Important Arrest. —On Thursday last,
Col. Jos. Ottinger and Mr. Spencer, special
agents of the Post Office Department, arrest
ed, at Wilmington, Del, the chief clerk of
the Post Office in that city, Mr. Samuel Flinn,
on charge of robbing the U. S. Mail. The ac
cused was taken before Judge Hall, of the U.
States District C:»urt, and held to bail in the
sum of $3,000 to answer at the next term of
the Court for the offence. Numerous letters
on the line between Baltimore and Philadel
phia have been missing, containing large
amounts of money. The Delaware Kepubli
can saya that a decoy package was placed in
the office at Newark, N. J. containing S2OO,
and Mr. Ottinger came oh in the same cars,
and saw the bag carried to the Wilmington
office from the railroad by Mr. Price, the mes
senger, but the package never came to hand
at Philadelphia. In regard to Mr. Flinn’s
committal, the Republican adds:
“The bail was immediately given, and had
it been ten times the amount asked, his friends
would have promptly responded, they having
the fullest confidence in his innocence. They
believe that it is possible that the package
never came to this post office, or that it may
have been lost in some other way which now
seems unaccountable.’' — Baltimore Sun, 18 th

The New York Sunday Messenger contains
the following additional interesting matters
relative to the safety of the Atlantic, and the
reception of the news in that city :
Last evening, about half-past 6 o'clock, the
booming of cannon was heard down the bay,
and, anticipating that the Africa had ar
rived, hundreds of people rushed to the Jer
sey City ferry, anxious to meet her at her dock
and learn if she brought any news of the At
lantic.
Soon afterwards the Africa was descried,
steaming swiftly up thi- haibor, brilliantly il
luminated, and firing salvos as she approach
ed. At once a shout went up from the crowd
at the Jersey City shore— “ The Atlantic is
safe !” “ the'Atlantic is safe !” and so she is, \
thank God ! As we write, we hear under our
widows the joyous congratulations of the hur
rying wayfarers—“ She is safe /” “ she is safe!”
Three tremendous chters were given by the
multitude about the Sun and Herald offices
the moment the glad announcement was
made.
We learn by the passengers that all on
board the Atlantic were put on short allow
ance for ten days prior to arrival at Cork.
It was truly a moving sight to witness the
meeting between the Atlantic’s passengers and
their friends at Jersey City, last night. La
dies threw themselves into the arms of those
who had scarcely hoped to see them again in j
this world, with shrieks of joy, and tears were \
in the eyes of many “ unused to the melting
mood.” The scene throughout the city, but
more especially in the vicinity of the newspa
per offices, was one of intense excitement.
*Ve learn from a passenger by the Africa,
that the Atlantic had reached Liverpool when
that vessel sailed.

COTTON.—There was a good enquiry this
morning, and some 5 to 600 bales changed hands,
at very irregular prices, ranging principally from
10 to 1 cents. Towards afternoon, it was ru
mored the steamer Baltic had arrived with unfa
vorable advices fiom Liverpool. This intelligence
caused one or two buyers to re-sell at a decline of
$ cent on the prices paid in the morning, and our
market closed very languid.
SAVANNAH, Feb. 19— Cotton. —’Arrived since
the 12th inst., 10.6 0 bales Uplands, and 357 do.
Sea Islands—(6,747 per Rail Road, 2,831 from Au
gusta, 987 via Darien, and 35 per wagons) The
exports for the same period have been 11,063
bales Uplands, and 804 do. Sea Islands, viz : to Li
verpool 2,348 t ales Upla ids, and 110 do. Sea Is
lands; to Glasgow 666 bales Uplands, and 25 do
Sea Islands; to Havre 2,191 bales Upland, and 77
do. Sea Island; to New York 4 330 bales Upland,
and 115 do. Sea Island; to Philadelphia 658 bales
Upland; and to Charleston 250 bales Upland, and
12 do. Sea Island; leaving on hand and on ship
board not cleared a stock of 49.117 bales Uplands,
ai d 2,545 do. Sea Islands, against 67,902 bales Up
lands, and 1,843 do. Sea Islands at same time last
year.
At the close cf our last weekly report, the mar
ket was unsettled and quiet. On Wednesday there
was but a moderate demand, with sales of 808«
bai.is; on Thursday there was a more animated
enquiry, the sales amounting to 1,307 bales; on
Friday and Saturday, the market was dull and
lai.guid,the sales of the two days being but 567
bales. On Sunday the telegraph announced the
arrival of the Africa, at New York, and that the
Liverpool market had declined sd. in two weeks,
with sales of 40,000 baies. This news had a chil
ling effect on our market, and on Monday it open
cd°at a decline of $ cent from the prices ot last
week, and only 150 bales changed hands during
the day. Yesterday there was more enquiry, the
sales summing up 1,268 bales.
Below may be found the quotations of present
rates, which compared with tiiose of last week
show a decline of about half a cent, all of wmch
has been noticed since the Africa’s arrival. Up
to the time of her arrival prices had not varied
much, holders having made up their minds to
await her advices before submitting to any de
cline. We quote:

The total sales of the week are 3,859 bales, at
the following prices :40 at 11; 4at 11$; 90 at 11$;
320 at 11 A; 90 at 11$; 654 at 11$; 22 at 11$; 985 at
12; 806 at 12$; 815 at 12$; 125 at 12$; 329 at 12$;
14 at 12$; 26 at 13; and 3at 13$ cents. 13 bales
Mastodon sold at 13$, and 23 do a. 14$ cents.
Sea Islands. —We have no change to notice in
prices. The sales reported amount to 298 baies,
at the following particulars: 21 at 20; 16 at 21; 14
at 23; 16 at 24; 12 at 25; 4 at 2*; 157 at 22 to 28;
and 58 at 22 to 27 cents. Receipts this week 357
—exports, 804 bales.
Rice. —During the week a decline of $ cent has
been >ubmitted to. We notice the following sales
amounting to a total of 725 tierces, viz : 100 at
2s; 300 at 3; 160 at 3 1-16; £0 at 3s; and 1.5 at
#3s. Expoits this week72B tierces; also, 10,438
bushels Rough Rice.
Hour. —lso bbls. Baltimore sold at #5,50; 200
do at $5,75; and 50 do. Philadelphia at $5,375.
Corn About 3,000 busbeis Matyiand have
been sold durilffc the week at 80 cents.

Molasses. —We hear of sales of 40 bbls. N. Or
leans at 31, and 50 do. at 33 cents. No salts of
Cuba reported this week.

at 32, aud 30 do. Philadelphia Whisky at 3i cents.
Bacon. —lo hhds. Shoulders brought Bs, and 20
do. Sides at JO cents.
