Totofrafb* [ Reported for the Constitutionalist.] CONGRESSIONAL. Washington, Jan. 17, 1818. IN SENATE. Mr. Moore, the new Senator from Maine, took hi* seat. Mr. Johnson of La. presented the petition ©f Susan Decatur, praying for a pension. Several petitions praying for a speedy ter mination of the war with Mexico, were pre sented. ' Mr. Jamieson,offered a resolution of enquiry mto the alleged defalcation in the Mint at Philadelphia. The resolution submitted by Mr. Mangum. sailing ou the President to communicate the suggestions and opinions of Gen. Scott, was ' then taken up, and discussed until the hour | appointed for the consideration oi the ien , Regiment Bill. The latter was then taken I up, and Mr. Butler addressed the Sena*e ! at length, coinciding generally in the views i Mr. Calhoun’s speech, but in favor of filling j present regiments instead of creating new 1 ones. After he had concluded, the Senate ad- | journed. HOUSE OF REPRESENTATIVES. A resolution was introduced by Mr. Boyd, to close the debate on the President’s Mes sage in two hours after going into Committee ofthe Whole, which wm postponed, on mo tion of Mr. Stephens, till Monday next, ayes 99, nay* 98. The States were then called far resolutions; • great number, mostly unimportant, were presented. Mr. Mcl.ane offered a resolution requiring the Secretary of War to furnish report* of the various routes from Mississippi to the Pacific, which was adopted. Mr. McKay then offered a resolution in structing the Post Office Committee to ascer tain the terms on which the contract of the Bay Line for the transportation of the great Southern Mail can be cancelled, and the term* on which the Rail Road line will contract. Adopted. The resolution of Mr. Chase of Tenn. de claring it inexpedient to withdraw our troops from any territory occupied in Mexico, for the purpose of putting them on a defensive line, on motion of Mr. Stephens, was laid on the ta ble—yea* 98, nays 9fi. Mr.‘Jones of Tenn. offered a resolution in, strutting the Committee on Post Offices, to en quire into thectpcdiency of classifying and es tablishing the rates of transporting the malls by Hail Roads and steam boats. Adopted. A series of resolutions were offered and laid over, declaring it inexpedient for Congress to make appropriations for internal improve ments, as the revenues of the Government were all necessary while the Mexican war con tinued, for the purpose of prosecuting the came to an honorable conclusion. Resolutions of enquiry were adopted rela tive to the expediency of providing for con tinuing to the heirs of soldiers killed in battle the par such soldiers would have been enti tled to had they nerved out their time. Mr. Giddings offered a resolution for the ap pointment of a committee to investigate the circumstances of the alleged seizure last Fri day at a boarding house in this city, by the . fllarfl dealers, of a colored servant who had contracted to pay ,S3OO for his freedom,and had paid all but sixty dollars thereof. On motion of Mr. Haralson, it was laid on the table, 98 to 94. Bills were introduced and read twice for the improvement of certain harbors on Lake Erie, and to amend an act extending the jurisdic tion of District Courts in certain cases. A bill was introduced to cede the public land* in several States to those States, and to •xtend the time for locating military land war rants. Mr. Wentworth offered a resolution of en quiry as to the propriety of an amendment of the constitution, making Collectors, Postmas ters, &c., elective by the people, which was laid over. Mr. Turner offsrc i a resolution for annexing New Mexico and California. Laid over. Mr. Lincoln introduced a bill to amend the bet to raise for a limited time an additional military force, which was referred to the Mili tary Committee. Mr. Mead offered a resolution of enquiry as to the expediency of fixing a maximum for carrying the mails on steam boats and Rail Roads. Adopted. Mr. Gog gin offered a resolution calling on the President for the correspondence relating to the imposition of duties on American To bacco by Great Britain. Adopted. Mr. Botts offered a resolution calling on the President to communicate the specific object of his application last session for thrc« millions of dollars—whether any disposition has been made of any portion of that appropriation, or •nr proposition made by the Mexican anthori tie* for it—and if no disposition of the fund or attempt to secure peace, his reason there for. Laid over, Mr. King, ofGa. offered resolution of in quiry as to what measures were necessary to regulate maleable matter between the United States and foreign ports. Notice waa given of a number of bill* to be introduced hereafter. Mr, Tompkins offered a series of resolutions calling on the President to state the specific object for which the war with Mexico is to be prosecutfld, and the means for accomplishing the same. Laid over. Mr. Toombs of Ga. offered, a resolution of •nquiry as to th« expediency of making Au gusta a port of entry, which was adopted. Bills were introduced and read twice, pro viding for the settlement of certain claims of Louisiana, and for other purposes—granting certain lands in Louisiana as a relief fund— to establish a naval depot at New Orleans, and for the relief of the late Post Master at New Orleans. Patton, ol Cassville. and Se i cretary in the Executive Department of Georgia —aged 20 years, 9 months and 10 days. O Death ! why dost thou choose The best, the warmest friend.. But a few weeks since our young friend and fellow citizen was with us in the enjoyment of health, and in the full vigor of youth, lie had for a long time been a resident of our village,and such was his deportment even from childhood, that ! j whether viewed as the scheolboy, the son, the brother, tbe friend, the Christian, lie was ever th c ; same kind, unassuming, affectionate and noble youth. Having been appointed by Gov. Towns, ! one of his Secretaries in the Department of State.the : opening of the late session of our State Legislature found him in Milledgeville, where he entered upon the duties assigned him, and though inexperienced and the youngest in the department, ho soon be came the favorite of the Executive and the one on whom principal reliance was placed: but scarce ly had the Legislature adjourned, and before he had yet time to enjoy the partial abatement, of his arduous duties, when he was attacked with dis ease, and after a weeks illness, the ruthless mes senger claimed him as bis own. Blooming in youthful! vigor when he left us, the intelligence of his death to ourcommunity was as un j expected as it was unwelcome; and the arrival of ! h's remains m our village, produced an unusual degree of feeling. Because of his many estimable qualities, and the strong hold he had upon the af fections of the people, his death is regarded with j the deepest regret even by bis most distant ac : quaintanccs, and to hit kind parents ana relatives, ! it i* iudesd a sad and heartrening bereavement. He was just entering the broad arena of honorable ! tile and his iriends were divining for him a distin i guished success—his energy—his unsullied charac ter, his liuilit.de ambition, and his .-triet, moral, and genlemanly deportment, bis high mental sagacitv i were the indications upon which they had founded his hope—but "Let no one fondly dream again, That Hope and all her shadowy train May rot decay; Fleeting as were the dreams that’s told, Remembered like a talc cl old.
