STEAM PACKET NEPTUNE.
The Norfolk Beacon of Tuesday afternoon Jast,
received at Charleston, contains an announce
ment of the return of the Neptune, to that port, af
ter having experienced a tremendous gale of wind,
which threatened to engulph her, and all on board.
The N. left Norfolk for New York on Saturday,
and got back again on Monday afternoon.
Mr. Mignet, the celebrated Historian of the
French Revolution, is engaged in writing the Life
of the late Edward Living>ton. whose reputation as
a jurist, stands very high in Europe. It is pleasing
to see such respect paid in foreign countries to dis
tinguished American characters, and shows the
high estimation in which American science and
literature are held abroad.
r From the Raleigh (JV. C.) Standard .]
the cherokees.
The Millcdgcville Union informs us that the
Cherokeas show no signs of an intention to re
move, though the lime stipulated by the treaty
is less than two months and a half. On the
contrary they are repairing their houses and
farms, making arrangements for planting crops, I
and many of them openly declare their intention I
to remain where they are. John Ross controls
the tribe. He is now in Washington, cncour- ■
aged by Wise, of Virginia, Everett, of Vermont,
and other Federal leaders, to hold out against |
our Government and contemn the provisions of i
a solemn stipulation. There are certain “Whig” ,
representatives, of the South, who will find it
difficulty to satisfy their constituents that ihc
encouragement they have given Ross and his
party, is consistent with a due regard of the gc- j
ncral welfare. The desolation of our frontier |
will he considered as “going a little too far,” in
opposition to the General Government. The
requisitions of tin; bank and federal party, on
our southern “patriotic whigs,” arc likely to |
lead to results, which North Carolina and Gcor- j
gia, will feel severely.
Since writing the above, wo sec the following j
in the Raleigh Register, of Monday last, which J
brings the matter nearer to our own doors:
“ Indian Disturbances. —We entertain serious
fears that much difficulty is about to he experi- j
rnccd, in carrying into execution the treaty with :
the Cherokee Indians, which provides fur their !
removal beyond tiie Mississippi. We have a j
considerable body of them, it is known, in the
South-western part of North Carolina, and so
alarming are their indications of hostility among
them, that the General Government has made a
requisition upon the Executive oft his Slate, fora
force of Volunteer Infantry. The Adjutant
General has, accordingly, by direction of Gov.
Dudley, issued orders to the proper Commanding
Officers, to call out their respective Regiments,
with a view to the immediate organization, if
practicable, ofone or more Volunteer Companies,
in each.”

LIVERPOOL, FEB. 23.— Colton. —In the early
part of the week, and indeed up to the close of
Wednesday, there was a very good demand, and
the recent import being not then fairly on the mar
ket, there was a competition shown by the trade to
purchase, which led to an advance of i to id per lb.
on middling anil fair American descriptions ; yes
terday and to-day buyers have been less anxious
to supply themselves, whilst the quantity offering
Itas considerably increased, and with a desire to re
alize, producing a reaction in prices, and they now
remain with scarcely any advantage gained upon
those of Friday last. Speculators have taken 1000
bales American, and 10(H) ('arthagena. The sales
to-day arc 3000 bags of all kinds, and a flat market.

LIVERPOOL, FEB. 24.
The Cotton Trade, Manchester, Friday Evening.
—Since Tuesday there have again been extensive
inquiries for both goods and twist, but which have
led to no results, the merchant refusing to buy un
less on lower terms, and to which neither spinsters
nor manufacturers could accede. For hand-loom
cloths of pood quality, and inferior power-loom fa
brics, a fair business has been done, on fully as good
terms ns this day se’night.
The Woolen Trade, Feeds, Tuesday. —There has
been a very considerable degree of briskness in all
departments of the trade to-day; nevertheless we
did not hear that prices had in any case improved.
There is evidently a largo decrease in the slock on
hand, which must, it is evident, operate on prices
ere long.
Huddersfield, Tuesday. —There was not so much
doing in plain goods to-day as for the last few weeks,
though a tolerable quantity of goods were cleared
out of the hall. The fancy trade was something
better, a good business having been done.
Halifax, Saturday. —There was a slight re-action
in our market to-day for the better; more business
doing, and prices, if any thing, more firm; still the
make exceeds the demand. In yarns no alteration
en value. Wool as last reported, and but little do
ing.
Rochdale Flannel Marlet, Monday. —W e have
to repo-rt the same monotonous state of this market
as vv.e have had occasion to do for the last few
weeks, viz : much doing, with prices stationa
ry, and no immediate prospect of amendment. In
the wool trade little pas.-ing different from last !
week, except the turn perhaps in favor of the pur
chaser.
HAVRE, FEB. 15. — Cotton. —There has been a
continuation of limited sales, during the last eight
days, with irregular prices; in most of the transac
tions however, the advantage has been more in
favor of the buyers titan the sellers.

