dependent treasury or a national bank. Had sue
a division taken place at the opening of the sei
sion, a decided majority would have had the cor
trol of the elections. But as the friends of an ir
dependent treasury do not act as yet in concert, th
issue of the elections which have taken place, an
which are to take place, must he considered doubl
ful, especially if old party distinctions are adhere*
to. The elections that have already taken place
coi firm the opinion just expressed.
For Judge of the Chattahoochee circuit, ther
were eleven hallotings. At the ninth Joseph Slur
gis received 134 votes, the union candidate, an*
was not elected. At the eleventh, Mr. Wellhon
received 131 votes, and was elected. At the 9ii
balloting 269 votes were .eceived, while at the lltl
only ?6( i were given in.
For Judge of the Cherokee circuit, there wer
15 hallotings. At the first there were 12 candi
dates; but after the 2nd, many of the candidate
were dropped, and lay between Mr. Robert Milch
ell, Mr. Trippe, Mr. Hutchings, Mr. Kenan, and Mr
Daniel. Mr. Trippe at one lime was dropped b*
his own party, bin taken up again, and Mr. Mitch
e!l dropped. Mr. Hutchings was also dropped hi
the union party, and Mr. Baxter taken up. A
last, at the 15th balloting, Mr. Trippe, of Haber
sham, was elected, he receiving 143 votes, Mr
Ilillyer 9. Mr. Sturgis 67, though no candidate, anc
Mr Kenan 9.
For Judge of the Ocmulgee circuit, the conies
was \ ery close. Four candidates were announced

Since yesterday II o’clock, to this day 2 o’clock
only three eleciions were gone through. Botl
brunches are to meet again this afternoon, and pro
ceed to the election of solicitors, tw'o judges so
the city courts of Savannah and Augusta, and i
public printer
I am apprehensive that not much business wil
be done next week. The Commercial Conventioi
' is to meet on Monday; the Senates Academicui
meets also next week; and then there arc ilu
races, in which some of the members of the I.eg
islature lake some interest. Week after next, tin
Legislature will no doubt proceed to the importan
business of the State.

A BILL,
To be entitled An Act to alter and amend ai
act entitled “An Act to amend an aclentiiietl
an act to incorporate the Central Rulroac
and Canal Company of’ Georgia, to alter an*
change the name of said Company, and to givi
to said Company Banking powers and pnvi
leges,” passed 14:h December, 1835, to in
crease the capital of said Company and I*
give it further powers.
Whereas. Tne Central R.ilroadand Banking
Company oi Georgia, by virtue of the ac t ahov*
referred to, became organized in coiifbruiin
thereto in the early part of the year one thou-an*
eight hundred and thirty-six, on a subscription o
two millions ol the sioek allowed by said act
and whereas the said Company has from tiin*
to time called in instalments on said two mil
lions of slock, and lias appro riaied and di
vided such instalments according to the pro
visions of their charter, between tbeir Rail
road and business of Banking; and whereas
when the whole amount of two millions of dol
lars so subscribed shall have been paid in, tu
sum appropriated to Banking purposes will b
eight hundred and fifty thousand dollars, am
the sum appropriated to road will he one tnillio,
one hundred and fifty thousand dollars; and al
ler the said Compaiiv shall sell or dispose ot th
remaining million of stock authorized by thei
said charter, there will be one and a bait mil
lions of their capital which may be applied l

towards their said Road; and whereas, the sa.
Company, having surveyed and fixed tbeir lin
of road, and graded about eighty miles thercoi

Sec. 1. Be it therefore enacted by the Senai
and House of Representatives of the State c
Georgia in General Assembly met, and it is hen
by enacted by the authority of the same, That th
sn said Company may, from time to lime hereafter,
n increase its capital slock to llic extent of ft»ur
ill millions of dollars beyond its present authorized
, s . capital of three millions of dollars, and emji.oy
n . such inc'ea-ed capital in the business of bank
n - mg. All increase of capital stock shall be on,
at least, three months notice in one or more or
the Gazettes of Savannah, Macon, and A ignsta;
and the holders of Stock in life said Company at
the lime of the opening of books for su iscriptiun
to such increased capital, shall have the right to
B » subscribe for any number of shares then held by
them respectively. The books of subscription
■e shall remain open for three days to allow of such

ing stock at public outc-y. And the purchasers i
of new slock, who do not hold shares under the j
present charter of said Company, may have such j

proprialed to Banking. Dividends of Bank pro-
I fits shall be on this new stock and on such Bank

I now authoriz es. Dividends of road profits shall
j lie declared separately, and are to be paid to all
| those who may he proprietors of the two millions

11 Sec. 4. And he it farther enacted. That the

m stock in such companies shall first receive the
sanction ol a meeting of the stockholders in said
company, to be hel i for that special purpose, on
h sixty days public advertisement. A : such meet
ings of stockholders, at least one million of dol
lars of the stock of said Company shall he repre
sented hy the stockholders thereof in person, or
hy attorney duly authorized, and the proceedings
and determination of such meetings of stock- |
holders shall bo made public by advertisement
in the Gaz ties of Savannah,
*• Sec. 5. And he it farther enacted, That the
twenty-seventh section of the charter of said
Company, passed 14th D comber, 1835, be, and
ihc same is hereby repealed.
B'ec. (I. And he it further enacted. That this
act shall go into operation, and he taken as a
public act, on the President and Directors of said
Company, <>r a majority of them, expressing their
assent to the provisions of the same, in a reso
lution, under tile corporate seal of said Company,
placed in the hands of h.s Excellency the Go
vernor.
PUBLIC NOTICE.
A convention of the citizens of Bulloch, Burke,
Effingham and Scriven counties, he will convened
at Jacksonboru’ on the third Monday in Novem
ber next, for the purpose of considering the Right
of Instruction from the people to their immediate
representatives in the 26th Congress; and for the
*• adoption of necessary resolutions in pursuance
thereof. All other counties interested in behalf of
Equal Rights and Privileges, are ernestly requested
to co-operaie in the proceedings ofihe convention;
and to send delegates to represent them.

that lie has opened his rooms m the Masonic Hall,
for the lunioii ol young Ladies in I he various branch
es of DRAWING AND PAINTING, in ol and
water colors, including his original style of Land
scape panning, a beautiful style of Flower painting
and pencil drawing, Indian Ink finishing, Fruit and
.Marine painting, sketching from nature, &c.
Mr. R. has a number of specimens from his own
pencil, which he will be happy lo exhibit to all who
will favor him with a visit. He has devoted much
time to his collection of materials, studies, designs,
1 &.c. His pupils will therefore have the advantage
j of the best subjects for the pencil, also the use of
1 many valuable elementary works and essays upon
| the art.
His object will he to convey a thorough and prac
tical knowledge of the study; not a superficial ac
quaintance ol the theory of the subject, w hich will
j eventuate merely in the execution of a few pretty
I Hungs. His design will he to make Ins pupils Ar
tists, which tie hopes, with application on their part,
to accomplish, lie will exert himself to please the
lovers of the arts who honor him with their patro
nage, and he doubts not, that many in tins city, will
eagerly devote a little time to the attainment oi a
knowledge of so enchanting an art.
A term consists of two months Instruction—the
first course commencing on Thursday, 25:h msl
before which tune it is desirable that pupils should
enter their names.
