I enabled to acquaint our readers with all the particulars in the course of a few days.” ] A letter from Harrisburg, Pa. received at Philadelphia t on the 12th inst. says—“ Mr. Clay’s Tariff bill is much approved of by the friends of the protective system in this quarter. Gov. Wolf is said to have spoken ot it as the only measure that could have been adopted to preserve the tariff and the Union.” The New. York Gazette states, that the captain of an , English vessel lying in port, with some company, left a tavern on Saturday night, and went on board his vessel to sup. In the course of the evening, the said captain ( shot a young man by the name of Scott, who lies danger- , ously ill, the ball having entered the left breast near the 1 heart. These, coming from Russian officers, who are all more or loss guilty of ne glecting their men, were heavy charges against him.— His decision in crossing the Balkan against the opinions of all the Generals, they dwelt on with rapture. Yet his firmness he carried into things of no moment; it was therefore often injurious: e.g. the day fixed on for the march of the army from Adrianople to its winter quar ters, was terrible—cold and wet; on which the Generals of division waited on the Marshal to know if the move ment could not be deferred till the following day, when tha storm might cease. “My orders are given,” he re plied, “march !” Inconsequence, one third of the al ready exhausted horses were left on tiie road during the first twenty-four hours. BOSTON, FEB. 13. Lotteries. — The Governor of Massachusetts transmitted a message to the Legislature yesterday, accompanied by a memorial signed by Wm. Sullivan, James Read, and others, citizens of Boston, earnestly requesting the interposition of the Legislature, in suppressing the sale of lottery tickets. These proceed, mgs have been instituted in consequence offthe suicide committed by Ackers, the cause of which arose from lottery speculations. This crying evil is now undergo ing a severe scrutiny. It is stated that in the short space of seven or eight months, Ackers embezzled the emormous amount ot eighteen thousand dollars, every cent of which teas spent in lottery tickets. The follow ing is a copy of a declaration found in his desk after his death. — Globe. “ I have for the last seven months gone fast down the road to destruction. “ There was a time, and that too but a few months since, that I was happy because I was free from debt and care. “ The time I note my downfall, or deviation from the paths of rectitude, was about the middle of June last, whan I took share in a company of Lottery tickets, •whereby I was successful in obtaining a share of one half the capital prize; since which I have gone for my self, and that too, not on a very small scale, as you can judge from the amount now due J. R. Co* every dol lar of which has been spent in that way. “ I have lived or dragged out a miserable existence* for two or three months past. Sleepless nights and a guilty conscience have led me on to the fatal act. “ Only the hope of making Messrs. J. R. & Co. good for the defalcation has postponed it till the present time ; a smaller amount I did hope would be the result, for the worse luck I had the more I bought. “ Since I have reflected on my rashness, I cannot look back and see how it is possible. I could have con ducted in this way. When the situation I occupied, and the confidence reposed in me, and the long tints I have been engaged, and the reward for my poor services by t —but the loss is too much for me to bear. “ Oh, that seven or eight months past of my existence could be blotted out—but no, I must go—and ere this pa per is read, my spirit is gone to my Maker, to give an account of my misdeeds here, and receive the dreadful sentence tor self-destruction and abused confidence. [Two or three lines erased.] “ Relatives and friends I have, from whom I do not visit to part under such circumstances, but necessity— “O wretch, lotteries have been my ruin. 44 1 cannot add more.” Spanish Politeness. — l have often observed, how ever exalted their rank, that the Spaniards are ex cccdingly kind and affable to their inferiors. And, Indeed, the lower classes have much natural politeness: nor is there any language or manner which disgusts or offends. They have no vulgarity in their freedom, nor servility in their respect. I have often sat round 1 the fire of a Posada, amid Spaniards of all classes. ] whom chance had assembled together, and have been I quite charmed to mark the general good humor, and the 1 easy, unembarrassed propriety of behaviour of the common peasants. —Recollections of the Peninsula. the 14th inst. in Morgan county, at Buck Head, Mr. MARTIN GRANNISB, a respectable citizen of that county. He has left many friends and re latives to lament the loss they have sustained ; but if honesty and goodness of heart are to be rewarded, in the life to come, certainly Mr. Granniss will be entitled to the reward. LATEST DATE FROM LIVERPOOL JANUARY 17 LATEST DATE FROM H AVRE JANUARY 15 Extract of a letter received in Savannah Joy the British Ship Vestal , dated 41 LIVERPOOL, Jan. 18.—Sales of to-day and yes terday reach about 7000 bales, at former prices. Hold ers sell freely. Our stock is barely 135,000 bales, which ought to raise prices—but a good deal may bo expected by first change of wind. CHARLESTON, March IS.