me lo remark to your Excellency, that the large

settlement, and which I believe will be in a great
measure realized.

MONEY MARKET.
Tuksdav, May 8, C r. m.
The groat question of the resumption, »,r non
-1 resumption of Mr. Biddle, still occupies men’s
minds, ami the uncertainly of the result retards
the advance of returning prosperity. The belief
( now among our most eminent financiers, is, that
he will resume either with the New York banks,
or lake a few weeks lo share with them in tin ir
specie, and sell Ins bills, drawn on cotton ship.
, incuts. In tins case, the cotton under hi» direc
tion in England must be forced into (he market,
and a great crash in prices will l>e the conse
quence, to the injury of the planters and Miasia
sippi batiks, and through whom In- will sustain
some loss from over advances, but triffing in
comparison with that which will In; the re: nit of
acl i lib rent course. It is evident that Mr. Diddle
has mistaken his course from the beginning with
, regard lo the resumption of specie payments.—
I lie should have boon among the first to clamor
for an early resumption, and have monopolized
tin; honor thereof; —this would have placed ni..
hank on such looting at home and abroad, that
nothing could have withstood its inftmnee, or
embarrass its finances, as credit is money to r.nv
amount. In this point of view he is hourly losing
ground, and nothing can induce bis present
course but an apprehension of bis ability to per
form. The demand for specie will not bo half
so great as many imagine, but he it what it may,
Mr. Biddle’s only course is to meet and pay il.
The immense amounts of specie continually ar
riving, will, in connection with public opinion,
furce him to this, although it rnty possibly be I
against his own judgment—all sums under om 1
dollar are already paid at the bank. The suh.
pension is a great sore and requires deep cutting 1
lo remove it. 1
The banks here arc still very cautious in their
discounts, and \vc understand the country banks
who have balances in their favor, remove them
in the shape of specie. There is however plenty
here. 'l’he Bank of Montpelier (Vi.) has resum
ed specie payments, and thus far has received
more than has been withdrawn. The report
that the bank at Chelsea lias failed is incorrect.
The Hudson River Dank has also resumed spy
cic payments.
The transactions at the hoard have again been
limited in amount, but the prices arc firm, and
in some cases have advanced. United States
Bank was up 1-4 per cent.; Phccnix improved I
per cent. Delaware and Hudson was firm at
i 72 1-2 until the closing sale, which fell off 5-8
, percent. Vicksburg advanced 1 per cent.; also
Utica 1 1-2 per cent. Home other slocks showed
t a disposition to recede, particularly Harlem, dc
dining 1 per cent.; Stonington i-2 per cent.—
; Sale of G per cent. 'Treasury notes at 1-2 discount.

MONEY MARKET.
The business transacted in Slocks continue
limited, without any material change in prices.
U. S. Bank closed yesterday at ll(»i; Delaware
Hudson Canal Co. 71 5-8; Harlem Railroad
Co. 50; and SloningUm Railroad Co. 31$; allow
ing on the two latter a decline of one per cent,
on previous sales. Seven Shares in New Or
leans (’anal and Bank, were sold at 83; 15 in
the Planters’ Bank of Mississippi st 83, and G 5
in the Lafayette Bank of Cincinnati at 31. The
sales of Treasury Notes were trifling, at 3-8 per
cent, discount for C per cents.
1 'The packet ship Wellington, from London,
which arrived on Tuesday, brought a conside
rable amount of specie, which was not, however,
j entered on her manifest.
A small improvement in the rales of Domestic

the rates continue the same. Wc now quote :

