ceived lasi night, contains the following digressing in
formation :
“ Cholera. Although in tlie discharge of an imperative
dutv, we are compelled to announce the occurrence of
three cases of spasmodic f’holer ain this city, vet it is
certainly matter of gratulation, that since the r appear

is no disposition in the public mind, to give wav to excite

1 — Hereafter no ardent spirits will be issued
to Ihe troops o( the (lifted States, as a compo
nent purl of tin; ration, nor shall any commuta
tion in money therefore b« paid tp. thorn.

Under the authority vested in the President
by the 81i section of the act of Congress ol A
pril 14th, Imlß,1 m lB, the following changes will be
made in the ration issued to the Army :
3As a subs'itute for the ardent spirits issued
previously to the adoption of the General Re
gulation of November 30th, 1830, and for the
commutation in money prescribed thereby, eight
pounds of sugar and four pounds of coffee will be
allowed to every one hundred rations. And at
those posts where the troops may prefer it, ten
pounds of rice may he issued o every one bun
died rations, in lieu of the eight quarts of beans
allowed by the existing regulations.
4 —These regulations will not extend to the
cases provided for by the act of Congress of
Marcdi 2d, 1811), entitled “ An act to regulate
the piv of the army, when employed on fatigue
duty, ’in which no discretionary authority is
vested in the President, nor to the accessary sup
plies for the Hospital Department of the army.

ALGLSTA, Dec. 4 lh. — Cotton. —Our narket has
been graduallv declining since last week ; and the sales
that were made were at a reduction of f c. from our for
mer quo'a’ions, holders seeming anxious to sell. We
think our market will be still lower, unless the next ac
counts from England should prove more favourable.
Tlie receipts for the las: week w ere heavy.—We quote
ordinary 10 alO \ ; clean and even lota 10i ; prime
! >ts 10 :; and some few selections are made at 11c. for
northern markets.
Freights to Savannah 75 cents per bale, Charleston
81 per bale.
By the ship Rhone, at New-York, v. e have the fol
low ing account of the Havre market on the 19:h Octo
ber, and by the Carroll, Liverpool to tlie same date.
Cotton —The demand has continued to be limited, thro’
the last t-*n days : the sales which have taken place
have, however, been effected at firm prices and wc can
make no redact] m in any ot our quotations fur this article.
The transactions, from tlie 9th to the 18 h instant,
comprise 2131 bales as follows : 835 b. Louisiana at 90
to 106; 922 b. Unbinds, Mobile, Alab ;ma, or Tennessee
at feC, to 101 ; 479 Pernambuco at 127 to 137A ; 76 b.
Bahia at 100 to 103; and 122 b. St. Domingo at 105; all
these prices duty paid.
The arrivals within the same period have been confin- !
ed to 582 b. received from New-York by the packet ship J

i Liverpool Cotton Marie! , October 19.—The demand
| fur cotton during the week has been pretty general ; but |
from the quantity offering being increased, the middling i
and fair qualities of Uplands and Mobiles may be bought
a little lower. The sales of the week, including 1000
b des American, taken on speculation, amount to 14,870
j bags. Import 13,257 bags.
SAVANNAH, Dec. I.— Cotton. —ln the early part

CHARLESTON COTTON MARKET. Dec. 1.
The prices in our niaket have continued to decline?,
and t ■ highest quotations for yesterday, were 11’; for
i very prime, and 11 } for strictly prime. The principal
sales were from 11 to 11}; and the extremes of the
market may now be quoted at 11 a ID. There is now
little firmness in holders, and no confidence in buyers,
and but little Cotton goes into store. The above men
tioned rates being readily accepted as tlie supply conies
in.
BA LTIMORE, Nor. 27. Cotton. —Sales of Louisi
ana were made at 13.
Flour —The aggregate inspections of the week are be
tween 15,000 and 16,000 bids; one third of which is
Howard-sireel and two thirds City Mills. The purchases
generally speaking, have been freely made during the
week, particularly of the latter description, the stocks
on hand are consequently very light.
Hoir-anl-slreet Flour —The market opened on Monday
at §6 25 for the store price, at which rate parcels were
sold. On Tuesday sa’es were made at the same price,
and also at §6 18:;; and since then up to to-day inclusive,
prices have ranged trom nG 18} a 6 25. The sales, nn
til yesterday, were mostly at the higher rate. The fair
quotation to-day appears to be §G Ife.f a 625, and but few
buyers in market. The w'agon price has been uniform
throughout tlie week, at §6 12} —to-day rather heavy.
Whiskey —The sales of Susquehanna r ipper distilled
hhds. have been uniform this week at 31 A els. per gall.
Since Wednesday, some of the principal holders of ihe
article have asked 32 cts. and are firm to-day at that
price, but we are advised of sales off’the wharf, by anoth
er house, at 31 A, cents, yesterday and to-day. Wagon
w hiskey Ins become more firm, and we now quote the
price ot bbls at 29} a3d cts. exclusive of barrel; sales
from stores at 33 a 33} cts. The inspections of the week
comprise 70 hhds. and 1422 bbls; ol which 7 lihds. were
received from the Susquehanna.
PHILADELPHIA. Nor. 26.— Cotton, —Sales : 75
bales New. Orleans at 121 ; two lots of Georgia at 13
a 13} ; and a lot of prime Virginia at 12}.
NEW-YORK MARKETS , Nor. 2 G.—Coiion.—
There lias been a fair inquiry for this article during the
week, and the previous rates have been fully supported,
and in some cases an advance has been obtained. The
sales since our last report amount to about 1800 bales, say
1400 Uplands 11} al3 cents. 300 v ew-Orleans 11 A a
14 cents, and 100 Alabamas at 12} a 12 ; cents per
pound.
The Packet ship Hibernia brought us yesterday Liv
erpool accounts to 17i It Oct. there was not much aetivtiy
in that market but prices were steady. Uplands were
selling at 6A to 8,1 sterling. Import from 17th to 24ih
Nov. 2353 bales.
MOBILE , Nut. 24.— Cotton —Our receipts this week
are 3.172 bales, and there had been received previously
2,670. —There have been no exports since our last review,
but by eorre -ting an error in previous sirpments, they
amount to 660 b des, leaving a stock on hand including
all on ship-board not cleared, of 5,169 bales. Tlie busi
ness of the week has been lair, without any change in
price, excepting that two or three choice parcels for
eastern consumption, have brought 12}c. The principal
transactions have ranged from 10 to 12 cents, and it is
worthy of remark, that nothing is doing on English or
ders.
Our advices from Liverpool, are down to the 4th Octo
ber, a reference to which, on the second page of this
Review, will shew the state ot tlie English Market tit
that date.- Through >ut ne irly the wh >!s of the month of
September, an animated demand wa-; kept up, and very
extensive sales were made, chiefly ol the better qualities,
at an advance of }d. i<L ami finally of id. on the prices
with which the month commenced. The unexpected
attitude assumed by Holland, near the close of the month,
by which the peace of Europe was thought lo be endan
gered. had the effect to check the spirit of speculation,
and although holders continue firm, the month closed
without animation, —nor had tlie market revived, during
the four days of October, although there appeared
apprehension, that the public tranquility would be interr
upted.
Whether the present prices will be maintained, —or
I whether they will recede, are questions that it is not our
province to speculate upon.
