Cholera. —This disorder has made its appearance in Dayton, Ohio, It was introduced on the 17th Dec. by German emigrants, from the Duchy of Oldenburgh, of whom six have died. The Malt House of Mr. Dunlap, in Albany, was de stroyed by fire on the 25th ult. Mr. D’sloss is estimated at 8 to SIO,OO0 —$7,000 insured in Albany. The London Globe announces that Sir Thomas M. Brisbaine has been elected President of the Royal So. cicty, Edinburgh, in the room of the late Sir W. Scott. The total number of deaths in the city of New. York, during the year 1832, was 10,359, being 3,99 G more than ever occurred in that city before in any one year; but this extraordinary increase of mortality is mainly at. tributable to the ravages of the cholera, which carried off, in the space of 4 months, no less than 3,515 indivi duals. We observe, from the hill of mortality, that 1415 died of consumption; 72 came to their deatli by ca sualty; and 29 by suicide. A hear was killed near Lake Diummond Hotel, on the 23d December, which weighed, after being dressed, 6404 lbs. The celebrated Black Hawk, the Prophet, and the o. ther Indian Prisoners, taken by Gen. Scott, and held as hostages for their tribes, are to be located at Fortress Monroe, Old Point Comfort, in order to be more at large than they could be on the Frontiers, as well as to lessen the chances of escape. A great number of counterfeit ten dollar notes of the I United States Bank, have been circulated in Frederick, ton, which, it is supposed, have emanated from a manu factory in the Province of New-Drunswick. Two young gentlemen, one a student at the Univer sity in Philadelphia, from Virginia, and the other re. cenlly connected with the United States Navy, were re quiredto give bail in the sum of SSOOO, to appear at the n»xt Mayor’s Court, at Philadelphia, to answer the charge of giving and receiving a challenge lo fight a duel. Sagacity of a Quadruped.— The Thomast Journal states that a pig weighing about eighty,attempted to cross Mill R'ver on the icc; after proceeding a short distance broke through, when instead of drowning, he very deliberately commenced sw-i-lining under the ice in a straight line for the shore he was seeking. The ice was about an inch thick, and being transparent, all his motions could be observed, and in this manner he swam to the shore, four rods, and when arrived there braced himselfou the bottom and with his hack burst up through the ice, and got out without the least assistance. [“ Ve ry like a whale !”] Willis* “ first impressions of Europe* have ceased for some time in the New York -Mirror—in consequence it •seems, of his last impression. Willis it i stated, is about to form a matrimonial connexion with the widow of an English Nobleman of large possession. IU; “inu pre& iions” go on better than wo were led to believe, •from some specimens of them, and we hope he will settle down upon his "Jnintered land,” leave oil' writing namhy pamby, and become a man. Two gentlemen from London are about establishing a bank in the province of St. John, with a capital of jC300,000. A lady, the wife of a Mr. Andrews, of Essex, Mass, •lately presented her husband with “ three lovely boys,” the fruit of one birth, all we ighing sixteen pounds. The Marietta Advocate says, “We learn that about six hundred shares of the Marietta Rail Road Stock, have already been taken i.i this borough, and its imme diate vicinity.” During the engagement of the Kembles at Washing, ton, Chief Justice Marshall attended the theatre. Up on his entrance on Monday week, the house rang with peals of applause. A sufficient amount of the stock of the Columbia,. Washington, and Port Deposit Road Company bus been subscribed to warrant the undertaking, and the compa ny will commence-operations early in the spring. An editor “ down east” complaining that some of his readers consider the passage, “he that runs may read,” as authority for running in debt to him, while odiers consider it a justification for running away, and adds, that if they continue to run into this error they will run him down. The estate of W. Gilbert, of New York, was sold at •miction on Monday and Tuesday of this week, for $235,250. It was purchased fifteen years ago for $40,000. A short time ago, a hen belonging 16 Mr. John Milne, •of White Felds, which was in thb act of hatching, had her office usurped by a game cock, who continued to attend to his charge with the greatest care. Another set of eggs was given to the hen ; hut the cock brought forth his progeny before the hen, and is now attending to his charge with all maternal tenderness. During the past year, there were 52 fires in the city and liberties of Philadelphia—the whole amount of dam ages by which, was $86,429 28—the amount insured $51,623 28—leaving a loss of $.34,806. Dr. Powell of Baltimore, and Mr. D. V. Smith of the same city, have jointly issued proposals for publishing a bust of the late Charles Carroll, of Carrollton. The-line qualities are bought principally for the French and Northern Markets, w hile the low priced Cottons are sought for by English pur chasers. Cotton —There is no change in the cotton market * since this clay last week. The improved demand of the earlier part of the week has not been maintained, and the quantity of American cotton offering upon market w ithin the last day or two has rather increased. The sales of the week, including 750 Surat by public sale, a. mount to 12,710 bales. Import 8,§25, do. To-day, the sales of cotton are said to amount to 1500 bales, viz: GOO Brazils and Egyptians, the former iu Cea ras at 2.