LATER FROM EUROPE.
The Liverpool packet ship United Slates,
Capt. Holdridgo, arrived yesterday, and brings
us papers from London to the 7th lilt., and Liv
erpool to the 9th, The dates from the British
Metropolis arc one day later than those brought
by the steamer Great Western. The Havre
packet ship Francois I, (’apt. Poll, arrived yes.
terday with Paris and Havre papers to the 31st
March. The intelligence they contain is not
later than that received from France by the
steam ship, but having now a regular series of
papers published in that country, our informa
tion as to events passing there, is more com
plete.
The proceedings in Parliament on the Gth
nil. are not of interest here. An ejected mem
ber, Mr. Poulter, was to bo called to the bar of
the House, and the printer of the Morning
Chronicle, for an alleged breach of privilege
committed by the publication of a letter in
which the decision of the Committee on bis
election was impugned.
We annex extracts on the mate of the money
market and on commercial matters.
Much alarm continues to prevail in Paris at
the extent to which Stock Jobbing is carried on
in shares of joint stock companies.' We have
translated part of a debate on that subject,
which has taken place in the Chambers of Hep.
ulics. On the extraordinary circular letter of
M. Martin, (du Nord) on the state of our Banks,
we find the following. “It appears that this
alarming communication was duly appreciated
at Hat *ro, and those other ports in France where
the merchants being in direct and daily com
munication with their United Slates’agents and
correspondents, were able to correct the state
ments and impressions contained in the ministe
rial circular. According to some information
which we find in the Commerce on this head,
Lyons does not appear to have been so fortunate
owing to her communications with America be
ing less direct than the sea port towns, and be
ing already creditors to a very large amount,
(lie manufactures of that city, alarmed by the
representations of the French minister of com
merce, refused to execute some very large orders
for silks which had arrived, and which conse
quently have been undertaken in another coun
try, where the Americans enjoy belter credit.
That paper concludes by asking what is the use
of a minister of commerce whose acts arc
shown by the above facts to he so far from afford
ing protection to manufactures and commerce,
(bat they have only tended to mislead and de
press the staples of the kingdom.
The Slate General of Holland having closed
their Session, a speech was delivered to them in
the name of the King. It contains no direct
allusion to the subject of the differences with
Belgium. All dial may be considered as having
any allusion to them is the following:
“The adoption of the extraordinary expenses for
(be army end navy, and the unanimity of the se
cond chamber on dmt occasion enables the govern
ment to exert itself without relaxation to obtain a
final m tllcmontof our affairs.”
London, April 7.
There is no alteration in the character of the
commercial money market, and, though money in
to be well employed—bills with good names may
be done at 11 per cent. In the foreign exchanges
we have bad but very little business, and the rates
continue rather ngu'mst the country; although the
shipments of manufactured goods have rather in
created. This anomaly can only he accounted for
by the f act, that lately there have been more deal
ings in foreign securities and shares. On Bans tho
1 rates rule «i_2sf. 7Vie. to 25f. 82}e; on Amsterdam,
at 12-11 a on KomiJam, at iO-U a J2-si;
and on Hamburg, at 111 111.
The increasing disposition to invest in the British
securities, to which we referred lost evening, bus
been more strongly manifested ibis day on the En
glish .Stock Exchange, and, in consequence, Con
sols have advanced m value, although the public
revenue has shown strong symptoms of bring on
the wane. Consuls left off this evening ut93« a f

FROM LONDON.
The packet ship Wellington, at New York,
brings London dates to the lOih April.
The London Morning Chronicle says “ it i>t
said, that apprehensive of the consequences of
tho misunderstanding with the Bank of the
Unit' d Slates, the Directors of the Bank of
England have absolutely forfeited tho policies
of insurance upon a very largo amount of mo
ney. Taken at the lowest calculation, at one

arc informed, of X 15,000.”
Marshal Vullcc is still active in carrying out
his measures for the occupation of the new ter
ritory ceded to the French by Abdel Kader.
Halil I'acba, the commander in chief of tho
Turkish forces, bas been deprived of his com
mand for attempting to dissuade the Sultan
from going to war with Mchemet Aly of Egypt.
An approaching rupture between Turkey and
Egypt is looked upon as inevitable, and the im

Spain. —A loan of 500 millioms of reals, on
the security of the Quicksilver mines of Alma

Navarre, was contemplated by Gen. O’Donnell,
who bad been foiled in a previous attempt to
make himself master of that place, and of a
large quantity of clothing, food, and amunitiou

A case before the Court of Cassation at Paris
creates much interest. It is an appeal of the
Attorney General of tiiat Court, who is Presi

The Trade of Leals. —Business lias been dull in
the ware houses during the week; but a little im
provement is expected, as a number of buyers have
arrived in the town within the Inst day or two.
Huddersfield Market, April 3.—Fancy woolens
and light fancy goods were most in request, and
brought best prices. Plain woollens are not in
great demand. The prospect of an active spring
trade is at an end. In wools there was not much
doing.
Bradford Market, April s.—But little business
has been done in the yarn market to-day, and that
nt lovvcrpricee. Under those circumstances spin*
ners are determined to curtail their production.
Halifax Market , April 7.—There is very little
business doing in stufl; prices have still a tendency
downward. The yarn trade is dull—no demand
prices lower. There have not been many transac
tions in wool to-day.
Rochdale Flannel Market , April 2.—Again wo
have had a very dull market; tho buyers arc deter
mined not to purchase, except nt reduced prices,
and the manufacturers in general are holding their
goods, rather than submit to the prices offered.
Wakefield Wool Market, April C.-We have to
notice a better inquiry and more sales passing; wo
cannot look for any further decline in ihc price of
wool.
