NOV 16. 1870 Stamp Duties,— There seems to be some misunderstanding among business men generally as to the construction 9f that pari of the act of July 14,1870, which ex empts “promissory notes for a less sum than one hundred dollars from stamp duty. The law as it now stands, divested of its verbi age, is as follows: The tax on checks, drafts or orders drawn at sight or on demand re mains unchanged, viz: Two ceuts when dfawn for any sum whatever upon any bank or trust company, and a like amount when drawn “ for any sum exceeding ten dollars upon any other person or persons, companies or corporations.” Bills of ex change (inland). draft or order, for the pay ment of any sum of money not exceeding one huhdrecl dollars, otherwise, than at sight or on demand, or any promissory note (for a less sum than one hundred dol lars), are exempted irom stamp on and after the Ist of October, 1870. Evidences of debt, such as “ 1. O. U. $100,” “due you $100,” usually called “ baWi** or pro missory notes arc relia ble (as inJ l j4*e«Wnifii'i'grapht above) to the twu-ee»t?stamp duty. Joining the Angels— The New York World thus relates how a rash Chicagoan enlisted with the angels: “Two drunkeu men of Chicago, one a liromilow and the other a Sanders, stood at a street corner at midnight, looking up at a number of moons and stars chasing each other through the midnight sky. They were very drunk and despondent. ‘Bromilow,’ said Sanders, ‘zhlsh zay bad world—all liollovv- zer’s nossin in it—it’s all rot.’ Sanders replied, as lie pointed to every available point of the compass, ‘ let’s join ze angels up /.are, where all is peasli and zlioy.’ So Sanders toddled off as well as lie could, and bought, morphine enough to aid them in their contemplated flight to the realms of ether. Then both assisted each to the \laulton House, aud there took the drug. In the morning Bromilow was fouud dead- though Sanders ODly slep. Re called to consciousness by the police, he told them where the soul oi Bromilow was, and the coroner’s juiy brought iu au ac cordant verdict.” Lettjng Them Loose to Give Thanks. —Bullock promulgates an order, discharg ing nlueteeu convicts sentenced to the peni tentiary for life for the crime of burglary, iu the night time, giving the r-nggp,tjuri tine** their trial, the Legislature, by act otQq& : ber 5, 1868, modified the punishment for burglary iu the night time, and that he considered the majesty of the law vindi cated. The pardon takes effect on the 24th instant, Bullock’s thanksgiving day, and the following are the convicts to be loosed in time to give thanks and get ready for the December election: John Davenport, Robert Perry, William Johnson, Green In man, Jared S. Webb, John Williams, Henry Walker, Jake Walker. James A. Hall, Rich ard Hankinson, Alfred Pitman, Henry Cain, Henry Daniel, James Martin, Paul Key, Mingo Trammel, George A. Kero, Henry Singleton and Albert Harris. Reduction ov Fares. —We have the an nouncement worn Sacramento that the Central Railroad has reduced the price of second-class ticket# from |BO to $75 to Omaha, currency, and from sllO to SIOO, currency, ta New York. The third class fares from San Francisco to New York arc also cut down from $75 to $65; and from San Francisco to Omaha, from S6O to SSO currency. The running time from that city will be six days and twenty scours. * * - 1 {ErHDeeklg Constitutionalist i ‘l* / r ii 4-1 >* ' ' ' M , ■«?, /' V - ,u' -i. ‘ u{.*i ,*u* Carbolic Acid and Street Watering. —During the past Summer, most of the crowded streets of London have l*een watered on alternate days with a weak solution ot carbolic acid, as lias been the custom for ilie last four years, and there is no doubt that this excellent antiseptic and disinfectant has been very beneficial in a sanitary point of view. The inhabitants of those streets have often expressed satisfac tion at the freshness, and removal of disa greeable smells, which this acid produces, and they regard it as an addition to their comfort. Carbolic acid was also used in New Orleans during the past Summer with like favorable effect, says the 'limes. An Alteration of the Lord’s Prayer. —A few years ago nothing would have seemed more improbable than the deliberate alteration, by an authoritative body of Christian clergymen and orthodox Biblical scholars, of the phraseology and meaning of the Lord’s Prayer, yet such has been, the case. The New Testament revisionists,now in session in London, have voted that the literal translation of the phrase “deliver us from evil” should be, “deliver us from the evil one;” and they have decided to ex punge the at the end of the prayer, as absent from all the earlier manu scripts. Samples of Snakes, Fruits and Silks. —The Agricultural Department at Wash ington has a large number of specimens of snakes and small animals of lizard species, a«plendid specimen of the sloth and similar small animals, In alcohol, from the authori ties at Honduras, presented