accepts the follow' ig as a practical inter
pretation of the aforer lid acts of Congress on
the points tliere'n presented and directs the
same to be trai l nitted to the respective milita
ry commanders lor their information, in order
that there may lie uniformity in tlie execution
of said acts. [Here follows tlie nineteen points
of the Attorney General’s summary, as adopted
by tlie Cabinet and telegraphed on the 20tli in
siant, omitting remarks.]

General Scott, assistant commissioner of the
Fred men's Bureau for this Stale, has issued an
order enjoining upon subordinate oilleers and

freedmen fully informed as to their rights and
privileges under the recent acts of Congress.

Our accounts from all quarters, are cheering with
reference to the growing crops.
Since our last report Wheat has been coming in
freely, and a few lots have been shipped North, bring
ing “fancy” prices.
Tlie weather tor the current week lias been quite
rainy, and of great benefit to the corn.
The prospect for a large cotton crop, according to
the accounts of romc, who wish to appear gifted be
yond measure, is grand. Os course no reliable esti
mate can be made at this early day, and the only effect
that can be produced by the hurrying of mammoth
plants and precocious blooms to editors, sometimes for
first rate notices, is a depression in tlie markets of the
world.
Cotton.—Our market, taken as a whole, for the
present week has been quite inactive, and gradua’ly
declining from lc@l)£c in the five days under con
sideration. *
Monday—Only 5 bales changed hands, the price
being 24 cents.
Tuesday—The market looked up somewhat, .and
241 bales were sold at figures ranging from 20c@24% c?
Wednesday—There was a good demand; hut sales
were limited to 83 bales, varying In price from 17 &
(Tii 24% c.
Thursday—There was a decline of % cent. 105
bale 4 were sold at 17 (SI 24 c.
Friday—The market was quite dull, and declined %
cent. 54 bales changed hands, at 18 (u> 23 c.
Saturday—The stead}' rain of this morning has
stopped operations almost entirely. We hear of one
sale of middling at 22 % cents.

Bacon. The demand is very light and stocks full.
Prices are easier, though we make no change in quo
tations.
Corn.—The favorable accounts and decreased in
qu'-y have caused a decline of five cents per bushel.—
We quote ad grades at 1 45.
Floub. In city ground, there is a decline of 50 cts.
per barrel. Superfine, 15 00; Family, 18 00. We
quote Western at 10
Wheat. —The demand continues good, and as quan
tities are taken up for shipment., the prices remain at
last week’s quotations, though a little easier—viz: Red,
2 10(3)2 25 ; White, 2 35(3)2 50.
Domestics.—The demand is brisker. See quotations.
FINANCIAL.
There have been but few securities changing bands
during the week —about 200 shares of Georgia Railroad
have boon sold at 71; and a small lot at a fraction
over that figure. 10,000 Old Georgia Six per cent.
Stock at 72; and a small lot of New Seven percent.
Bonds at 84.
Oox.d and Silver—Demand heavy during the
week—has been fully equal to the supply. 138 is
readily obtained. Brokers buying Gold at 137 and
Silver 128.
Exchange.—Checks on the North selling at Bank at
par—out door rates % to % per cent. Nothing doing
in time exchange.