CHARLESTON, March Hi.—Cotton —The op
erations of the work in this article have been to
a fair extent, when we lake into consideration the
obstacles throw n in the way of purchasers, from
the w ant of the means of transportation, as vessels
continue scarce. In regard to the general features
of the market, we have no change to record, as
the prices quoted in our last continue to be obtain
ed for the corresponding qualities of upland. The
sales of the week comprise 5050 bales, at the fol
lowing prices : —llO bales at 7 cents; 27 at 74; 142

late in the afternoon of yesterday, a sale of several
thousand bales were effected at full prices. There
has been some stir among dealers in Long Cottons, j

Cotton. There is but tiireeof the N. York packets
now in port, for which engagements have been
made at §1 a 14 for Cotton.
MOBILE, March 21.— Cotton. —For the week a
large business lias been done. For the first three
days we were in expectation of late Livepool dates,
w hich were rather feared by both sellers and pur
chasers. r i he effect was slight concessions m fa
vor of buyers—but i> has been since regained, and
much firmness is evinced with a slight improvement.
The receipts this week are light, compared with
many of the preceding ones, and the stock on sale
) much reduced. Received since our last, 14,878
bales; exported, 14,138 —leaving on hand and on
shipboard, not cleared, 98,278 bales. We quote
good and fine 111 a 12: good fair 114; Fair 101; mid
dling 9 a 91; ordinary 7$ a 8; inferior 64 a 7.
Freights. —A great, scarcity of vessels prevails,
and we areal ibis lime without a vessel in [ion dis
engaged. Since our last, the rates have not been
changed, but this may lie owing to the wantofves
sels to make engagements with. Early arrivals w ill
meet with ready despatch. To Liverpool Id a l-6d,

NEW ORLEANS, March 21.— Cotton. —Owing
to the late intelligence from Europe and the ar
rangements now entered into by the several banks,
the market for the last two days lias been more ani
mated, with more confidence and a better feeling.
The sales on Monday and Tuesday were about SUOO
bales, mostly Louisiana, in large lots,—prices have
ranged from 8 to 101, and one lot of choice brought
licenis. There is every disposition evinced by
purchasers to go into the market, but owing to the
scarcity of ships and the high rates of freight, the
sales for a time will not be very large. There is
no doubt, from the disposition now evinced by the
banks to relieve the community, and the expecta
tion of the arrival of ships, that the market will
daily improve, wc, however, continue our quota
tions.
The only ship, packet Yazoo, in port, that was
unengaged, which arrived on Saturday, was taken
up yesterday at If for Liverpool.
SAVANNAH, Marcli 24.— Colton. Arrived
since the 16th inst. 7527 bales Upland and 192
ba'es Sea Island, and cleared in the same time
4092 bales Upland and 100 bales Sea Island, and
leaving a stock on hand inclusive of all on ship
board not cleared on the 23d inst. of 36266 bales
Upland and 1860 bales Sea Island. There is now
no vessel in port taking freight for Liverpool, but
this circumstance and the high rates paid to fill
those which were loading docs not appear to have
influenced the demand for Cotton ; during the week
i the sales of Upland being 9140 hales, at an improve
ment of 1 cent peril)—particulars of which are:
21 at 71; 15 at 8; f>4 at 84; 180 at 81; 492 at 84 ;

at 104; 187 at 10|; 426 at 104; 92 at 111. Sea

heavy appaarancc: no change, however, lias oc
enred in prices. The sales lor the last four days
have not exceeded 1800 bales.
Flour. —The market presents no change. Ohio
