Columbia, November £2.
Members of the Legislature continue to
arrive, atid the presence of a quorum in
both branches to-morrow is probable. The,
Treasurer’s report Is ready, and, it Is said,'
exhibits a great improvement in the state
of the finances. The State Auditor, in his
report, com pi res the- -present and old sys
tem of taxation,- and .approves and recoin-,
mends the system suggested by Hon. Isaac-
W. Hayue, in a communication to the
Comptroller in 1863. He replies to a criti
cism on the action of the State Board of
Equalization, aud endeavors to show by
comparison between the years 1859 and
1868 that the taxes are not disproportion
ately higher, considering the value of gold
and currency. He wUi recommend the ex
emption from taxation, for a term of
of manufactories, and refers to the Legisla
ture the petition of Charleston merchants
for a refundment of tbfi double tax collect
ed. The exemption of railroad companies
■was considered, and for convenience of as
sessment omitted from the last duplicate,
but the tax will be assessed and collected
on the next duplicate, unleaa the General
Assembly orders otherwise. He also re
commends increased compensation for the
Charleston county Treasurer and Auditor,
and the Columbia Auditor. *. - , -
The Comptroller General’ll report esti
mates that nine hundred thousaud dollars
are necessary to meet the current expenses
and other paymeuts for the coding fiscal

Scott will recommend that a law be pass
«and requiring each company effecting in
surance in this State to deposit ample se
curities with the. Comptroller Gfenfritl to
protect policy-holders. Ke wfll not make
any recommendations in regard to the Blue
Ridge Railroad, but leave the question en
tirely with the Legislature.
Mr. Guilin, Republican, is here toeontcht
the seat of Cothran, Democrat, elected as
Senator from Abbeville.’ , w /> > v
The United States District Conrt was
opened at Nickerson’s Hotel to-day by Jtidge
Bryan. Ten grand aud fifteen petit and
pleas jurors ouly auswered. • On motion
of District Attorney, &e., Corbin, tales
jurors were ordered aud summoned. Judge
Bryan expressed his displeasure at
attendance of the jurymen in the strongest
terms, and said their conduct was uot ouly
in contempt of court and lu violation of
law, but utterly obstructed the administra
tion of justice, and that the penalties of the
law would be visited upon those in default.
Tiio court has adjourned nutll to-morrow
at 11 o’cjock.

The lobby members are mustering in full
force, and the Chatham Railroad people
will make a vigorous push for a guaranty
or subsidy, as will the supporters of the
Spartanburg and Union Railroad extension
to Asheville. The Governor is said to be
opposed to giving State aid at present t*
any railroad company, and the members,
just now, lean the same way.
Among the persons spoken of for the Va
cant seat on the Supreme Bench are Judge
Carpenter. W. J. Whlpper fcoibred), Judge
Orr and Jndge Boozer. Judge Carpenter
is the favorite, but it is likelv that an at
tempt will be made to run in Whlpper, so
that the negroes may have another man of
their color in high official position.
The Governor’s message will probably be
presented on Wednesday.
More Outrages by Bomr’a Constabu
lahy.—The Sutnter (S. C.) Watchman says :
Some twelve or fifteen of the most honest,
Industrious, peaceable aud respectable of
our citizens were brought to town under
arrest last week by Scott’s arijaed (ao-called)
constables.
Not the slightest attempt wis made by
any of the parties either to escape or resist
their arrest. Notwithstanding this the
houses of some of our roost venerable clti*
zens—gray headed, nnoffendiDg, and high
in the esteem and confidence of the commu
nity—were rudely, roughly and violently
entered without cause, and ransacked, even
throughout the private apartments, from
top to bottom. In this vile Outrage the
negro constable who accompanied the
party was the only member of it: who ex
hibited either decency or respect. A
tall of these things would stir the blood
quicken the pulse of every respectable
'rn in the State; but we forbear.
Wo%n the. arrested parties were brought
into town, the sheriff of the oonnty, usurp
ing entirely the functions of the magistrate,
stood over the desk of that officer, and in
insulting tones and manner, without au
thority or warrant in law, dictated as to
every bondsman, rejecting some ot our
most respectable and responsible citizens;
after having ordered “ excessive ball ” in
the sum of SI,OOO, and directing tjifct each
party should give two distinct bonds for
that amount. And this waS done when
the fact is notorious that offenders of his
own party, time and again, have been re
leased on bonds insignificant iu amount,
which were not worth the paper upon
which they were written; and in the face
of the still more glaring and outrageous
fact, that his official bond, as surety for
the thousands of the people’s money he
handles, was good for little or nothing —,

from hi* course, certainly reklizes the in
tense odium in which he Is. irrcvdicabl*
held by the mass of the respectability of
the county.
This indiscriminate! arrest'of our best
citizens, upon the merest: suspicion* is a
terrible abase of power, bod violation of*
the principles of llberty, even a* pressed
by the party, and certainly will not be
sustained by the better Class of Republi
cans. We have been pleased \8 learn, and
ws take pleasure In making known the fact,
that a large numberof the^iwoncintelligent
of the colored people do,not sympathize
with this action of the Suite government.
