Thirty-First Congress—Second Sessioh
Washington, Jan. 8, 1851.
SENATE.
The Chair laid before the Senate a com
munication from the War Department, with
a“statement of the contracts and purchases
of that department for 1850.
A large number of petitions and memorials
were presented, and ~ -lumber of bills intro
duced.
Mr. Underwood moved to take up the joint
resolution fiom the House, authorizing the
assignment of land warrants under the recent
law of Congress. After debate, the motion
was withdrawn, to be renewed to-morrow.
The Senate then took up the bill to pro
vide for the settlement of private land claims
in California, and Mr. Gwia addressed the
Senate over two hours in defence of his bill.
Mr. Benton commenced a reply, but gave
way to the motion to adjourn.
And the Senate then adjourned.
HOUSE OF REPRESENTATIVES.
Mr. Bailey, from Va., chairman of the com
mittee, reported bills of appropriation for the
support of the Military Academy, Navy and
other pensions, and the current and incidental
expenses of the Indian and Post Office De
partments, and moved that it be made the spe
cial order to take them up to-morrow, and
that they be printed.
Mr. Phelps, of Missouri, and Mr. Matteson,
of New York, mov;d that the amendments
which they proposed to the cheap postage bill
be printed for the use of the House.
Mr. Staunton, of Kentucky, moved that, as
this is the anniversary of the battle of New
Orleans, the House adjourn; and the ayes
and nays being called for, there were 94 in fa
vor of the motion and 88 against it. So the
House stands adjourned till to-morrow.
Female Colleges. — lu the Georgia Fe
male College, the first class is called the
“ Freshman,” and the second the “ Sopho
more.” How a young lady can possibly be a
fresh man, and what gallantry there is in call
ing one of the divine sex a wise fool, which is
the meaning of the word Sophomore, we
leave to the learned professors of the Georgia
College to explain.
The third class is called the “Junior,” which
term is very well, and i» includes the idea of
youth, a charge acceptable to a lady at every
age, but the last class is the worst of ail.
This is the “ Senior.” Spirit of chivalry !
■what an insult to the sex, to apply a term in
dicative, though it be only comparatively, of
age and experience. Know ungallant profes
sors that all ladies, up to a “ certain age,” are
of the same age, and ihat there cannot possi
bly, by the very constitution of the sex, be
#ny seniority among them.
Now, if we were about to organize a Female
College, and to divide the pupils according to
academic usage into four classes, we tnink we
would adopt a different nomenclature.
Our first class, which would, in a great
measure, consist of those romping rosy cheek
ed eaters of bread and butter who were By
ron’s aversion, should be the class of “ Che
pubs.”
v Our second class, who would possibly have
got L'«y° nd t * ie bread and butter, but had not
yet up the romping, should be the
“ Hoydens.
Our third class, who would, of course, be
advanced far beyond the region of giridom,
and be beginning to know and use their
charms, should be the “ Angels.”
But for our fourth and highest class, the
budders into lovely womanhood, we should
go to the very top of the angelical hierarchy
and style them “ Seraphs ."
And thus it is that we would form our Fe
male College. But as we never expect to be
called upon to organize such an institution,
we can only propose our plan to the respecta
ble gentlemen, who are the trustees of such
delightful seminaries.— Charleston Sun,
The French President is one of the candi
dates to fill vacancies in the French Academy.
There are two vacancies and four candidates—
Alexander Dumas, Alfred de Musset, the
Count de Montalembert and Louis Napoleon.
What is most singular is, that M. Guizot, the
late Minister of Louis Phillippe, who shared
hi« fall and went into exile with him, is now
official President of the Academy, and is a
supporter of Louis Napoleon for one of the
vacancies. The Minister whom the revolu
tion ruined is the advocate of the fortunate
vdventurer whom the same revolution recall
from exile and made Chief of the Re

membership of the Academy which may
be entertained, and would be more generally
allowed if his political course had not drawn
public attention to the more turbulent scenes,
in which he figures to so much less advan

We learn that William M. Wilson of this
city, and Thos. W. Morgan of Augusta, have
been appointed by the Post Master General,
mail agents on the route between this city
and Augusta, on the South-Carolina Rail
Road. I hey will enter upon their duties on

COTTON.— No transactions in the article to
notice—operators seem satisfied with the date of
the market, and rest with confidence on its being
sustained by the Liverpool advices now due. No
change in prices for three or four days, Middling

LIVERPOOL, Dec. 20. Cotton. — We have
again to quote an advance in,the price of Cotton.
Stimulated by a steady demand daily kept up
from the trade, and on Wednesday, when 15,000
bags were sold by much spirit and animation, the
holders have become increasingly confident in
their position. The result has been a gain of kto
£d. on the middling and goad ordinary qualities of
American, and about jd. on other kinds. The
obvious cause of this upward tendency in the
ratv material is the more satisfactory state of the
manufacturing interest. Checked lor a time by
the fear of disturbances and war in Germany,
the purchasers of goods and } arns exercised a
prudent restraint, and confined their operations
to narrow limits. But with a subsidence of that
apprehension,they return to the market with
increased orders, giving almost a positive as
surance that, with full employment and cheap
food, we shall get through the winter in a
most satisfactory manner. Further, the pro
ceedings of the Manchester market on Tuesday
gave something like a proof that even at these
tiigh rates the consumption of Cotton on the pres
ent scale will be continued for at least a time. On
the subject of crop in America we have nothing
new. The Committee of B.okers quote fair Up
lands at 7£d. Mobile at Bd, and Orleans at B£d-

improved symptons noticed in our last, have been
strengthened by the lenorofthe Niagara’s ac-

German buyers do not yet come forward freely,

ue with firmness, Indian counts and qualifies are
scarce and dearer j and for the Me diterranean and