\d, Bahias at 8d and Bsd, and tyaranhtms Bsd and Bad, the latter at Bid to BJ, and about 1000 in Amer ican descriptions from 6j|d to 7RI. HAVRE, Dec. B.— Cottons. — I The high prices at which the shipments of new Cottons (of which we have already received two cargoes, one from Charleston and the other from Savannah) have begun in the Southern markets of the United States for ours, have had no in fluence on our rates, which have remained stationary, since our last report. The sales since the beginning of the month, comprise 4123 bales, as follows: 1291 Lou isiana, at 91A a 108; 2G51 Uplands, Mobile, Alabama, or Tennessee, at 83 a 95 ; and 191 Pernambuco, at 126 a 130^ —all the prices duty paid. The arrivals within the same period have been 3029 bales U. States. DECEMBER 19. Cottons. —We remarked in our last report, that the.high prices at which the expeditions of new cottons had begun in the United States, had had no influence on our market. The advices since received ' have not, as yet, produced more effect; on the contra, ry, we have to notice a decline of 1 to 2 centimes in our rates for the lower description of the United States short staple. The truth is, that notwithstanding all that had been said, of a deficiency in the crop of 1831 and 1832, we have received from that country a grant deal more ( cotton this year than the preceding, and that at the and , of this month, wo shall remain with a stock superior to ■ the one which existed on the 31 st December, 1831. : Brazils have also experienced a decline, and we have reduced our quotations oceotjnigly. The sales from the Bth inst. comprise 3235 bales, ns follows, viz. 393 bales of new cottons, consistieg of 21 bales Louisiana, good, at 109; 352 Uplands, good also, at 96.1 a 97 ; and 20 do. gtfair, at 91. 1 ; and of old cottons 858, Louisi ana, nt 89 n 105; 1435 Upland, Mobile, Alabama, Ten. nessee, at 80 a 100—all these firic.es duly paid. The arrivals within the same period have amounted to 4261 bales, consisting of 4123 bales United States, and 111 do. Pernambuco and Maranham received from Oporto. The news of the cholera at Ncw-Or leana find no effect whatever here. There will he no war, the fall of the citadel of Antwerp has put an end to all difficulties. And whereas the City Council believe that tho en closure and cultivation of the said South common will prove injurious to the health of the citizens generally. Sec. Ist. Be it therefore ordained by the City Cbuncil of Augusta, that if shall not beflawful for any person or persons to make any fence or enclosure by ditch or other wise in any part of the oonin*on of Augusta, South of Watkins Street. Sec. 2. And he it further ordained, that any person who shall make any enclosure or part of enclosure un der any pretence or in any manner or form whatsoever, shall he fined in a sum not exceeding one hundred dol lars, for each and every day such enclosure, part of en closure, fence or obstruction shall remain. Sec. 3. And he it further ordained, that each & every fence, ditch, enclosure, part of enclosure or obstruction, shall be considered a nuisance and it shall be the duty of the city Marshall ami all other officers of council, to abate such nuisance, by removing any fence or other ob struction* made or found on any part of the said common South of Watkins Street. IT ATI HE controversy between the City, and the This i3_ tees of the Academy, having become one of some interest to the eilizohs, the Ciiy Council have deemed it advisable to give this short notice to the public, of their rtusons for the above Ordinance, and the necessity which called for it. The City Council have been advised and believed, that when Aivgustawas laid out and planned by the pro prietory government, tho common was defined and ap pended to tho town, for the common benefit of the lot holders, and citizens, us the word 44 town common,” itself seems to import. That being thus appropriated to’the public, or com mon use of the citizens, this right has never been taken ' from them by the legislature, or abandoned by them selves. Nor Ims any act been passed interfering with the right ofeoiunpm in tho citizens, except at their own request, or for their supposed benefit. That the power to lease given to the trustees, was to lease for seven years, and lias long since expired, and, being then given to promote the health of tho city, at the request of the citizens, should not now he exercised, when experience has shewn that the enclosure would most probably be injurious to the health of the city, and is therefore opposed to the wishes of the citizens. 'Flint Hie City Council, have nut abandoned the rights of the citizens by paying for a few years for their own pn i", rty, in ignorance o’s neglect of the rights of the citizens, which they failed until recently to investigate.
