road. A similar plan would doubtless have
been pursued with our branch. It would
have been the Georgia Rail Road’s own folly
to bare allowed us to compete with them on
any other terms. If the same sum is to be
drawn from the producer’s pocket in cither
rase, it is of course a matter of indifference
with Hm how it is distributed, and he will be |
guided merely by the relative distances of the |
roads from his plantation.
With a short recapitulation, I must draw
this article to a close. I have pointed it out
ns a fact, that the nuzss of the citizens of Au
gusta have not been proved hostile to our first
undertaking.
I have acknowledged latent errors in our
first proposition, undiscovered even by our
selves. This proposition, however, with both
the others, was open to change.
And, in the last place, the resolutions of
have been canvassed, and the
conclusion has been drawn (with no decision
upon the motives which influenced their pas
sage) that they were illiberal in themselves,
and admitted of no substitutes, nor even mod
ifications, without palpable inconsistency in
the board. Hence the further conclusion that
tee tccrc driven from our first enterprise by the ac
tion of the Board of Directors of the Georgia
Bail Hoad.
In a second article, I propose to consider the
practicability of obtaining and defending a
■charter.
It is to be hoped that the unpleasant cir
cumstances attending the transactions above
treated of, may be forgotten, and that the pre
sent collision of interests will produce no per
manent ill feeling between different portions
of the same State, tinder the same Constitu- j
tion, one of the pillars of which the wisdom
of our fathers dceuuMd to be

tion, that the resolutions passed were a fair expo
nent of the views of the board. The correctness
<of the supposition admits of doubt. Whether
r not, the original friendly disposition of some of
those favorable to our road may not have been
weakened by the influence of an opposition, (not
open and avowed, but none the less influential for
that*) is a question which some minds may have j
answered in the affirmative. The second resolution,
which killed the enterprise, may not have been
<»een in its full consequences by all, while these j
very consequences may have been the precise end
proposed by some.
The action of the board was certainly remarka
ble. The first supposition, in this place,as to its cause
was that undue influence had swayed the minds of
the directors —for the proposed road was thought to
be so clearly 7 advantageous to the exist ing one, that
no doubt terms highly advantageous had been
■eptertained. Thisgave rise to feelings of hostility
too diffusive to be just, involving the whole board
of directors and the city of Augusta in a common
censure. As it was only a portion of the interest
of the latter which could hare been materially as- j
fected by our first project,the censure was undoubt- 1
edlv too broad, as J think subsequent facts have ;
shown. Neither do I suppose the whole body of di
rectors to have been hostile to our road, although
their action bad a strong tendency to prove them so,
and did actually destroy tke plan of building it. The j
probability is, that some were favorable—some op
posed in toto—and others inclined tf> make slrin- :
gent terms, on the supposition tliat almost any i
terras would lx; accepted. Ihe latter directors
would have been much more liberal if our eecond i
enterprise could have been anticipated.
To classify with even tolerable certainty, w ould j
’be impossible. , We do not even know who propoe- j
.ed the resolutions—whether they were passed j
unanimously—if not, who voted pro ami con, «V c.

CHARLESTON, Oct. 6.— Cotton. —The tran
sactions of Saturday last were confined to some
331 bales, at the prices current at the close of the
previous week. On Monday, upwards of 500 bales
were sold at similar rates; and purchasers were
proceeding with their orders yesterday, when the
telegraphic announcement, at an early hour, from
the bulletin board of one of the afternoon papers,
that the ateames Hibernia had arrived at Boston;
and that Cotton had declined |d.; immediately
put a stop to business, not, however, before up
wards of 430 bales had changed hands. The sales
during the three days reached, in the aggregate,
1431 bales, and when buyers withdrew, our quo
tations of Saturday morning had been fully sus
tained. The transactions were at extremes rang- j
ing from lUor 12c., but a very large portion of the '
operations were confined to prices within the range
of i 1 a 1 I^c.
NEW ORLEANS Sept. 30,pm. —Cotton.—There has
been some inquiry, and sales amount to about 1000
to 1200 bales. Prices decidedly easier, and we I
think we give an extreme quotation in quoting
Good Middling at as some small lots have ;
been sold at lower rates.
Bu^arami Molasses. —-Sales confined to retail.
Flour and Corn. —Confined to retail sales.
In other articles of Western Produce nothing of
any consetpience has been done
Freights.—— A ship taken for Liverpool at |d. for

MOBILE, OCT. 2.— Colton.— Received since
the 21th instant, 1781 bales; exported in the
same time 2311, as follows: to Liverpool 194-6, N.
York 607, and Boston 285, leaving the stock on
hand and on ship board not cleared last evening,
; 10,194 b..les against 7,361 same time last season, and
| 3085 the year previous.
Our review of this day week left the market
i quiet, with sales of some 1700 bales—middling
i were quoted a 11c. We have again to report
an exceedingly dull market, the transactions of
the wriiole week amounting to only 10 a 1200 bales. |
; The sales in the early part of it were made at j
pretty much the same rates as those current at the !
close of our last, but within the past two days, j
holders shewing a greater anxiety to realise, have j
in some instances submitted to a decline of fully ( I
cent per pound, at which reduction only some 200 j
bales, however, changed hands. Towards the
i close of the week nearly all the buyers withdrew
| from the market in consequence, it is supposed, of
the want of shipping facilities, and in a measure to j
the difficulty of negotiating exchanges. There is
so little business doing, our quotations are nearly
nominal, and sales to any extent could not be made
unless at lower rates.

Wherjjas, The Third Section of the Second Arti
cle Os the Constitution of this State reads in the
following words, to-wit: —No personshall be eli
gible to the Office of Governor who shall not
have been a Citizen of the United States twelve
years, and an inhabitant of this State six years,
and who has not. attained to the age of thirty
years, and who does not possess live hundred
acres of land in his oWu right within the State,
and other property so the amount of four thousand
dollars, and whose estate shall riot on a rcasod
ble estimation, be compe tent to the discharging
his just debts over and above that sum—and
whereas, said property qualification is inconsist
ent with the genius of our institutions and the
popular spirit of the tige —
Section 1. Be it enacted by thi Senate and Ifinise
of Representatives, off the State off Georgia . in Gen
eral Assembly met, and it is hereby enacted bij the au
thority off the same, That so soon as this Act shall
have passed, agfeeribld to the requirements of the
Constitution, the following shall be adopted in lien
of the Section above recited, to-wit No person
shall be eligible to the Office of Governor who shall
not have been a citizen of the United States twelve
years and an inhabitant of this State six years, and
