the Sabbth aday. If the present statutes of our
State are not sufficient to reach this, and similar
offences, we earnestly recommend to our Senator
and Representative, to endeavor to have an act
passed which will bear upon them.
We earnestly recommend to the officers presi
ding at the different precincts, where general elec
tions are held, a greater vigilance in regard to en
forcing the law which debars defaulting Tax
payers from voting. Attention to this will be ben
eficial to the county Treasury.
We recommend to the Justices of the Peace of
the county a more close attention to tffie duty of
appointing Patrol parties, and requiring the returns
of the Captains of such parties.
We feel very great pleasure in availing our
selves of the opportunity which the occasion has
presented, of tendering to His Honor, Judge Holt,
the thanks of this body for his courtesy shown to
them and for the dignity with which he has pre
sided over our Court.
To the Attorney General pro tern, we present
bur thanks for his attention.
We request that so much of our Pre-entments
Us relate to public matters, be published in the
Chronicle Sc Sentinel and the Constitutionalist of
Augusta, and that the Clerk of the Superior Court
be desired to send a copy of those Presentments,

4525 bales, and leaving on hand, inclusive of all on
shipboard not cleared on the 9th inst., a stock of
110,031 bales.
At the time of making up mrr lant report the
rather large transactions of the few days previous
haff so far reduced the stock on sat£ that the down
ward tendency of the market, which continued un
checked for several weeks, appeared to have
touched a position of more firmness, the of
Friday having been to a fair extent, without exhi
biting any farther decline. On Saturday holders
manifested increased firmness, which prevented
buyers from coming forward freely, and the sales
were confined to about 1200 bales, generally at the

outside figures of the day previous. On Monday,
also, the market maintained a very firm charac
ter, and Some 2800 bales were disposed of, sellers
obtaining slightly the advantage, as compared with
the transactions of two or three days previous.—
Yesterday the general expectation of the Caledo
nia’s advices, and rumors that they were in by ex
press, inclined all parties to await a revealment of
their tenor, and the business was confined to some
2000 bales; making a total of only 6000 bales for
the past three days, taken principally for England,
the Continent and the North, with some parcels for
Spain. As regards prices, they may be said to
have recovered about an J of a cent, on the ordi
nary and middling qualities; but in other respects
no change is apparent.

Freights. —The arrivals from sea have been very
numerous since our last report, amounting to 36
ships, 14 barks, 2 brigs and 19 schooners. This
large accession of tonnage, together with a rather
inactive market for cotton which is almost the
only article taken at the moment for European ex
port, has rendered the foreign freight market dull,
and the rates are rather giving way. We note the
followingengagcments—viz: two ships, at 19-32 a
£clif sent to Liverpool, or cent if to Havre; two
ships for Liverpool at9-16d for Cotton, one at 455.
for Oil Cake and one at 1| cent for Cotton to Ant
werp. There will probably be more activity so
soon as the Caledonia’s letters are received. In
Coastwise freights there is but little animation.

NEW YORK, Nov 12,6 P. M.—The Flour mar
k?t has been heavier to-day than at any period
since the arrival of the Caledonia, and prices have
a decided downward tendency. The rate for Gen
esee Flour to-day has been as low as $6 12£, at
which about 3,000 bbls. were sold. The supply is
not very heavy, and it was thought that the ap
proach of cold weather should have stiffened the
market. Southern flour continues quiet, and is
nominally held at $6 50.
The tendency of wheat is downward and the
market very dull. Genesee is held at $1 40, but
no purchasers can be found at that rate. Small
lots of Southern have been sold at $ 1 18 a §1 20.
Cotton continues very dull, with sales of 800
bales to spinners at rather easy prices. Some bro
kers think the market down full i of a cent since
Tuesday. J.
CH A RLESTON^Nov^ Cotton. —With quite
a limited demand on Saturday last, the sales of
Uplnnd reached 538 bales at irregular and very
unsettled prices, but m favor of buyes, ranging from
C| a 7| cents.
Rice. —The demand of the day came up to the
receipts. Ths sales amounted to about SCO bbls., at >

MOUNT EAGLE TRIPOLI~
A REMARKABLE mineral, pronounced by
geologists to Be a great rarity in hature and!
known to them by the name of Tripoli, has lately
been discovered in this country, although but in one
bed, of very narrow limits, all owned by the “Mount
Eagle Manufacturing Company,” incorporated for