—We have had a tol erable business doing this week in most articles, except for the staples of the country, which are quite dull. — The country business has revived a little, and affairs generally look more favorable than they did several weeks since. The weather has been quite pleasant for the season, and present indications, favor the opinion that a fair spring business is in prospect. Cotton. —The demand, throughout the week, has been quite dull, in consequence of the scarcity of shipping, end the long period which has elapsed since accounts have been received from Europe. Our latest dates from Liverpool are of the 16th January, more than 60 days old, and further advices are anxiously expected. The total sales of Uplands, in this market, during the past week, do not exceed 3,500 bales. The following are the particulars such sales as have come to our knowledge; 77 bales at 91; 15 at 9j ; Go7at9|; 310 at 9jj: 728 at 10 ; 109 at 10 j ; 458 at 104 ; 150 at 10|; 34 at 104; 47 at 10J; 194 at 10|; 110 at 11 ; 52 at 111; 187 at 111, and 56 bales of extra quality at 11 4. The sales it will be observed, were principally from 10 to 101 cents; but prime lots still continue in great re quest, but are quite scarce. Stock on hand Ist Octo ber, 460 bales Sea Island, 2527 do. Upland ; arrived this week, 523 Sea Island, 2,947 Upland ; previously, 16,326 bales Sea Island, 118,659 do. Upland ; exported since Ist October, including the amount on ship board not cleared, 15,151 bales Sea Island, and 114,169, do. Upland; remaining on hand, 2167 bales Sea Island, 9974 do. Upland. Flour. —Sales have been made to a considerable ex tent, both for export and home consumption. About 1209 barrels have changed hands during the week, most part of which was Philadelphia, which brought from 54 to 5J ; Baltimore Howard-street sold at $6. The stock now on hand is probably hut little more than what is ne cessary for the consumption of the city. Grain. —There were no arrivals of Corn until Satur day, when about 10,000 bushels reached the Market. There have been no sales this week, and our quotations are nominal. From the large quantity now on hand, (several cargoes being already in store,) we may look for a decline in price. There have been no transactions in other Grain, with the exception of 1000 bushels Oats, at a price which we did not learn. Sugar. —The only sales that have come to our know ledge, were about 60 lihds. Matanzas Muscovado, brand, 44 F. D.” which sold in lots at 84, and 80 boxes brrwn Havana, in the vicinity of 7’-. Coffee. —The demand for this article has been to a fair extent, and about 500 bags have changed hands at about our quotations, which we have reduced a trifle from those of last week. Molasses. —About 400 bbls. New Orleans, sold in lots, to the trade, at various prices, from 264 a 28 cents, and some above that price. 66 hhds. Cuba Avcre disposed of, prices not transpired, but believed to be under 25 cents. Spirits, —The Stock of Whiskey on hand is large, and the article dull. Sales in small lots, have been ef fected at 34 cents in hhds. and 35 in hbls. which is a re duction on last Aveek’s prices.—3o bbls. N. E. Rum sold at 38 cents. MOBILE, March 9.— Cotton.— The receipts since our last RevieAv are 8357 bales. The exports are 7,312, and the stock on hand including all on ship board not cleared, is 36,582 bales. During the Aveek cotton has been in free demand, and from four to five thousand bales have been sold chiefly at our quotations though in some instances a trifling advance has been obtained. The stock unsold is still large, and not much disposition is manifested on the part of heavy holders, to submit to present rates. The advices received yesterday from Liverpool to the Isth Jan. will not, it is believed, in any respect affect our market. ROSTON, March 11.— Cotton. —The market has sustained no material change on cur last reported pri ces, and the principal operations consist of about 400 bales Uplands, 11 a life, and 3 a 400 do. Ncav Orleans, 124 a 13| per lb. 6 mos. and some common qualities, at lower rates. Coffee. —There has been a very animated demand for Coffee throughout the Aveek, and former prices are ful ly supported ; large sales have been made to the trade, and the operations for southern markets have been con siderable. St. Domingo, 11 4 a 12c, Havana 12c., Rio old crop 124, and neAV do. 124 c., Java 13c. per lb. 6 mos. The 75th Battalion at Auglista, on Thursday the 4th of April. The Regiment in Colum bia county, at Appling, on Friday the sth of April, and the Warren Regiment at Warrenton on Saturday the'6th of April next; the officers and non-commission-, ed officers will be assembled for Drill as directed; by orders transmitted to the Colonels. After the Review, an Inspection of the troops and arms will be made by the Inspector, when the Captains and officers commanding Companies will be prepared to make their returns to the Inspector in conformity to law. Should there be any Districts without a Captain or Subaltern officers, the Colonels will take immediate measures consistent with a faithful discharge of duty, to Brevet officers for them agreeably to law, and in the distribution of these orders, they will instruct their offi cers to proceed with promptitude in carrying them spee=. dily into effect, that the Inspection inay be complete. Arrangements are nt progress for an extensive En campment in this neighborhood, to commence on the ■ 2d Monday in May next, in which all the Volunteer Corps of Infantry in the State, are respectfully invited to join us. An arrangement has been made for the construction of comfortable Tents and Marques, for the accommodation of all the companies that may come.
