Proceedings of the United States Senate*
Washington, March. 5, 1861.
The Chair oailed the Senate to order.
Hon. Mr. Brodhead, of Pennsylvania, ap
peared and was qualified.
The Chair then ordered the galleries to be
cleared.
Mr. Badger asked, before that was done, to
offer a resolution.
The Chair decided that the resolution could
not be offered in open session.
Mr. Badger appealed, and the appeal was
debated for nearly two hours.
The Chair then, in accordance with the
opinion of the Senate, decided the resolution
might be received.

Upon a division, the Chair was sustained.
The resc lution waa one giving to each Sen
ator twelve copies of the Congressional Globe,
and was laid over.
Several resolutions were then offered; a
mongst others, two by Mr. Foote, one refer
ring the document, containing certain opin
ions of the Supreme Court, printed by Mr.
Ritchie, and the contract of the public printer,
to the Attorney General for his decision upon
how much Mr. R. is entitled to for printing
the same; and directing that whatever sum
be allowed by the Attorney General be paid
him out of the contingent fund of the Senate.
The other directing that Mr. Ritchie be paid
one-half the prices of 1819, for all printing
executed by him by order of the Senate du
ring the last Congress. All of which resolu
tions were laid over.
A resolution authorizing the President of
the Senate to fill the vacancy in the Board of
Regents of the Smithsonian Institute, occa
sioned by the expiration of the term of Hon.
Jefferson Davis, was adopted, and then, after
an executive session, the Senate adjourned.
Washington, March 6, 1851.
After the journal was read, the Senate pro
ceeded to the consideration of the Executive
business, and the doors were not opened till
the adjournment.
I learn that the Senate to-day rejected
Hugh N. Smith as Secretary for New Mexi
co ; and that several Postmasters and Army
appointments were confirmed.
Washington, March 7th, 1851.
Mr. Hunter offered a resolution directing
the Secretaries of the several departments and
the Post Master General to report at the next
session some plan for classifying the clerks;
for dividing them into grades, with an equali
zation of the salary of the clerks of each
grade, and for an examination of the clerks
with regard to qualifications, See.
Several motions to print, &c., were agreed
to.
Mr. Davis, of Mississippi, offered a resolu
tion, directing the committee on enrolled
bills to inquire and report the circumstances
attending the signature by the President of
the bill for the relief of the American Coloni
sation Society. It is supposed that the forms
of law were not strictly complied with.
On motion of Mr. Borland, three thousand
extra copies of the report of the Smithsonian
regents were ordered to be printed.
The Senate went into Executive session,
and at 4 o’clock adjourned.
I learn that, in Executive session, the fol
lowing treaties were ratified:-—Treaty with
Portugal, treaty with Switzerland, and Te
huantepec treaty.
The extradition treaty with Mexico was re
jected.

cific’s accounts, amounting in some instances
to 4 cent advance. The sales to-day reach
1600 bales at 74 to 10| cents.

sparingly, but a limited business has been done
The few sales made, however, show an advance
from the lowest point of about half a cent on all

a better feeling yesterday, and prices were firm
er, and more settled than for some time previous.
The sales amounted to 600 bales, at the fol owing

210 at 94; 67 at 9s; 114 at 10; and 23 bales at 10|
cents.

AN ORDINANCE.
BE IT ORDAINED, by the City Council
of Augusta, That the street running South-
West from the intersection of Telfair and Wash
ington streets, now known as the Savannah Road,
shall be hereafter known and designated as
TWIGGS STREE F, in honor of General David
E. Twiggs.
Be it further ordained, That the street running
East and West, next South of Fenwick street,
and known in the plan of the city as B. Street,
shall be kno vu and designated as CALHOUN
STREET, iu honor of the late John C. Calhoun.
Be it further ordained, That the street known
in the plan of the city as C. Street lying imme
d'ately South of B. Street, shall be known and
desig .ated as TAYLOR STREET, in honor of
the late General Z. Taylor.
Be it further ordained. That all Ordinances and
parts of Ordinances militating against this Ordi
nance be,and the same are hereby repealed.
Done in Council, this, the first day of March,
in the year of our Lord, one thousand eight hun
dred and fifty-one.

AN ORDINANCE.
Section First.
BE IT ORDAINED by the City Council of
Augusta, that from and after the passage of
this O dinance. each and every Stall in the Mar
ket House of the City of Augusta, shall be super
intended persona ly by the person or persons for
one o them) renting the same, or by some com
petent white person for him or them, who shall
weigh all meats that are sold, and receive the mo
ney therefor. Any person or persons violating
this Ordinance shall be subject to a penalty not
exceeding twenty-five dollars for each and every
violation.
Section Second.-— And be it further ordained,
That all ordinances and parts of ordinances mili
tating against this ordinance be, an J the same is
heieby repealed.
