changed hand, at irregular prices. All parties are
anxiously looking for the steamer’s intelligence,

CHARLESTON, Feb. 14.— Cotton —This ar
ticle it will be recollected suffered a material re
duction in value in the early part of the preceding
week, owing to the unfavorable advices brought
out by the steamer Canada; as it progressed how
ever, prices gradually stiffened, and when we made
up our report, the market assumt d a decidedly
better aspect; holders having realized & to Jc. ad
vance from the lowest point. Strict Fair at the
time, was quoted at I2| a 12§. The market
throughout Friday last, —the first day of the week
under review, wore rather a drooping appearance,
in consequence of a decline in the New York mar
ket. The sales were confined to some 1100 bales,
and the outside prices paid at the close of the pre
vious week were with difficulty sustained; but on
Saturday, the sales were well up to this range of
figures. The letters by this steamer which c me
to hand on Monday,were even more unfavorable
than the telegraphic report, and brought out con
siderably reduced limits for Cotton. These facts,
taken in connection with the increase in the re
ceipts at the West, had a very depressing influence
on our market, whicti soon began to exhibit itself.
Several buyers were in attendance on the mar
ket during the day, but so opposite were the views
of dealers, that it was impossible for parties to
come to terms, and so few were the sales that op
rattons may be said to have been suspended; and
these remarks may be considered applicable to
the market oe Tuesday. Wednesday was also a
very quiet day, but the transactions established a
decided reduction on former prices. This decline,
together with the anxiety manifested by some of
our factors to bell, paved the way to a mo e gen
eral business yesterday, and the operations were
comparatively large, showing a lower range ol fi
gures than have been submitted to this season. A
very large portion of the business during the last
dour days has been confined to the Good Middling
and lower qualities, but at such irregularity in
prices that we find it impossible to give quotations;
whi.e in the belter classifications there has been
too little done to test the market,and we aie equal
ly at a loss to give prices; it is very evident, how
ever, that they have by no means suffered to the
same entent, if they have indeed lost anything in
value, which is to be attributed to their great scar
city The transactions of the week may be summed
up as follows,viz: Friday 1100; Saturday 1136; Mon
day 586; Tuesday 47b; Wednesday 700; and Thurs
day 2100— making an aggregate of 6098, against
the receipt in the same time of 10 338 bales. The
sales comprise 581 bales at 11; 78 at 114; 226 at

The market for all descriptions classed under the
head ot Lons Cotton has been very quiet through
out the week, and prices have been depressed.
The transactions in this time reach about 206
bales, and in a majority of cases, prices were in
favor ot buyers.
Com.'—' There has been a good demand for this
article during the week, and the market has fully
sustained the prices current at the time we made
up our previous report. We therefore renew our
former quotations, which will give a fair ciiterion
ofthe market, although we know of one or two
email parcels of prime white, which have brought
a price rather above the range of these figures.—
The recepts comprise 15,C00 bushels Maryland,
North Cat olina and Yirgina; part of which is inten
ded for the interior, and the balance has been sold.
Strict y prime NorthCaralina, is quite scarce,and
commands a fancy price.
teas. —Some t 2OOO bushels received in the early
part of the week, were retailed out from
board at prices ranging Irom 82 to 85c.; and* 2000
bushelß| received subsequently were sold to go
out of the market, at 85c. per bushel.
Bacon.— The receipts this week comprise 137
hhds. S des, which are being retailed out at prices
ranging from 9£ to 10c ; and 40 hhds. have been
sold to arrived at 9Jc. We have no transactions
to notice in Shoulders as there is no Stock on the
market. Hams command our quotations.
Freights— The market yesterday stood in about
the same position as it did at the time we made up
our previous report, and we therefore renew our
former remarks as being applicable to the state ol
the market during the present week. The rate to
Liverpool has fluctuated between 5-16ths and £d.
for Cotton in square bags, and at the close of busi
ness, the latter rate was generally demanded.
There is no vessel at present loading for Havre,
We quote to N-sw York 5-16ths for Cotton, and #1
for Rice; and to Boston gc. for Cotton and %l per
tierce for Rice.
CHATTANOOGA, Feb. 12 Cotton.— Our re
marks of last week will equally well apply to this.
We do not hear of a single person in our market
disposed to purchase Cotton at present, and this
indisposition to operate, will continue, until the
prices in the Southern markets become more set
tled than they now are.
The receipts of Cotton for the last week have
amounted to the rise of 1000 bales.
Corn.—A considerable quantity of Corn has
changed hands since our last, :>t 65 a 70 cenis per
bushel, at wholesale. Small lots have been sold
at 65 cents.
Bacon.—There is very little new Bacon yet in
market. Upon inquiry, we find that some mall
lots have been sold at cents heg round——it corn
mauds a higher figure at retail.
Flour.— Our market has been principa ly sup
plied with Flour for the last few weeks, from New
York, Ohio and Missouri. It is selling at our quo
tations. Some of it is very good, and some quite
inferior.
APALACHICOLA, Feb. 6.— Cotton.—' The re
ceipts during the past week amount to 4238 bales,
and the exports to 7307, leaving the stock on hand
including all on shipboard not cleared 33101,a
--gainst 38681 bales same time last year.
On tne day of our last report—Monday—there
was not a bale of Cotton sold. On Tuesday, there
was a general attendance of buyers in the’ mar
ket, atl with similar views of buying at lower
prices, and they were met by factors, the trans
actfons amounting to 2996 bales; prices somewhat
irregular, but principally at £ a £c. lower than our
last quotations. The sales were during the re
mainder of the week, on Wednesday 140 bales; on
Thursday 1062 bales; on Friday 732 bales; on
Saturday 185 bales, without much further change
in prices, yet with concessions by the seller in
most cases. Totai sales of the week 5115 bales,
the greater part.for foreign markets.

