mains exceedingly dull. We have heard of no
sales and there have been no arrivals during the
past week. We quote ball cents as extremes,

Flour. —Considerable inquiries have been made
within the last few days for new flour; the stock on
hand, however, is very light. Prices range from
5 1 to $3 30 per barrel.
Com.—The demand for this article continues
fair. It is now selling at 70 a 75 cent?.
CHARLESTON, July 11.— Cotton. —The trans
actions since our report of Saturday morning last

On Saturday, the day succeeding our last re- ‘

up, and some 3000 hales changed hands, closing '

<hi Monday a good enquiry prevailed, hut the sales !
Were limited to 500 hide. the stiffness of holders *
preventing more extensive operations. The sales
on Tuesday were 800 bales, with prices in favor of
seller*. Wednesday’s transactions summed tiponly i

I liursday the sales reached 1000 bales, under still
advancing prices, andyesterday (Fridav) 100 bales
was the extent of the transactions. The advices
now fully due from Europe, and the Advanced pre- l
tensions of holders bare brought the market to a
pause. Prices may be quoted at $ a Ac. higher i
than last week. The principal sales have been :
Wade on French and English account, with a small I
portion for the eastern manufacturers. The mar
ket closes very firm, and it would be difficult to ef
fect purchases at our inside figures.

The weather for two weeks past has been cold,
Hvet and cloudy. An uniisual quantity of rain has
fallen during the last few days, flooding our streets ■
and extending into the country, seriously threaten- I
iug the river bottoms and giving an advantage to !
grass on the prairie and other clayey soils, which
it is difficult to overcome. M e cannot say to what
extent the young cotton may suffer from this cause,
hut the fact must not be over-looked in making a
record of the “ills that cotton is heir tr>.”
Freights. —ln foreign the only full engAgottVent
■was a ship for Havre at Lie. Y essels on the berth
for Liverpool still obtain 3d, and masters may he ■
considered firm at that rate. Coastwise,the trans
actions have been light for want of suitable vessels.

giving the Traveller false information respecting
their Schedule time, and have, to the best of our
knowledge and belief, made an average time of the
arrival and departure between Charleston and
Baltimore, by the Hay Route, for the last two
months, during which period there has not been a
single failure, by the Boat, to arrive at Baltimore
j in time to take the Morning Train for Philadelphia
and the several Routes going North, South, East,
and West.
The Bay Company have been in existanee up

their Boats, built expresslly for the route, have suc
; cessfully run without loss of Life or Propert}
this fact alone should, and we believe will, be satis
factory to the Travelling Public, that the Chesa
-I»cak Bay Route is one of the safest in the whole

We were prepared and fully expected to meet
with strong opposition from the Monopoly Line, but
had hoped that the warfare would have been con
ducted in a business like and honorable way, and
that their Cards would have contained none of that
misrepresentation and false inuendocs with which
they are tilled againsj the Bay Line, However, we
care not, knowing that we have the cheapest and
most pleasant route; pledging ourvelves to convey
the travelling public by our scheidule,we are willing
to abide the issue and leave the result to their
choice.

and tickets can be had, by application to the under

NV hkkkas, The Third Section of the Second Arti
cle of the Constitution of this State reads in the
following words, to-wit :—No personshall be eli
gible to the Office of Governor who shall not
have been a citizen of the United States twelve
years, and an inhabitant ot this State six years,
and who has not attained to the age of thirty
years, ami who does not possess five hundred
acres of land in his own right within the State,
and other property to the amount of four thousand
dollars, and whose estate shall not on a reasona
ble estimation, be competent to the discharge of
his just debts over and above that sum—and
whereas, said property qualification is inconsist
ent with the genius of our institutions and the
popular spirit of the age—
Suction I. Be it enacted by the Senate and House
of Represent at ires, of the State of Georgia, in Gen
eral Assembly met, arid it is hereby enacted by the au
thority of the same, That so soon as this Act shall
have passed, agreeable to the requirements of the
Constitution, the following shall he adopted in lieu

The estimation in which his Gins are held may he
known from the fact of his having sold more than
two thousand within the last three years; probabh

This evidence of the superiority of his Gins, is ac
counted for, by his being the first to introduce the
late improvements, and keeping the lead, by year
ly adding new ones. His first and second improve
ments, made the quality of cotton perfect, though
some were slow, his third made them suffi
ciently fast* TCthen only remained to make them
more durable and convenient, which has been ikuie
effectually, by several new improvements the pre
sent year; besides, he has the exclusive right of the
State, and the privilege of other sections, to furnish
Reed s Parent W ater Boxes, which are believed to
be ten times more durable than any other, by those
who have made a fair trial of them, and are infalli
bly secure against fire by firiction. His fine Gins,
will gin Mastodon Cotton as well as any Saw Gin
can. His agents will visit planters generally, and
exhibit specimens of his late improvements, and
point out their advantages, in time, for all to en
gage, and be supplied before next ginning season,
or, engagements can be made by letter, directed to
him at Clinton, Jones county, Georgia. Gins, will
be delivered at the purchaser’s residence in any
part of the State, except the Cherokee counties,’
where they will be left at the Rail Road depot,
most convenient to (he purchaser. AH warranted
