In Cotton there is but little disposition to operate,
and business is suspended in anticipation of the

Pile Caledonia is confidently expected on to
morrow, or Thursday at the latest, as she will then
be out fourteen days.

NEW ORLEANS, Aug 28.— Cotton. —Arrived
since the 20th inst. 599 bales. Cleared in the same
lime 13,113 bales. Stock in Presses and on ship
board—as per corrected statement—24.l2o bales.
At the time of making up our last weekly report
the Cotton market was in a very quiet state, the
number of buyers being limited, though the reduc
ed stock on sale caused holders to claim very full
rates. For some days subsequently there were
scarcely any sales; but within the past few days
some two or three buyers have come forward, and
the sales of the week sum up about 2500 bales, at
about previous rates, which are well sustained in
consequence of the limited stock on sale. Nearly
the whole of this quantity was taken for the North. |
Arinong the sales were 112 bales of the new crop,
In several 'ots, which brought 11| a cents for
• Middling Fair to Good Fair, the greater part being
at the latter price. Os the new crop there have
been received, up to the closing of our tables yes
terday, 456 bales, against 23 bales last year, and
4857 the year previous.

AN ACT
TO alter and amend the third Secftoh of the se
cond article of the Constitution of the State.
Whereas, The Third Section of the Second Arti
cle of the Constitution of this State reads in the
following words, to-wit: —No personshall be eli
gible to the Office of Governor who shall not
have beep a citizen Os the L T nited States twelve
years, and an inhabitant of this State six years,
and who has not attained to the age of thirty
years, and who does not possess five hundred
acres of land in his own fight within the State,
and other property to the amount of four thousand
dollars, am! whose estate shall not on h feasod
ble estimation, be competent to tJre discharging
his just debts over and above that sum—and
whereas, said prityetty Qualification is inconsist
ent with the genius of our institutions and the
Snpular spirit of the age-

thority of the same , That so soon as this Act shall