There is now a better supply of vessels for Coast
wise as well as Foreign ports, and shippers find no
difficulty in getting off their Cotton for N. York,
Boston, &c. To Liverpool,£d; Havre, lc.; New
York,|c.; Providence,
GRIFFIN, Feb. 13.— Cotton. — ! The demand this
week has been very active, and the quantity offer
ed verv limited. Prices have settled down to 11|
cents for fair, and other grades in proportion, Re
ceipts are getting to be very light.
ROME, Feb. 11.— Cotton. —There has been lit
tle doing in the Cotton market for the past week.
We quote extremes at prices ranging trom 10 to
11| cents.
SAVANNAH, Feb. 13.— Cotton. —The market
was rather dull yesterday, the sales being limited
to 809 bales, at prices ranging from to 12£c. —
Prices were about the same as the day previous.

AN ORDINANCE.
BE IT ORDAINED, by the City Council
of Augusta, and it is hereby Ordained by the
authority of the same, That from and after ihe
passage of this Ordinance, any person crossing the
Bridge or Bridges belonging to the City of Au
gusta, and refusing to pay the lega toll demanded
ot them, shall, if a white person, be fin«d in a sum
not exceeding Fifty Dollars ; and if a slave, or free
person of color, shall be punished by whipping,
not exceeding fifty lashes for each and every such
refusal; which punishment may be commuted to
a fine, at the discretiou of the officer trying the
case.

in the year of our Lord one thousand eight hun

AN ORDINANCE.
TO PROVIDE for tne repairing of the Pave
ments ot the Side Walks which have been,
or may hereafter be, made by or at the expense
of lot owners, by order of the City Council.
Section I.—Be it Ordained by the City Coun

all persons owning or haying charge of lots, op
posite to which the side walks have been, or may
hereafter be paved, in accordance with the pro
visions of the Fifty-eighth Section of the General
Ordinance, to keep said pavements in order, by
repairing or re-paving the same when necessary
in the opinion of the Committee on Streets.
Section 2.—And be it further Ordained, by the
authority aforesaid, That it shall be tne duty of
the Committee ou Streets to repair or re-pave
such of the pavements aforesaid, as they may find
in bad order, at the expense of the owners of the
adjoining lots, if such owners fail to make such
repairs or repavements themselves; and said Com
mittee shall assess the whole expense of said re
pairs on the owners of the lots fronting on such
side walks, which shall be collected according to
the provisions of the Fifty-eighth Section afore
said.

in the year of our Lord one thousand eight hun
dred and fifty-one.
