Of thin meeting Is to consider
-fijie'report of the committee appointed at
annual meeting, on the “ best plan for (
providing instruction for the children of
our State, white and colored."
This committee have agreed upon the
main features of a system or public instruc
tion for the State, and will report such
plan iu detail at tiie approaching meeting.
The action of the Association wiU be
laid before the Legislature <Jf the State,
and will serve to assist, And, perhaps, to
guide them in their legislation on this im
portant subject.
The Association will assemble at nine
o’clock, a. m. At half-past nine o’clock an
address will be delivered by Hon. Henry
Barnard, L. L. I)., Commissioner of Educa
cation, Washington, D. C.
At hall-past ten o’clock the report of the
committee on a system of public instruc
tion for the State will be received and dis
cussed.
In the evening there will be a public
meeting of the friends of education, com
mencing at seven o’clock. Addresses on
the subject of the report may be expected
from the following gentlemen, who will be
present: Rev. S. Landrum, D. D.; Rev. B.
Sears, D. D., agent of the Peabody Fund.
Teachers and friends of education are in
vited to attend and help forward the work
of education in our State.
The Secretary will furnish return tickets
to members of the Association.

South Carolina Items.
A Darlington correspondent of the
Charleston News tells the story of a man
indicted for grand larceny, whose counsel
offered to'plead guilty, provided the Judge
would assure a punishment not greater
than prescribed for petit larceny. This
was refused, the trial went on, and the
iury, in the face of a full evidence of guilt,
returned a verdict of not guilty. The jury
was composed of negroes only !
His Excellency Governor Scott has, by
letter, ordered one of the negro magis
trates of- Darlington county to release, on
ball, certain persons who had been arrest
ed on a charge of murder, and the order
was meekly obeyed. That is “carpet-bag ”
law, necessarily very much crumpled, from
the limited capacity of its depositary.
Mr. Henry Oetjen, an old resident of
Charleston, died suddenly, on Saturday,
from disease of the heart. He had eaten
his dinner, and was in apparent good health
when the stroke came without warning.
Bv his industrious and frugal habits Mr.
Oetjen had acquired a nice property, and
was among the most respected German citi
zens of Charleston.
A writer in the Keowee Courier protests
/ against the reckless manner in which coun
ties are plunging themselves into debt to
secure the location of the Air Line Rail
road.
Wm. McGeorge, from Poughkeepsie, N.
Y., has bought a lot at Aiken, 8. C.,
measuring about two acres, on which he
has built him a house costing about SIO,OOO.
Mr. T. Vogel, of Barnwell Village, has
raised on a little one acre lot in that town
cotton which netted him $l4O.
Man Shot in Chattooga.— On Monday
night last, several men, disguised, sup
posed to be from Cherokee county, Ala.,
called at J. L. Ross’ house, In Chattooga
county, and had a talk with him, after
which they left. Ross followed them to
Summerville, swearing that he would find
oat who they were, if he had to kill one of
them to find out. The result of the pur
suit, an idle curiosity on the part of Ross,
resulted in his being shot, instead of one
of the party. It was not a political diffi
culty, but purely of a private character.
The above statement is strictly reliable.