by the depart ment, under a system of exchange, to the Smithsonian lustitnte. The department has more than a hundred specimens of Southern froits from the Alacon Fair, about the same number from Western Fairs, and a large number of specimens of silks from Switzerland. Fur Sacques. —For sacques will be worn more this season than ever before They are made shorter and more in the form ol the English jacket, worn by the ladies a few yeais since. Some few are made in the form of a circle, or more after the mantilla pattern. Astrachau and seal still consti tute the material selected, but the liner grades of the former, such as the Persian, are eagerly sought alter. In the seal they are mostly worn without trimmings. In Astrachau the Angora Binge still gives character to the garment. Novel Ticket Offices. — And • now comes a correspondent of the Courier- Journal with the import that the Indian apolis and St. Louis Railroad have put, tickets, to all the principal points East, on sale at several of the most prominent houses of prostitution id St. Louis, select ing one of the most charming of the soiled doves as agent, for which they pay a liberal commission. Current News Mention. Both branches of the Philadelphia City Couucil, as the inauguration of the move ment for disbanding the volunteer Arc com pany system and the substitution of the paid system, have dismissed two volunteer companies for rioting. Boston voters viewed with astonishment two women distributing votes at two of the polls in that city on election day. On Thursday a lire broke out in the large transfer house of the New York Cen tral Railway Company at, Fast Buffalo, near the cattle yards, destroying the build ing and three hundred empty cars. The loss is estimated at over $600,000. The census show* the present population of Kentucky to be 1,483,695, au increase in the last ten years of 277,011, and the largest actual increase Kentucky lias made since her settlement. Six inches of snow fell in as many hours on Mount Washington, New Hampshire, on Thursday. The Baltimore papers state that not loss than 50,000 people of that city, chiefly Catholics, turned out, on Thursday last, to meet and welcome back to Baltimore Arch bishop Spalding ou his return from Rome Little Delaware did nobly in the recent contest. The Democrats carried every county in the t tate, and elected all the ofll cers from Governor to School Director. The Radicals relied upon negroes; the Democrats upon while men. A company has been formed in New York, with a capital of $1,000,000, to make a canal across the Florida peninsula, front Jacksonville to Key West, a distance of 20 miles. Col. Thomas H. Peebles, a State Senator iu Tennessee, has been killed by S A. Point or. The Tennessee press is becoming alarmed at the migratory disposition manifested by large numbers of people from various por tions of that State. Hundreds oi families are going to Texas. Harry Whittsy, circus manager, was shot a Rayville, Louisiana, ou the fourth, and died at Vicksburg. What a Colored Woman Thinks of the Fashions.— Women, you forget that yoga are mothers of creation ; you forget your sons were cut off like grass by the war, and the land was covered by their blood; you rig youiselves up in panlers and Grecian bendbacks and flummeries; yes, and mothers and gray-haired grand mothers wear high-heeled shoes and humps on their heads, and put them on their babies, and stuff them out so that they keel over when the wind blows. O mothers! Pm ashamed of ye! What will such lives as you live do for humanity ? When I saw them women on the stage at the Woman’s Suffrage Convention, the other day, I thought, what kind of reformers be yon, with goose wings on your heads, as if yon were going to fly, and dressed in such ridiculous fashion, talking about reform aud women’s rights? ’Pears to me yon had belter reform yourselves first. But Sojourner is an old body, and will soon go out of this world into another, and wants to say when she gets there, “Lord, I have done my duty ; 1 have told the whole truth and kept nothing back.”— Sojourner IVuth's Speech at the Providence Woman's Rights Con vention. Diet in Paris.— A correspondent of the Londou Telegraph writes from Paris on the 16th: “ Good men and housewives light with each other outside the doors of the butchers, the tripe dressers and the sausage makers’ shops. .Even the women must take their tarn at the well to draw cold water. Meat we are now rationed at 4to 5 ounces per head per day; It is quite a job to get It; bat of coarse horse flesh and donkey flesh krff consumed in large quanti ties. Horse steaks are 9 cents per lb. and even Is. Horses are now sold by weight even to the army. Straw at 15d. per bundle of 10 lbs., will explain that the people prefer to eat the horses to feed them. Vegetables nre very dear; Is. for a cabbage; potatoes at 2)fcd. per lb. Fish out of the question. A rabbit, Bs.; geese, 16s. to 205.; turkeys, 255. to 40s.
